Does Intergovernmental Equalization Create Disincentives for Regional Infrastructural Development?
The subject of the research is the relationship between the amount of fiscal equalization grants and the length of transport routes in the regions. The study aims to test the hypothesis that the current formula for intergovernmental equalization creates disincentives for developing the road network in the regions. The relevance of the study is due to the fact that equalizing interterritorial inequality and regional infrastructural development are the most important goals of regional policy, whose instruments should not contradict. The current formula for distributing fiscal equalization grants contains a negative relationship between the length of transport routes in the regions and the amount of the transfer. That is, with an increase in the length of roads, the amount of grants to regions with initially low transport accessibility decreases. The author used the method of simulation modeling to quantify the reduction in grants to regions with low transport accessibility in the case of an increase in the length of roads in 2020 and to assess the potential impact of this decrease on the policy of regional authorities. As a result, the author revealed that while maintaining the current dynamics of road construction, an increase in the length of transport routes will lead to a decrease in the volume of grants to regions within 1%, which is insignificant regarding incentives. However, with an increase in the road network of hard-to-reach regions by one and a half times or more, this decrease may become critical. The work provides the estimate of the minimum additional fiscal revenue required to compensate for the lost income of the region with an increase in the length of transport routes. A further study may provide more details on the impact of the road industry development on the own revenues of regional budgets

Цель исследования — проверка гипотезы о том, что действующая формула межбюджетного выравнивания создает отрицательные стимулы для развития дорожной сети в регионах. Актуальность исследования продиктована тем, что сглаживание межтерриториального неравенства и инфраструктурное развитие регионов являются важнейшими целями региональной политики, и инструменты достижения этих целей не должны вступать в противоречие друг с другом. В действующей формуле распределения дотаций на выравнивание бюджетной обеспеченности заложена отрицательная связь между протяженностью транспортных путей регионов и величиной трансферта, т.е. при увеличении длины дорог объем дотации регионам с изначально невысокой транспортной доступностью снижается. При помощи метода имитационного моделирования автор провел количественную оценку снижения дотации регионам с низкой транспортной доступностью в случае роста протяженности дорог в условиях 2020 г. и оценил потенциальное влияние такого снижения на политику региональных властей. В результате установлено, что при сохранении текущей динамики дорожного строительства увеличение протяженности транспортных путей приведет к снижению объема дотации регионам в пределах 1%, что несущественно с точки зрения стимулов. Однако при увеличении дорожной сети труднодоступных регионов в полтора раза и более такое снижение может стать критичным. Также дана оценка минимальных дополнительных бюджетных поступлений, необходимых для компенсации выпадающих доходов региона при росте протяженности транспортных путей. В перспективе предполагается более детальное изучение влияния развития дорожного хозяйства на собственные доходы региональных бюджетов
Self-archiving practice and the influence of publisher policies in the social sciences
Authors in different disciplines exhibit very different behaviours on the so-called ‘green’ road to open access, i.e. self-archiving. This study looks at the self-archiving behaviour of authors publishing in leading journals in six social science disciplines. It tests the hypothesis that authors are self-archiving according to the norms of their respective disciplines rather than following self-archiving policies of publishers, and that, as a result, they are self-archiving significant numbers of publisher PDF versions. It finds significant levels of
self-archiving, as well as significant self-archiving of
the publisher PDF version, in all the disciplines
investigated. Publishers’ self-archiving policies have
no influence on author self-archiving practice

In the last decade, knowledge has emerged as one of the most important and valuable organizational assets. The frontiers of physics and cross-listed e-print archives posted during the years 1994-2002 at http://www.arxiv.org/archives/physics web service of Los Alamos National Laboratory (LANL) are explored from 7770 submissions. E-print archives posted to top most six physics-cross-listed research categories besides physics (5390) are: Condensed matter (754), Quantum physics (279), Astrophysics (222), Chemical physics (129), High energy physics - Phenomenology (118), and High energy physics-Theory (100). Prominent contributors are B.G. Sidharth (India), V.V. Flambaum (Australia), Antonina N. Fedorova (Russia), and Michael G. Zeitlin (Russia). Most preferred journals for rechannelising e-print archives are Physical Review Letters, Physical Review A, Physical Review E, Nuclear Instruments and Methods A, and Journal of Chemical Physics
