    This study aims to find out how the role of the Family Planning Population Control Office, the determination of policies and programs in controlling the population growth rate in Medan City, besides that the author also wants to know the factors that prevent the Population and Family Planning Control Office from controlling growth residents in Medan City. The research technique used is a qualitative research method with interviews and observations. The research subject taking technique is using purposive and snowball techniques. From this technique, informants obtained, consisting of the Head of the Population and Family Planning Control Office, Head of the Family Planning Division, Head of Extension and Penggerak, Head of Resilience, Head of Population Control, Family Planning Field Extension, and the community who participated in the Family program. Planning or those who do not take part in the Family Planning program. Based on the research conducted, it was found several findings that the Office of Population and Family Planning Control has a role in suppressing population growth which includes coordination with government, community and private institutions in family planning activities, conducting family planning counseling, installing contraceptives and post-installation contraception. Obstacles in controlling population growth, namely the lack of skilled technical personnel, inadequate infrastructure, the influence of culture and the level of education of the community also become obstacles to DP2KB in carrying out their duties and functions

    This study aims to analyze employee performance in improving public services at the Sub-District Office of Perbaungan, Serdang Bedagai Regency. The research focuses on five employee performance indicators based on T.R. Mitchell’s theory, namely: quality of work, timeliness, initiative, capability, and communication. The method used is a qualitative approach with data collection techniques including observation, in-depth interviews, and documentation. The research informants consist of the sub-district head, sub-district secretary, section heads, and members of the public as service recipients.The results of the study indicate that, in general, employee performance in delivering public services has shown significant improvement, particularly in the aspects of work quality and communication. However, challenges remain in the areas of timeliness and the use of technology in service delivery. Inhibiting factors to employee performance include limited human resources, lack of supporting facilities, and insufficient ongoing training and evaluation

    Aim and scope that research is namely whether the election smart home program has an influence on community political participation (case studies at the Medan city electoral commission office), and to find out whether election smart home programs have an influence on community political participation (case studies at the commission office Medan city elections). The form of this study is to use descriptive research with a quantitative approach with the aim of knowing the effect of variable X (free) with variable Y (bound). This research was conducted at the General Election Commission of Medan City. While data collection is done by distributing questionnaires, interviews and observations. The results of the study showed that there was an influence between the electoral smart actions towards public political participation in the General Election Commission of Medan City. This can be seen from the calculation of R-Sqare which is equal to 0.219 or equal to 21.9%, which means that there is a relationship between the Election Smart House variable (X) on the variable Political Participation of the Community (Y). The presence of Election Smart House (RPP) in Medan City is to increase the level of community participation in the city of Medan. With the presence of the Election Smart House (RPP) in the city of Medan, it is expected that the community can come to visit as a form of community participation to answer the low level of community participation

    The effectiveness of participatory monitoring education policy is a key factor in increasing women's involvement in election monitoring. This study analyzes the implementation model of the Women Empowered to Supervise program organized by Bawaslu North Sumatra. Using an empirical approach, this study explores how training programs, socialization, and collaboration with community organizations are able to increase the capacity of women as active and empowered election supervisors. The results show that comprehensive training has strengthened women's understanding of how to effectively monitor elections. Socialization through digital media and community-based approaches has succeeded in increasing women's awareness and involvement in election monitoring. In addition, collaboration with women's organizations, academics and youth groups expanded the reach of the program and provided support for women in facing challenges in the field. This study confirms that structured and sustainable participatory oversight education contributes to improving the quality of democracy and electoral transparency. With more inclusive and participatory policies in place, women can play a more significant role in maintaining electoral integrity in Indonesia.Keywords: Election Supervision, Women, Political Participation, Democracy, Bawaslu North Sumatr

    Implementation of the Indonesia Pintar (PIP) Program Policy at the Syekh Abdul Halim Hasan Institute in Binjai

    This study aims to analyze the implementation of the Indonesia Pintar Program (PIP) at the Syekh Abdul Halim Hasan Institute in Binjai City. The focus of the study is on policy implementation and factors that hinder the program. The approach used is descriptive qualitative research with data collection techniques through observation, in-depth interviews, and documentation. Research informants included the Vice Rector III, the Head of Academic Affairs, and PIP recipient students. The results of the study show that the implementation of the Indonesia Pintar Program at the Syekh Abdul Halim Hasan Institute in Binjai City has been running quite well in accordance with the guidelines of the Ministry of Religious Affairs. However, the implementation of this policy still faces obstacles in terms of socialization, delays in fund disbursement, and limitations in human resources and supporting technological facilities. Communication and coordination between institutions are crucial aspects that need to be improved. The PIP program has proven to help students from underprivileged families, but its effectiveness can still be improved through evaluation, service digitalization, and transparency of recipient data

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
