La cooperación internacional en la gestión institucional de la Fundación Omar Dengo: 2000-2004
La presente tesis aborda el aporte de la cooperación internacional en la consolidación de la gestión institucional de la Fundación Omar Dengo, en el periodo 2000- 2004. En la investigación se detalla la cooperación internacional en esta institución en el periodo de estudio, de acuerdo con sus fuentes, modalidades y áreas. Por medio de los proyectos y programas realizados del 2000 al 2004, se evalúa con una definición propia la gestión institucional en la Fundación Omar Dengo. Se valoran los aportes de la cooperación internacional en la consolidación de la gestión institucional, mediante recopilación y análisis de datos de la cooperación internacional en el periodo mencionado y por medio de un estudio de caso del proyecto “Empresarias del nuevo milenio: Ampliando fronteras en la administración de la micro y pequeña empresa". El trabajo de investigación aquí propuesto versa sobre la comprobación de la hipótesis: Los aportes de la cooperación internacional en la Fundación Omar Dengo en el periodo 2000-2004, han sido un factor determinante para la consolidación de la gestión institucional.The following work describes the contribution of international cooperation towards the consolidation of the institutional management of the Omar Dengo Foundation during the years 2000 and through the year 2004. To fulfill this general objective, the researcher details the international cooperation in this institution during this period according to its sources, types and areas. As well, the study will discuss Omar Dengo Fondation's international cooperation during the period of 2000 to 2004, through programs and projects and through a categorization created by the author to describe the institutional management. The international cooperation's contribution in the institutional management will be examined, through the compilation and analysis of data regarding international cooperation during the period of 2000 to 2004 and through a case study of the project: “ICT Training for Women Entrepreneurs-Participation in the Knowledge Based Economy". Desafíos, perspectivas y proyecciones del administrador educativo para el siglo XXI
The author begins her essay outlining the desolating picture characterizing the human culture at the end of twentieth century. She discusses the steps backward that according to "The State of the Nation Report" Costa Rica has experienced as a nation in the educational field. In this context, she challenges educators, educational administrators and policy makers to exert their leadership to overcome this deteriorating trend. She stresses the urgency of a concerted process to develop and implement a ten-year educational improvement strategy. In regard to the period of time elapsing between modernity and post modernity, the author argues in favor of a new paradigm in the future that conciliates science, technique and spirituality within a new humanism
Emma Gamboa: La educación como instrumento para la libertad del individuo.
From a somewhat restricted conception of literature, this article examines some essays written by Costa Rican thinker Emma Gamboa Alvarado, in order to inquire about the relationship between education, freedom and democracy, put foward by this author. For this purpose, it is also discussed the major philosophical and pedagogical sources Gamboa used to develop her own proposals. Omar Dengo and John Dewey are two of the authors with whom our author maintains a richer dialogue. Finally, the debate in the national press in 1946 between Emma Gamboa and Emilia Prieto is resumed, concerning the political commitment intellectuals must assume.Partiendo de una concepción de literatura poco restringida, en este artículo se analizan algunos ensayos escritos por la intelectual costarricense Emma Gamboa Alvarado, con el fin de indagar acerca de la relación que esta autora plantea entre educación, libertad y democracia. Para ello se estudian también las principales fuentes filosóficas y pedagógicas que le sirvieron a Gamboa para desarrollar sus propias propuestas. Omar Dengo y John Dewey son dos de los autores con quienes nuestra autora mantiene un diálogo más fecundo. Rabindranath Tagore's Educational Philosophy as a Model of Human Promotion and its Influence on Costa Rican Education in the First Half of the Twentieth Century.
El objetivo de este estudio fue analizar el pensamiento educativo de Rabindranath Tagore en su concepción de la promoción humana y su influencia en la educación costarricense en la primera mitad del siglo XX, en los escritos de Joaquín García Monge y Omar Dengo y su importancia en la actualidad. Se utilizó el método hermenéutico-cualitativo para el análisis del material bibliográfico donde se ha buscado principalmente conceptos de promoción humana que Tagore formuló y se puede encontrar en los educadores costarricenses: García Monge y Omar Dengo, para ello se ha realizado una investigación básica y formal.
Esta investigación está dirigida a docentes y estudiantes de cualquier área académica, interesados en la docencia y la promoción humana, enfocados en los ideales propios de la formación del individuo sobre bases espirituales, para así retomar las bases de la educación costarricense.