Dual Hierarchy for Gravitational n-body
The n-body problem is the simulation of pair-wise interactions between n objects. This problem appears in many forms, with the classic example being the modeling of gravitational forces between point masses, necessary for cosmological simulations. Many approximation approaches have been devised to reduce the complexity of this problem.t-SNE is a data visualization method that requires repeatedly solving a variant of the n-body problem. A recent paper (An Efficient Dual-Hierarchy t-SNE Minimization, van de Ruit et. al.) proposes a novel algorithm that outperforms other t-SNE minimization methods on medium-scale datasets. The report proves the viability of a dual-traversal method that uses an embedding tree to emit forces and an independent field tree to collect forces. Because the embedding tree is a Linear-BVH and the field tree is an orthtree built to a fixed depth, the overall algorithm has linear complexity.This thesis demonstrates how the dual-tree approach can be adapted for gravitational n-body simulations. Focus of present study is on Author-Self-Archiving (A-S-A)Metadata of the 983 Eprints in the Live Archives of the E-LIS (EPrints of Library and Information Science),which were approved till 7th July 2004.The A-S-A Metadata was used for librametric analysis. Identifying idiolect in forensic authorship attribution: an n-gram textbite approach
Forensic authorship attribution is concerned with identifying authors of disputed or anonymous documents, which are potentially evidential in legal cases, through the analysis of linguistic clues left behind by writers. The forensic linguist “approaches this problem of questioned authorship from the theoretical position that every native speaker has their own distinct and individual version of the language [. . . ], their own idiolect” (Coulthard, 2004: 31). However, given the diXculty in empirically substantiating a theory of idiolect, there is growing concern in the Veld that it remains too abstract to be of practical use (Kredens, 2002; Grant, 2010; Turell, 2010). Stylistic, corpus, and computational approaches to text, however, are able to identify repeated collocational patterns, or n-grams, two to six word chunks of language, similar to the popular notion of soundbites: small segments of no more than a few seconds of speech that journalists are able to recognise as having news value and which characterise the important moments of talk. The soundbite oUers an intriguing parallel for authorship attribution studies, with the following question arising: looking at any set of texts by any author, is it possible to identify ‘n-gram textbites’, small textual segments that characterise that author’s writing, providing DNA-like chunks of identifying material
Equivalence of two different notions of tangent bundle on rectifiable metric measure spaces
We prove that for a suitable class of metric measure spaces the abstract notion of tangent module as defined by the first author can be isometrically identified with the space of L2-sections of the ‘Gromov-Hausdorff tangent bundle’. The key assumption that we make is a form of rectifiability for which the space is ‘almost isometrically’ rectifiable (up to m-null sets) via maps that keep under control the reference measure. We point out that RCD∗(K, N) spaces fit in our framework
Experimental investigation into the effect of substrate clamping on the piezoelectric behaviour of thick-film PZT elements
This paper details an experimental investigation of the clamping effect associated with thick-film piezoelectric elements printed on a substrate. The clamping effect reduces the measured piezoelectric coefficient, d33, of the film. This reduction is due to the influence of the d31 component in the film when a deformation of the structure occurs, by either the direct or indirect piezoelectric effect. Theoretical analysis shows a reduction in the measured d33 of 62%, i.e. a standard bulk lead zirconate titanate (PZT)-5H sample with a manufacturer specified d33 of 593pC/N would fall to 227.8pC/N. To confirm this effect, the d33 coefficients of five thin bulk PZT-5H samples of 220µm thickness were measured before and after their attachment to a metallized 96% alumina substrate. The experimental results show a reduction in d33 of 74% from 529pC/N to 139pC/N. The theoretical analysis was then applied to existing University of Southampton thick-film devices. It is estimated that the measured d33 value of 131pC/N of the thick-film devices is the equivalent of an unconstrained d33 of 345pC/N
