Communication Technology in public administration units in Silesian voivodeship and remaining
15 Polish voivodeships. It concentrates on the systems offering to public administration
customers public e-services (i.e. front-office systems) and systems accompanying
internal processes in public administration units (i.e. back-office systems). It is pointed how
these systems can be integrated in order to improve quality of support service for internal
processes in public administration units.Artykuł przedstawia analizę porównawczą, dotyczącą wykorzystania
technologii informacyjno-komunikacyjnych (ICT) w jednostkach administracji publicznej
w województwie śląskim i pozostałych piętnastu województwach. Uwagę skoncentrowano
na systemach oferujących klientom administracji publicznej e-usługi publiczne
(tzw. systemy front-office) oraz systemy wspomagające procesy wewnętrzne w jednostkach
administracji publicznej (tzw. systemy back-office). Wskazano również, w jaki
sposób systemy te mogą zostać ze sobą zintegrowane w celu poprawy jakości obsługi
procesów wewnątrz jednostek administracji publicznej
UK back pain exercise and manipulation (UK BEAM) trial - national randomised trial of physical treatments for back pain in primary care: objectives, design and interventions
No full textLow back pain has major health and social implications. Although there have been
many randomised controlled trials of manipulation and exercise for the management of low back
pain, the role of these two treatments in its routine management remains unclear. A previous trial
comparing private chiropractic treatment with National Health Service (NHS) outpatient
treatment, which found a benefit from chiropractic treatment, has been criticised because it did not
take treatment location into account. There are data to suggest that general exercise programmes
may have beneficial effects on low back pain. The UK Medical Research Council (MRC) has funded
this major trial of physical treatments for back pain, based in primary care. It aims to establish if,
when added to best care in general practice, a defined package of spinal manipulation and a defined
programme of exercise classes (Back to Fitness) improve participant-assessed outcomes.
Additionally the trial compares outcomes between participants receiving the spinal manipulation in
NHS premises and in private premises

No full textW artykule zaprezentowano zagadnienia dotyczące zrównoważonego rozwoju społeczeństwa informacyjnego. Jednym z nich jest ekologia informacji. Ciągły wzrost ilości nie zawsze aktualnej, pełnej i wiarygodnej dla człowieka informacji sprawia, że niezbędny staje się racjonalny proces jej selekcji i oceny. Jest to szczególnie ważne w związku z lawinowym wzrostem ilości informacji oraz nowych możliwości zarządzania informacją i wiedzą. W artykule zwrócono szczególną uwagę na potrzebę oceny jakości zasobów informacyjnych, ich selekcji i ochrony przed zanieczyszczeniami. Coraz większy problem stwarzają obecnie tzw. informacyjne śmieci. Ekologia informacji jawi się tu jako jeden z ważnych czynników, który może pomóc w kształtowaniu naturalnego środowiska (ekosystemu) człowieka. Zrównoważony rozwój społeczeństwa informacyjnego potrzebuje ekologii informacji, która oferuje ekologiczne zasady optymalizacji procesów decyzyjnych w tym zakresie.The paper provides an overview of issues associated with sustainability of information society. Of particular interest in this connection is ecology of information. The continuous increase of often outdated, incomplete and unreliable information causes that it is necessary to implement a reasonable information evaluation and selection process. These issues are especially important at this time since we are in major expansion in information and knowledge management capabilities.It is the thesis of the paper that information and information resources must be evaluated, selected and protected from “pollution”. Information “garbage” can threat the man. Information ecology is one of essential and important factors that should form natural ecosystem for peoples. Sustainable development of information society needs ecology of information in feed back system of out of man ecological principles for contribution to optimization of decision-making process

No full textThe author shares his reflections on state of art in housing and urban planning, deficiencies, expectations and possibilities in the Sahel region of Africa. He notices, that the housing problem in Africa is one of the challenges, which should be solved in order to recover life dignity of African people and secure their rights to traditional family life in acceptable conditions. The paper describes the studies on the typical dispersed urban structures and the need to foster this type of settlement structure and proposals of introduction of new on light steel frame housing system in the area of Sahel, combining the traditional way of building houses with modern technology. The particularly analysed case, is the housing problem in the Republic of Chad. The author presents the basic discussion on this topic and his architectural proposals. Unfortunately, the gap between the needs and the financial feasibility of housing construction in this area, makes this project already at the starting point extremely difficult to be realized without external subventions.Problem mieszkaniowy w Afryce jest jednym z wyzwań, które należy rozwiązać, aby Afrykanie mogli odzyskać godność życiową i zabezpieczyć swoje prawa do tradycyjnego życia rodzinnego w akceptowalnych warunkach. W artykule opisano badania nad typowymi rozproszonymi strukturami miejskimi i potrzebą wspierania tego typu struktur osadniczych oraz propozycji wprowadzenia nowego systemu konstrukcji domów, opartym na lekkim szkielecie stalowym, łączącym tradycyjny sposób budowania domów z nowoczesną technologią. Przypadkiem szczególnie analizowanym jest problem mieszkaniowy w Republice Czadu. Autor przedstawia podstawową dyskusję na ten temat i swoje propozycje architektoniczne. Niestety luka między potrzebami mieszkaniowymi w Czadzie a finansową wykonalnością budownictwa mieszkaniowego w tym obszarze sprawia, że projekt ten, już w punkcie wyjścia, jest niezwykle trudny do realizacji bez uzyskania zewnętrznych dotacji

Autor wykorzystał nowe zasoby Archiwum Niemieckiego Liberalizmu w Gummersbach, co umożliwiło przedstawienie nowej oceny wpływu FDP na politykę wschodnią Republiki Federalnej Niemiec.The main goal of the article is to analyze the FDP's program activities in the eastern policy of the Federal Republic of Germany in the years 1949-1969. Of great importance here is the fact that the author used in this work new archives from the Archives of German Liberalism in Gummersbach. This enabled him to present a new assessment of the FDP's impact on the eastern policy of the Federal Republic of Germany
