    IPPIS Policy and the Challenges of its Implementation in the Nigerian Universities: A Conceptual Discourse

    The Integrated Personnel and Payroll Information System (IPPIS) programme was introduced by the Nigeria Federal Government supported by the World Bank as one of the measures of Public Service Reform. Prior to the introduction of this scheme, Ministries, Departments and Agencies (MDAs) received their recurrent costs on monthly basis as subvention. The above arrangement gave room for the MDA’s to disburse money sent to them whenever and however they deemed fit. This therefore according to records led to financial misconduct in the Nigerian Civil Service. The huge amount spent on recurrent expenditure, if not monitored and cut down through appropriate government policy, could lead to cases of corruption the civil service. Hence, the need for Nigerian Government to provide accurate and correct number of civil servants under her care and to an extent minimize budget estimate via IPPIS programme. This research work examined the benefits and problems of incorporating the university system into IPPIS programme by Federal government of Nigeria. The paper undertakes a theoretical grinding of critical issues under study by adopting a review of periodic publications, journals and related secondary materials. The research used qualitative method in the study. The study revealed that, university system does not reject IPPIS but argued that IPPIS do not adequately capture its flexibility and peculiarities. So, there is the need to take into consideration its demand in the IPPIS software application via UTAS software. The study also discovered many shortfalls and benefits of incorporating university system in to IPPIS programme by the federal government. The study therefore recommends that the implementation of IPPIS policy by federal government should adequately capture the flexibility and peculiarities of the University System; and that, both parties (Federal government and University community) should consider likely consequences of their misunderstanding which might negatively affect the general public.     Transformational Leadership Style and Organizational Growth and Progress in This ICT Era: A Survey of Adamawa State Polytechnic, Yola, Nigeria

    This study is designed to assess the impact of transformational leadership style for acceleration of organizational growth and progress using Adamawa State Polytechnic, Yola as a unit of focus. Four research questions were raised to guide the conduct of the study while the descriptive survey research design was adopted for the study. Due to the large number of staff in Adamawa State Polytechnic, Yola, The stratified random sampling method was used to select the sample population of 100 respondents comprising of all the 20 members of the expanded management, 40 academic staff and 40 non-academic staff. The questionnaire method of data collection was used as instrument for the collection of data for the study. The data collected was analysed using the mean score method of data analysis. The finding of the study revealed that transformational leadership has proven to be crucial for acceleration of organizational growth and progress especially in this ICT era. This indicated that transformational leadership style is of paramount important especially when leaders want to influence their subordinates’ behaviour to achieve organizational goals, job satisfaction, and employee engagement and employee performance. The above notwithstanding, the study also revealed that there are some challenges that are encountered along the line. Based on the above, the study recommends that: there is the need to develop reward and incentive programmes and systems to enhance the motivation of subordinates to perform all necessary activities to work outside the limits of the individual's duties. There also is the need to strengthen the capacity of leaders to command and sustain loyalty of those they lead.     Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     It is no longer news that the human resource is the most significant and important resource of any organization and any effort made in motivating the workforce will pay off significantly. In this era of globalization and the 21st century, organizations that are failing to adequately identify, monitor and develop HRM policies that will lead to efficient goal achievement, are bound to experience series of inefficiencies and loses therefore leading to poor performance in terms of low profitability and poor growth. There is a wide gap between the manager of human resource and the human resource themselves. This study adopted robust conceptual and empirical review literatures on the subject. The paper there examines challenges posed by individuals, governments and unions on human resource management in Nigeria such as an unavailability of Executive Information System (EIS), the wide gap existing between the management and staff, introduction of flexitime, no external interference or pressures in the recruitment and promotion of staff, workplace diversity, changing mix of workforce, values, demands of employers and governments are evident. The Niger Delta militancy, kidnapping, gender discrimination, nepotism and ethnic sentiments are evident and are also factors affecting HRM in Nigeria in this 21st Century. It is concluded that the design of programmes for recruitment, training and development, integration, maintenance and separation of the employee cannot be possible without the acceptance of the organizational members. A team building and policy formulation on solving the workplace diversity is fundamental to achieving the set organizational goals

    Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
