Etat, Citoyens et Gouvernance au Burkina Faso : L’expérience de l’implantation d’une assurance maladie universelle
Contexte : Plus de 43.9 % des ménages burkinabè vivent en dessous du seuil de pauvreté et plus de 80 % ne disposent pas d’une couverture sociale en santé. Cela contribue à limiter l’accessibilité financière aux structures de santé (0,64 contact par personne et par an) par les usagers. Le projet d’implantation d’une assurance maladie universelle initié par les autorités burkinabè depuis 2008 et pour un démarrage à l’horizon 2015 fait partie des politiques publiques pour améliorer l’accès aux services de santé. Le présent article est une analyse des conditions d’implantation de l’assurance maladie universelle au regard de l’émergence des crises sociales et politiques que connaît le Burkina Faso depuis ces dernières années.Méthodes et matériel : Le travail a été réalisé sur la base d’une analyse documentaire et d’une enquête de terrain. Pour la collecte de données sur le terrain, des entretiens individuels approfondis ont été effectués (des entretiens à passages répétés avec certains acteurs) avec une diversité de catégories d’acteurs : personnels de santé (20), membres de mutuelles (15), collectivités locales (mairies, préfectures, etc.) (5), membres de syndicats (5), Responsables de la Fédération des mutuelles professionnelles et caisses de solidarité au Burkina Faso (3) et des mutualistes de mutuelles sociales professionnelles (15).Résultats : Les résultats montrent que la mise en place de l’assurance maladie va contribuer à améliorer l’accessibilité financière des ménages aux structures de soins de santé, mais les crises sociopolitiques et économiques nationales (méfiance vis-à-vis des pouvoirs publics, impunité, corruption, dépenses publiques non contrôlées, mal gouvernance, etc.) ne sont pas des conditions favorables à l’implantation d’un système d’assurance maladie géré par l’Etat au Burkina Faso.Conclusion : La mise en place de l’assurance maladie est une voie d’accès aux structures de soins de santé afin de réduire les formes de vulnérabilités et d’inégalités sociales. Renouer la confiance avec les citoyens dans la gestion des affaires publiques est une nécessité pour l’Etat ; cela s’inscrit dans un processus de construction d’une unité nationale
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. Émergence du régime d’assurance maladie universelle au Burkina Faso
In Burkina Faso, access to healthcare has long been a challenge, particularly for the most vulnerable populations. Since 2008, the country has taken significant steps by launching the Universal Health Insurance Scheme (RAMU), an initiative aimed at expanding health coverage. This article explores the factors that led to the emergence of this program. Drawing on public policy analysis tools and a field survey, this study was based on interviews conducted with key stakeholders from public administration, civil society, and partner institutions who were directly involved in the process. Primary data were supplemented with secondary data from documentary analysis. The results indicated that the universal health insurance scheme emerged from a widely shared observation : the need to better protect populations against health risks within the context of social inequality and economic insecurity. This program also reflects Burkina Faso's commitment to the global movement toward universal health coverage and strengthening of social protection systems.Au Burkina Faso, l’accès aux soins de santé a longtemps constitué un défi, en particulier pour les populations les plus vulnérables. Depuis 2008, le pays a franchi une étape importante en lançant le Régime d’Assurance Maladie Universelle (RAMU), une initiative visant à élargir la couverture sanitaire. Cet article, s’appuyant sur les outils d’analyse des politiques publiques et une enquête de terrain, explore les facteurs ayant conduit à l’émergence de ce dispositif. L’étude repose sur des entretiens menés auprès d’acteurs issus de l’administration publique, de la société civile et des institutions partenaires, directement impliqués dans le processus. Ce corpus a été enrichi de données secondaires issues de l’analyse documentaire. Les résultats montrent que le régime d’assurance maladie universelle est né d’un constat largement partagé : la nécessité de mieux protéger les populations contre les risques de maladie, dans un contexte marqué par les inégalités sociales et la précarité économique. Cette initiative reflète également l’engagement du Burkina Faso à rejoindre le mouvement mondial pour la couverture santé universelle et le renforcement des systèmes de protection sociale

We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