Se hizo una revisión exhaustiva de la revista Repertorio Americano, se buscaron artículos, noticias, escritos traducidos, en fin todo lo referente a Rabindranath Tagore en cada uno de los números de la colección que se encuentra en la biblioteca del CICLA, en la Escuela de Filología. Seguidamente, se clasificó la información recopilada con el fin de separar los escritos propios del autor de las noticias periodísticas sobre éste, lo mismo que los artículos sobre el autor con el tema de la educación, los cuales se leyeron para resumir las ideas principales y completar con otra bibliografía. Entre las conclusiones se mencionan:
Omar Dengo, Joaquín García Monge y Rabindranath Tagore se encontraron en el tiempo por medio de la literatura, nunca personalmente, en un momento histórico de cambios en las concepciones de cómo se debía educar, y de cómo se concebía la niñez. Los tres fueron reformadores en la Educación, aunque el más prolífico fue Tagore al fundar diversas instituciones, se conoce que sus viajes tuvieron el objetivo de conseguir dinero y donaciones para sus instituciones educativas, inclusive el dinero del Premio Nobel lo entregó a Shantiniketam.
También es interesante resaltar la preocupación de cada uno de estos tres educadores por la sociedad y la civilización humana, por las guerras que les tocó presenciar, devastadoras y demoledoras de los ideales más elevados de la humanidad y a la que aspira la educación: formar un individuo pleno y solidario.ABSTRACT: The objective of this study was to analyze Rabindranath Tagore's educational philosophy from its understanding of human promotion and its influence in Costa Rican education in the first half of the Twentieth Century as seen from the writers Joaquín García Monge and Omar Dengo, and its current relevance. The hermeneutic-qualitative method was used for the analysis of the bibliographical material where concepts of human promotion proposed by Tagore have been mainly searched for. and can be found in Costa Rican educators García Monge, Omar Dengo. A basic and formal research has been carried out for this purpose.
This research is aimed at teachers and students of any academic area, who are interested in teaching and human promotion, and focused on the ideals of the individual's growth on a spiritual basis in order to uphold the foundations of Costa Rican education.
A thorough review of Repertoire Magazine was done in order to find articles, news, translated articles, in short everything pertaining to Rabindranath Tagore, in each one of the issues available in the CICLA library of the School of Philosophy. The information was then classified to separate the author's articles from those articles about him, as well as articles about the author regarding education, which were read to summarize the main ideas and complete with another biography. Among the conclusions, it ca be mentioned:
Omar Dengo. García Monge, and Rabindranath Tagore found each other not personally but in time through literature in a historical time of changes in the understanding of how to educate and how childhood is conceived. All three were reformers in Education, although the most prolific was Tagore who founded various institutions, and it is known that the main objective of his trips was to get money and donations for his institutions and even give the Nobel Price money to Shantiniketam.

Monitoring systems for managing natural resources: economics, indicators and environmental externalities in a Costa Rican watershed
The worsening degradation of natural resources urgently requires the adoption of more sustainable management practices. This need has led to growing interest and investment in monitoring systems for tracking the condition of natural resources. This study is concerned with the design of monitoring systems that have direct relevance for the management of natural resources. We call these Policy Relevant Monitoring Systems (PRMS). Such systems have several key characteristics. They provide: a) a decision framework for selecting resource problems to monitor that offer potentially large social payoffs relative to the costs of monitoring, b) timely, including early warning information on emerging problems, c) a means of identifying the causes of an emerging problem, d) an analytical framework for identifying options for corrective action, e) an institutional framework for achieving ownership among key stakeholders (the resource users and those affected by the resource use) and agreement about emerging problems, the corrective actions to take, and effective implementation, and f) a built-in mechanism for learning from past experience to improve the performance of the monitoring system over time. The approach is developed and illustrated through detailed examination of the Arenal-Tempisque watershed in Costa Rica. This watershed exhibits classic multiple user and externality problems: deforestation by dairy and cattle farmers in the upper watershed leads to soil erosion and siltation of the various reservoirs that feed an important hydro-electric power generation system, and agro-chemical use by irrigated farmers has adverse impacts on a highly valued wetlands park and on wildlife and fishing in the lower reaches of the watershed.Natural resources., Environmental degradation., Costa Rica, Watershed management.,

I employ the concept of epistemic space to claim that black Brazilian women use the power of knowledge production to occupy spaces where they were not allowed or to create new spaces for themselves. For instance, the author Carolina Maria de Jesus wrote a bestseller to move from a shack into a brick house, while Lélia Gonzalez produced scholarly pieces and occupied a seat in the House of Representatives. Long-term home ventilation of children in Italy: A national survey.
