    Klimatilpasning i vannforskriftsarbeidet - forstudie

    På oppdrag fra Miljødirektoratet har NIVA og NIBR foretatt en forstudie om vannforvaltning og klimatilpasning i tilknytning til implementeringen av vannforskriften. Denne rapporten er sluttleveransen i oppdraget «forprosjekt: vannforvaltning og klimatilpasning». Hensikten med studien har vært å kartlegge behov og muligheter relevant for en veileder som Miljødirektoratet skal lage om temaet. Metode og datagrunnlag har bestått av litteraturgjennomgang, epost-undersøkelse til vannregionkoordinatorer og prosjektledere i vannområdene, samtaler med nøkkelpersoner, samt egne interne fagmøter. Vannforvaltning etter vannforskriften skal være nedbørfeltbasert, kunnskapsbasert og sektorovergripende. Vurderinger av klimaendringer og -tilpasning bør inn i alle faser av vannforskriftsarbeidet, og i hele plansyklusen. Klimaendringer og klimatilpasning vil kunne påvirke vannmiljøet og behov for tiltak. Dokumentasjon i plandokumentene (vesentlige spørsmål, forvaltningsplan) er viktig for transparens og sporbarhet, og det bør vises til hvilket kunnskapsgrunnlag som er lagt til grunn. Klimatilpasningsvurderinger er særlig viktig i tiltaksanalysen og utformingen av tiltaksprogrammet. Miljøtiltak må vurderes hvorvidt de er klimarobuste eller ikke, samt at man etterstreber samordning mellom ulike tiltak. I rapporten har vi foreslått noen kriterier og prinsipper som kan tas videre. Kunnskapsgrunnlaget er viktig. En veileder bør si noe om hva som er foretrukket kunnskaps- og datagrunnlag for de ulike vurderingene relatert til klimatilpasning, og helst hva som er et minimumsnivå. Det er viktig at roller og ansvarsfordelinger framgår i veiledningen, «hvem gjør hva?». Videre må veilederen ha et realistisk ambisjonsnivå for arbeidet basert på både tilgjengelig kunnskap og også «saksbehandleres hverdag». Det må tas høyde for regionale forskjeller. Relevans for målgruppen(e) må være i fokus i utarbeidelsen av veilederen, og vi anbefaler å involvere relevante aktører, inkludert sektormyndighetene, i utarbeidelsen av veiledningsmaterialet

    A study on how citizen science can be used in local water management

    En utfordring i dagens vannforvaltning er mangel på et godt kunnskapsgrunnlag. Alle våre bekker, elver, innsjøer og kystvann i Norge skal forvaltes etter forskrift om ramme for vannforvaltning (vannforskriften). Et krav i vannforskriften er at vannforvaltningen vi driver skal være kunnskapsbasert. Vannforskriften stiller også et krav om medvirkning. På lokalt nivå ble det i 2019 kartlagt hovedutfordringer for Nordland vannregion. Her ble det trukket fram at en utfordring i vannregion var at flere av vannområdene opplevde at de ikke hadde nok eller et godt nok kunnskapsgrunnlag, et annet punkt som ble trukket fram var mangel på organisering og politisk forankring. En løsning som i økende grad blir tatt i bruk i Europa er å la «folk flest» bidra med kunnskapsinnhenting i form av folkeforskning. Denne oppgaven handler om hvordan innbyggerne kan involveres ved bruk av folkeforskning, på en måte som styrker kunnskapsgrunnlaget til vannforvaltningen.A challenge in today's water management is the lack of a good knowledge base. All our streams, rivers, lakes and coastal waters in Norway must be managed in accordance with the regulations of the framework for water management (water regulations). A requirement in the water regulations is that the water management must be knowledge-based. The water regulations also require participation. At local level, the main challenges for the Nordland water region were mapped in 2019. Here it was highlighted that a challenge in the water region, was that several of the river basin areas felt that they did not have enough or a good enough knowledge base, another point that was highlighted was a lack of organization and political anchoring. A solution that is increasingly being taken in use in Europe is to let citizens contribute with knowledge in the form of citizen science. This thesis is about how citizens can be involved by using citizen science, in a way that strengthens the knowledge base for water management. The overarching issue is "How can citizen science strengthen the knowledge base in water management, and what are the barriers that need to be broken down to make that happen?".M-N

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    Firms’ responses to a new environmental regulation: the role of cognitive framing and institutional context

    This study contributes to the understanding of how firms respond to a new environmental regulation, and how cognitive framing and institutional context influence firms’ responses. Literature on cognitive framing and strategic issue interpretation is combined with institutional theory to develop a theoretical framework, with emphasis on natural resources based incumbents, and a conceptual model is presented. When faced with a new environmental regulation firms may engage, or not engage, in a range of business or political activities depending on how they perceive the regulation, and the overall context in which they operate. Specifically this thesis explores how cognitive framing and perceptions of (i) the environmental regulation itself, (ii) the implementation process and (iii) regulatory uncertainty influence firms’ responses. Furthermore, it explores how this interplays with the institutional context in which the firms are embedded. After developing the theoretical framework, the conceptual model and associated propositions were assessed through a case study of the Norwegian hydropower industry and the Water Framework Directive (WFD) in an early phase of implementation. Using empirical data from five of the largest hydropower producers, combined with a contextual analysis, I explored how the three perceptual regulatory variables and the institutional context influenced HP producers’ responses to the WFD. This thesis contributes to the understanding of firms’ responses to a new environmental regulation, by demonstrating the importance of addressing perceptual and contextual variables associated with a new environmental regulation, beyond just the environmental regulation per se. Furthermore, the study offers insight into the moderating role of cognitive framing and institutional context on the environmental regulation - firm response relationship. Implications of the study and suggestion for further research are given
