    Fifth- generation communication also known as internet of things is rolling out worldwide. It has provided higher network capacity and speed for mobile broadband communications; however, 5G network focuses only on terrestrial coverage. 6G and Cognitive Radio (CR) is expected to be the future solution to all heavy data traffic and globe coverage. Satellite communication is anticipated to cover rural areas, sea, spanning air, and space in what is known as Internet of Space Things (IoST). Low Earth Orbit (LEO) CubeSat orbits earth provide real time measurements with low transmission power and high data rate. Cognitive radio will focus on providing efficient spectrum use and resources allocations. In this paper, a multi CubeSat cognitive radio network is proposed to improve time delay, increase data exchange, and increase the Signal to Noise Ratio (SNR) of the communication system. simulation results demonstrate the convergence of the multi CubeSat system improving the signal to noise ratio for different number of CubeSats structure

    En este artículo exploro la problemática de la cohabitación entre grupos etno-nacionalmente diversos en un caso de conflicto. Me centro en la experiencia jerosolimitana durante los años del alcalde Nir Barkat (2009-2018) cuya adopción de una racionalidad política neoliberal dio lugar a la concepción de un tipo de subjetividad particular. A partir del análisis de enunciados de Barkat es posible acceder a esta racionalidad, basada en la premisa que el conflicto podía disiparse aunando a judíos israelíes y palestinos, a ciudadanos plenos y a residentes permanentes del Estado, en una forma de comunidad basada en la figura del emprendedor: el homo economicus del neoliberalismo. Como empresario, el propio Barkat se presentó como encarnación exitosa y eficaz de emprendedor, reactualizando una forma de poder pastoral que opondría una política de los profesionales, capaz de mantener la soberanía israelí sobre la ciudad, frente a una vieja política de los políticos, que la comprometió.In this article I explore the problem of cohabitation between ethno-nationally diverse groups in a case of conflict. I focus on the Jerusalemite experience during the years of mayor Nir Barkat (2009-2018) whose adoption of a neoliberal political rationality led to the conception of a particular type of subjectivity. Based on a content analysis survey of Barkat's discourses, it is possible to access this rationality, based on the premise that the conflict could dissipate by uniting Israeli Jews and Palestinians, full citizens and permanent residents of the State, in a form of community based on the figure of entrepreneur: the homo economicus of neoliberalism. As a businessman, Barkat presented himself as a successful and effective incarnation of an entrepreneur, updating a form of pastoral power that would oppose a policy of professionals, capable of maintaining Israeli sovereignty over the city, against an old policy of politicians, which compromised it.Fil: Rullansky, Ignacio.     Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    De acuerdo a Brown (2015), los principios de la política son relocalizados semánticamente en términos económicos dentro de la transposición de significados y prácticas que atraviesa a las democracias contemporáneas a partir del neoliberalismo. Durante el gobierno de Nir Barkat (2009-2018) tuvo lugar el despliegue de un programa de gobierno que correspondió a la incorporación de una racionalidad política neoliberal. El ejercicio de la gubernamentalidad (Foucault, 2007 y 2006; Gordon, 1991) en el período se apoyó en la participación de individuos que contribuyeron a la circulación de ideas sobre renovación urbana cuyo marco es el del planeamiento estratégico, elaborado por Michael Porter.A partir del análisis de contenido, exploraré enunciados de fuentes secundarias para indagar en el vínculo entre Barkat y Porter, y la adopción del planeamiento estratégico como tematización de problemáticas de gobierno tales como la proporción demográfica entre judíos y palestinos, de acuerdo a la perspectiva de volver sostenible la soberanía israelí y mantener “unificada” a Jerusalén. La racionalidad política de Barkat expresa que esto es asequible, no en los términos liberales de un régimen democrático, sino en los del neoliberalismo, que opera progresivamente en su vaciamiento de contenido y permuta por uno predominantemente económico.Palabras claves: Neoliberalismo – gubernamentalidad – racionalidades políticas – Jerusalén – planeamiento estratégico Jerusalem, from political conflict to an open market: The neoliberal art of government during the Barkat era (2009-2018) According to Brown (2015), the principles of politics are semantically relocated in economic terms within the transposition of meanings and practices that crosses contemporary democracies from neoliberalism. During Nir Barkat’s tenure (2009-2018) the deployment of a governmental program that corresponded to the incorporation of a neoliberal political rationality took place. The exercise of governmentality (Foucault, 2007, 2006, Gordon, 1991) within this period was based on the participation of individuals who contributed to the circulation of ideas on urban renewal whose framework is that of strategic planning, coined by Michael Porter.Applying content analysis techniques, I will explore statements from secondary sources to analyze Barkat and Porter’s relationship, and the adoption of strategic planning as a thematization of governmental problems such as the demographic balance between Jews and Palestinians, according to the perspective of making Israeli sovereignty sustainable and keeping Jerusalem "unified". Barkat’s political rationality expresses that this is attainable, not in the liberal terms of a democratic regime, but in those of neoliberalism, which operates progressively in its emptying of content and exchange by a predominantly economic one.Key Words: Neoliberalism – governmentality – political rationalities – Jerusalem – strategic plannin

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     A sociolinguistic investigation of language shift among Libyan Tuareg: the case of Ghat and Barkat