BACKGROUND:
Improved technology, as well as professional and parental awareness, enable many ventilator-dependent children to live at home. However, the profile of this growing population, the quality and adequacy of home care, and patients' needs still require thorough assessment.
OBJECTIVES:
To define the characteristics of Italian children receiving long-term home mechanical ventilation (HMV) in Italy.
METHODS:
A detailed questionnaire was sent to 302 National Health Service hospitals potentially involved in the care of HVM in children (aged <17 years). Information was collected on patient characteristics, type of ventilation, and home respiratory care.
RESULTS:
A total of 362 HMV children was identified. The prevalence was 4.2 per 100,000 (95% CI: 3.8-4.6), median age was 8 years (interquartile range 4-14), median age at starting mechanical ventilation was 4 years (1-11), and 56% were male. The most frequent diagnostic categories were neuromuscular disorders (49%), lung and upper respiratory tract diseases (18%), hypoxic (ischemic) encephalopathy (13%), and abnormal ventilation control (12%). Medical professionals with nurses (for 62% of children) and physiotherapists (20%) participated in the patients' discharge from hospital, though parents were the primary care giver, and in 47% of cases, the sole care giver. Invasive ventilation was used in 41% and was significantly related to young age, southern regional residence, longer time spent under mechanical ventilation, neuromuscular disorders, or hypoxic (ischemic) encephalopathy.
CONCLUSIONS:
Care and technical assistance of long-term HMV children need assessment, planning, and resources. A wide variability in pattern of HMV was found throughout Italy. An Italian national ventilation program, as well as a national registry, could be useful in improving the care of these often critically ill children
Educação continuada corporativa: aprendizagem e desenvolvimento humano no setor metal-mecânico

Programa de Pós-Graduação em Engenharia de Produção.O conhecimento, a educação e a capacidade de aprendizagem se tornam características vitais para as pessoas, para as organizações e para a sociedade, face ao contexto atual cada vez mais dinâmico, interdependente e imprevisível, marcado por contínuas transformações. O aprender sobre como aprender é necessário para que a sociedade garanta a sustentabilidade do desenvolvimento, para que as organizações assegurem seu sucesso e continuidade e para que as pessoas possam promover sua empregabilidade. O principal propósito desta tese é analisar como as políticas e ações organizacionais de educação continuada tornam possível a aprendizagem organizacional e o desenvolvimento humano, na visão de dirigentes e trabalhadores de uma indústria do setor metal-mecânico situada na região noroeste do Estado do Rio Grande do Sul. A base teórica que deu suporte à tese abordou a relação triádica - ser humano, educação e trabalho, o contexto das organizações contemporâneas, a gestão de pessoas, sobretudo no que concerne à educação continuada e o processo de aprendizagem como fruto de interações sociais que se estabelecem no ambiente de trabalho, de modo particular em organizações empresariais. Para realizar a presente investigação adotou-se o método qualitativo, desenvolvido em um estudo de caso simples do tipo exploratório/descritivo. Os dados foram coletados por meio de entrevistas individuais semi-estruturadas com gerentes, supervisores e trabalhadores sem cargos de gerência que realizam atividades fins ou meios na indústria de máquinas e equipamentos agrícolas, além do diretor de RH e do supervisor de treinamento e desenvolvimento da empresa, do vice-presidente do sindicato dos trabalhadores metalúrgicos, de instrutores do Senai, da direção da Escola Técnica e da direção de uma escola de idiomas, e fontes documentais. Para a interpretação dos dados foi adotada a análise de conteúdo, buscando compreender a questão em estudo à luz do quadro teórico de referência e a partir da valorização da fala dos atores entrevistados. Os resultados da pesquisa evidenciam a explícita política de educação corporativa levada a efeito pela empresa e a conseqüente identificação dos atores sociais com a idéia do aprendizado contínuo. O estudo desperta a necessidade de se reconhecer explicitamente a educação continuada como um importante fator facilitador da aprendizagem organizacional, além de contribuir para uma efetiva promoção da condição humana nos limites das organizações formais
