    As roughly a half of the Serbian electorate and all of the EU hail the electoral victory of the Democratic Party leader Boris Tadic over his bitter rival from the Serbian Radical Party, Tomislav Nikolic, the key question for the analysts is: which Boris Tadic won the elections? Is it the Boris who has spent the last four years of his presidential mandate diluting the message of reform and altering the political agenda to become almost indistinguishable from that of Prime Minister Vojislav Kostunica and his Democratic Party of Serbia?     Overall Control - The Case against Dusko Tadic and the Concept of Control in the ILC-Articles on State Responsibility

    In this text the author attempts to extract the criteria for establishing ''overall control'' as described by the Appeals Chamber of the International Criminal Tribunal for the Former Yugoslavia in the case against Dusko Tadic. This test was formulated by the ICTY Appeals Chamber in an effort to qualify the relationship between the Federal Republic of Yugoslavia and the army of the Serbian Republic in Bosnia. The legal question was whether this armed force could in fact be linked to the Federal Republic of Yugoslavia due to the high level of control the latter exercised over the group, thus making the conflict international and granting the civilians under its control the status as ''Protected Persons'' in the meaning of Geneva Convention IV, Article 3. The Appeals Chamber argued that the rules of attribution in International Law on State Responsibility must by necessity require the same standard of relationship for attribution of the acts of the armed force to the state, as International Humanitarian Law requires for finding that the participation of that force constitutes foreign involvement in an internal conflict. It thus sought guidance in the rules of attribution from International Law on State Responsibility and the Case Concerning Military and Paramilitary Activities in and against Nicaragua of the International Court of Justice. Rather than accepting the test devised in Nicaragua, often referred to as the ''effective control'' test, the Appeals Chamber found that it was not suitable for acts of ''organized groups'', where instead international law dictated the standard of ''overall control''. The author has examined all the criteria for establishing this standard of control and how it can be used to solve problems of control in International Law on State Responsibility. First, the criteria for concluding what qualifies a group as ''organized'' and which groups can come into question for use of the standard is investigated. The author examines the cases provided by the Appeals Chamber as illustrations of the use of the standard in international law, to extract the limits of these criteria. Second, the author evaluates the importance of support given to the group in the form of arms, training, funding and intelligence for establishing a potential to exercise control. Having done this the author continues to the level of direct control, exercised by the state over the group, and the standard required to qualify it as ''overall control''. Finally, the author uses the conclusions drawn to formulate a suggestion of how to phrase the ''overall control'' test for use in International Law on State Responsibility

    Serbien hat im Mai 2012 gewählt. Während die Wahl zum Parlament und die erste Runde der Wahl zum serbischen Präsidenten am 6. Mai noch ohne größere Überraschungen verliefen, brachte die Stichwahl um die serbische Präsidentschaft am 20. Mai die Niederlage des hohen Favoriten und bisherigen Präsidenten Boris Tadić und den unerwarteten Sieg des Kandidaten der Serbischen Fortschrittspartei (SNS - Srpska napredna stranka) Tomislav Nikolić. Die jahrelange uneingeschränkte Dominanz des Präsidenten Tadić und seiner Demokratischen Partei (DS - Demokratska stranka) ging damit unerwartet zu Ende. Eine schwierige Zeit der Kohabitation und schmerzhafter Umbrüche in der serbischen Politik deutet sich an. Die politische Konstellation ist neu, die zentralen Probleme Serbiens - angefangen bei der katastrophalen wirtschaftlichen und sozialen Lage, über die budgetäre Krise, Reform der Verwaltung bis hin zum konfliktgeladenen und völlig ungelösten Verhältnis zum Kosovo - bleiben aber die gleichen.Elections in Serbia were held in Mai 2012. While the elections for the National assembly and the first round of presidential vote on May 6th brought widely expected results, the runoff held on May 20th with incumbent president Tadic and his opponent from the Serbian Progress Party, Tomislav Nikolic, ended in unexpected victory for Nikolic. The uncontested dominance of now former president Tadic and his Democratic Party came suddenly to an end. Serbia today enters a new stage of its political development most probably marked by rather tense cohabitation and difficult political, social and economic reforms waiting affront of the new government.     Predmet je rada analiza spotova predsjedničkih kandidata na vlasti u trenutku održavanja predsjedničkih izbora 2012. i 2017. godine. Iz 2012. godine analizirat će se spot kandidata Demokratske stranke Borisa Tadića, a iz 2017. godine spot kandidata Srpske napredne stranke Aleksandra Vučića. U navedenim spotovima prikazat će se korištenje negativne propagande oba kandidata prema suparnicima. Rad je podijeljen u nekoliko dijelova. Na početku će čitatelji biti upoznati sa značajem koji spotovi imaju u suvremenoj političkoj propagandi, kao i sa samim pojmom kampanje. U drugom dijelu ukazat će se na sve veći trend upotrebe negativne političke propagande. Kao metodu promatranja navedenih spotova koristit će se metoda analize sadržaja. Poseban dio odvojen je za teorijski pregled ove metode. U završnom dijelu izložit će se rezultati promatranja. Analizom navedenih spotova uočava se da je Boris Tadić, na direktan način, tokom čitavog spota pokušavao diskreditirati suparnika Tomislava Nikolića, dok je Aleksandar Vučić koristio indirektnu tehniku negativne propagande. Ova je razlika bitna, jer je strategija Aleksandra Vučića bila uspješnija, gledano kroz prizmu izbornog rezultata. Društveno akademski doprinos ovog rada je u tome što predstavlja jednu od rijetkih analiza negativne propagande tijekom predizborne kampanje u Srbiji.The subject of the paper is the analysis of the videos of the presidential candidates in power at the time of the presidential elections in 2012 and 2017. From 2012, the video of the candidate of the Democratic Party, Boris Tadic, will be analyzed, and from 2017, the video of the candidate of the Serbian Progressive Party, Aleksandar Vucic, will be analyzed. In the mentioned videos, the use of negative propaganda of these two candidates towards their opponents will be pointed out. The work will be divided into several parts, at the beginning the readers will be acquainted with the significance of the videos in modern political propaganda, as well as with the very concept of the campaign. The second part will point out the growing trend of using negative political propaganda. The method of content analysis will be used for the method of observing the mentioned videos. A special section will be set aside for a theoretical review of this method. In the final part, the results of the observation will be presented. The analysis of the mentioned videos shows that Boris Tadic directly tried to discredit his opponent Tomislav Nikolic during the entire video, while Aleksandar Vucic used the indirect technique of negative propaganda. This difference is important, because the strategy of Aleksandar Vucic was more successful, viewed through the election result. The socio-academic contribution of this paper is that it represents one of the rare analyzes of negative propaganda during the election campaign in Serbi

