    Characterization of IGF-1 expessing RG3.6 cells for transplantation following traumatic brain injury

    Traumatic brain injury is one of the leading cause of neuronal damage which affects the cognitive function of the brain. Traumatic brain injury (TBI) also causes damage to the neuronal stem cells pool. IGF-1 is an important trophic factor that increases cell survival by inducing neuroprotection and anti-apoptotic activity. Therapeutic strategy to protect the neurons/neuronal stem cell pool and restoration of damage neuron and induce their ability to produce multipotent, proliferative cell that can adopt the neuronal phenotype could have beneficial effect on functional recovery of the brain after TBI. Here, we characterized and used genetically engineered rat neural stem cells, RG3.6/IGF-1+ cells, which conditionally express the insulin growth factor-1 (IGF-1). Our results demonstrate that IGF-1 induces neurogenesis in a culture system and in damaged area of the rat brain after transplantation and could have important implication in amelioration of brain damage after TBI.M.S.Includes bibliographical referencesby Sweta Sing

    Uzbekistan: India’s Strategic Gateway to Central Asia

    India and Uzbekistan possess a shared history since ancient times, when trade and commerce between the two nations flourished through the Silk Route. Considering the current situation and future probabilities there has been a lot of political, economic, and cultural exchanges between the two countries. This bilateral partnership, expressed through security and connectivity mechanisms, can be seen as crucial for regional stability. The two countries have tried to stabilize their bilateral relations and prevent violent instances of extremism. India also intends to establish a stronger foothold in Central Asia. One can say that Uzbekistan is the perfect ally for India to stabilize relations with Central Asia. Both countries are involved in numerous initiatives that will help them not only to foster transparency and accountability but also to maintain parity with other big powers. This article reviews the reasons why Uzbekistan is significant for India and defends that their relationship will enable India to stabilize her ties with Central Asian Republics at large

    The economic bilateral ties between India and the United States of America (USA) have taken a new-fangled semblance over the past few years with a renewed vigor of geo-economic convergence, as the foundation for establishing a new normal in the bilateral relationship. Following the collapse of the erstwhile Soviet Union, India faced a lot of economic crises with the United States (US) that challenged the prevailing liberal economic integration. Post the Indo-US Nuclear Deal, economic considerations became a topmost priority where the US and India aimed for sustaining a high rate of economic growth which became a watershed moment for their bilateral economic dependence. A trend of economic illiberalism started contending the liberal international order through increased tariffs and trade sanctions whereby the USA terminated India’s progress in preferential trade practices under the Generalized System of Preferences (GSP) followed by shelving a lawsuit against India for receding exports. Whether the ever-increasing Sino-US tensions which recently have been triggered by the Coronavirus or COVID-19 pandemic, enabled the US to move towards India is a primary concern, thus creating strong grounds for geo-economic partnership through the forays of economic diplomacy. The paper, therefore, argues that the emerging dynamism between India and the USA through newer prospects of economic collaboration has followed a path of transition from illiberalism to diplomacy

    Resident Fellow Zsolt Darvas takes a look at the issue of the Baltic states - Estonia, Latvia and Lithuania - and the challenges facing those three countries in the aftermath of the financial crisis. He argues that because it is in the broader European interest to prevent a collapse in the Baltics, the best option is immediate euro entry at a suitable exchange rate supported by appropriate resolution in order to manage the resulting debt overhang. However, there seems to be no legal basis for this under the current euro accession criteria. Furthermore, the economic foundations of the criteria are fundamentally flawed, as euro-area members continue to violate the criteria while the EU's expansion to 27 members has made the criteria tougher for new member states to meet themselves. Ultimately, the European Council has the ability to reform the criteria without a formal treaty change. The Council should do so, the author argues, and allow for more meaningful benchmarks for all future euro-area applicants

    Feasibility Study for Usage of Optical Partial Discharge Detection in HV Cable Termination

    Cable terminations are essential for connecting a cable to a piece of equipment such as a circuit breaker, transformer, motor, etc. Proper terminations are of great importance in order to provide faultless cable systems. Improper terminations could result in overheating, partial discharges, eventual breakdown, flashover and breakdown in the system. There are several defects that can take place in terminations because of environmental, ageing and imperfections caused during manufacturing and installation . A potential defect is the contamination of oil with water due to sealing failures.Water contamination can lead to partial discharges that, when produced over the insulation result in accelerated ageing. Typically, online electrical measurements of partial discharges can be used for termination monitoring. However, online monitoring suffers from noise and interferences, and localisation of partial discharges can be a problem. To overcome the challenges of electrical measurements, optical means of detecting partial discharge is researched in this thesis. The main goal of the thesis is to study the feasibility of using the optical PD detection method in oil-filled cable termination. The aim was to detect surface discharges at the rubber-oil interface through an optical sensor.The identification of parameters for selection and final choice of optical sensor for PD detection application were done. Various setups to produce the surface discharge at the rubber-oil interface were investigated and one of the method was finalized. The simultaneous measurements of PD with electrical and optical sensors were conducted in dry oil and oil with different moisture content. The analysis of data obtained from optical sensor in comparison with electrical sensor based on sensitivity, PD pulse, PRPD pattern and correlation factor are discussed. It is noted that most of the characteristics of optical measurements is comparable to the electrical measurements. Thus, it can be said that this thesis contributes towards initial step of using the optical PD detection for online monitoring of HV components
