O financiamento no contexto das pol?ticas de municipaliza??o da educa??o b?sica: um estudo sobre o munic?pio de Conc?rdia-SC
The present di
ssertation focuses on the study of policies and dynamics of financi ng for
municipal basic education in the city of Conc?rdia (SC) from 2010 to 2021. The study aimed
to (i) analyze the main policies for financing ba sic education in Brazil; (ii) understand t he
main changes that the new FUNDEB (EC 108/20) introduced in the r egime of financing basic
education in Brazil; (iii) analyze how the policies of municipalization and financing redefined
municipal basic education in Conc?rdia; (iv) analyze the revenue and investments in basic
education of the municipal public network in Conc?rdia (SC). In addition to bibliographic and
documentary research on policies for financing basic education at the national and local
levels, t he study relied on extensive data collecti on and qualitative analysis available in the
INEP (School Census), SIOPE, FNDE databases, and the Transparency Portal in the
Municipal Government of Conc?rdia. The research showed, among other results, that the
pol icies of centralization and municipalizati on of basic education implemented from the
1990s onwards promoted a significant reduction in the number of rural schools and,
consequently, an increase in enrollments in urban areas. Municipalization policies also led to a
significant growth of the municip al education network. In 2010, the municipal network in
Conc?rdia a ccounted for 46.89% of enrollments in basic education. In 2021, the percentage
increased to 55.67% of enrollments. Regarding financing, the study f ound an increase in
resources from the Fun d for Maintenance and Development of Basic Education (FUNDEB)
and t he National Fund for the Development of Education (FNDE). Between 2010 and 2021,
the FNDE transfer to the municipal network in Conc?rdia increased by 48.3%. The resources
received from FUND EB also increased by about 60.96% during the same period. The avera ge
investment per student in the municipal network also grew, from R
10,607.21 in 2021, a 59.35% increase. The research als o highlighted the impacts of
Constitutiona l Amendment No. 95 and the Covid 19 pandemic on the budget of munic ipal
education. In 2020, for example, there was a 3.6% decrease in FUNDEB revenues and a 12%

Al?m da pesquisa bibliogr?fica e documental sobre as pol?ticas de financiamento da educa??o b?sica em ?mbito nacional e local, o estudo contou com um extenso levantamento e an?lise de dados qualitativos dispon?veis nas bases do INEP (Censo Escolar), SIOPE, FNDE e do Portal de Transpar?ncia da Prefeitura Municipal de Conc?rdia. A pesquisa evidenciou, entre outros resultados, que as pol?ticas de nuclea??o e de municipaliza??o da educa??o b?sica, implementadas a partir dos anos 90, promoveram uma redu??o significativa do n?mero de escolas rurais e, por conseguinte, um aumento de matr?culas no espa?o urbano. As pol?ticas de municipaliza??o tamb?m proporcionaram um crescimento significativo da rede municipal de ensino. Em 2010, a rede municipal de Conc?rdia respondia por 46,89% das matr?culas da educa??o b?sica. Em 2021, o percentual passou para 55,67% das matr?culas. No que tange ao financiamento, o estudo constatou um aumento de recursos provenientes do Fundo de Manuten??o e Desenvolvimento da Educa??o B?sica (FUNDEB) e do Fundo Nacional de Desenvolvimento da Educa??o (FNDE). No per?odo entre 2010 e 2021, o repasse do FNDE para a rede municipal de Conc?rdia aumentou 48,3%. Os recursos recebidos do FUNDEB tamb?m aumentaram em cerca de 60,96% no per?odo. O investimento m?dio por aluno na rede municipal tamb?m cresceu no per?odo, passando de R 10.607,21 em 2021, um crescimento de 59,35%. A pesquisa evidenciou tamb?m os impactos que a Emenda Constitucional n. 95 e a pandemia da Covid-19 provocaram no or?amento da educa??o municipal. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