    The purpose of this thesis is to explore the link between the Kosovo issue and Serbian domestic politics. My hypothesis is that Kosovo has been decisive in turning Serbia away from the European Union and the West and toward ultra-nationalism. Shunning the West and EU membership allows corrupt politicians to delay political and economic reforms that would likely impact the way they profit from the Serbian political system. There is also a measure of ethnic outbidding that is taking place. Although some political parties are willing to compromise on Kosovo, they do not feel it is a politically viable position to hold. With the election of Boris Tadic and his pro-reform Democratic Party in 2008, however, Serbia may be ready to move past an issue that has held its politics hostage since the breakup of Yugoslavia in the early 1990s

    Magnetic properties of synthesized nanoparticles with different morphologies quantified using shape descriptors

    Predmet istraživanja ove doktorske disertacije je uticaj strukture i oblika nanočestica na njihove magnetne karakteristike. Cilј istraživanja je da se kvantifikuju oblici sintetisanih feri-oksidnih nanočestica na slikama dobijenim transmisionom elektronskom mikroskopijom (TEM) i da se izvrši karakterizacija njihovih magnetnih svojstava. Karakterizacija i analiza su urađene za sintetisane nanočestične materijale dobijene sol-gel metodom, hidrotermalnom metodom, kombinovanom metodom taloženja i koloidne hemije, kao i korišćenjem metode samosagorevanja rastvora. Realna slika sintetisanih nanočestica (veličina i oblik sintetisanih nanočestica) u uzorcima su ispitivani pomoću transmisione elektronske mikroskopije. Iz dobijenih mikroskopskih merenja izvršeno je izračunavanje cirkularnosti, orijentabilnosti, eliptičnosti i izduženosti oblika sintetisanih čestica. Algoritmi za analizu oblika su implementirani u programskom paketu MATLAB. Prikazana je i distribucija čestica prema obliku i veličini nanočestica kako bi se dobila što verodostojnija slika ispitivanih uzoraka. Određene su veličina i oblik nanočestica, saturaciona magnetizacija i koercitivna sila sintetisanih nanočestica. Magnetna karakterizacija sintetisanih uzoraka je urađena VSM i SQUID magnetometrima. Pokazano je da se promenom oblika i strukture nanočestica mogu menjati magnetne karakteristike nanomaterijala, što je veoma interesantno za fundamentalna istraživanja i praktične primene. Očekuje se da će rezultati ove doktorske disertacije doprineti bolјem razumevanju uticaja oblika nanočestica na magnetne karakteristike, novim teorijskim modelima, unapređenju metoda sinteze i praktičnih primena nanočestičnih materijala.The subject of this doctoral dissertation is the influence of the structure and shape of nanoparticles on their magnetic properties. The aim of the research was to quantify shapes of synthesized ferric oxide nanoparticles on images obtained by transmission electron microscopy (TEM) and to carry out a characterization of their magnetic properties. Characterization and analysis were performed for synthesized nanoparticle materials obtained by sol-gel method, hydrothermal method, using a combined method of deposition and colloid chemistry, as well as using the self-combustion method. The real images of the synthesized nanoparticles (size and shape of the synthesized nanoparticles) in the samples were examined using transmission electron microscopy. On the basis of the obtained microscopic measurements, the calculation of shape circularity, orientability, ellipticity and elongation of the synthesized particles was carried out. The algorithms for the shape analysis are implemented in MATLAB. It shows the distribution of the particle by size and shape of nanoparticles to give a more realistic picture of the samples. The size and shape of the nanoparticles, saturation magnetization and coercive force of the synthesized nanoparticles were determined. Magnetic characterization of the synthesized samples was done by VSM and SQUID magnetometers. It has been shown that by changing the shape and structure of nanoparticles the magnetic properties of nanomaterials that are very interesting for fundamental research and practical applications can be changed. It is expected that the results of this doctoral dissertation will contribute to a better understanding of the shape-dependent magnetic properties, development of new theoretical models, improvement of synthesis methods and practical applications of nanoparticle materials
