Blame avoidance during the COVID-19 pandemic: Presentational strategies by two Italian governments
As several scholars have shown, the COVID crisis is a peculiar prism through which to analyse how governments adopt blame-avoidance techniques, shifting responsibilities towards other actors, such as sub-state governments, experts, and citizens. This chapter compares the strategies adopted by the two governments in facing these two phases of the COVID crisis in Italy. While the first two waves of the pandemic were managed by the second Conte government, a new technocratic-led executive, led by Mario Draghi, was formed in February 2021, with the aim of implementing the vaccination campaign (as well as the management of the European Union Recovery Funds). Through a careful investigation of the communication strategies adopted by the two prime ministers in their press conferences, the chapter traces the blame games played among the main institutional actors responsible for managing the pandemic, providing key insights into the changing relations between politics, technocracy, and expertise in Italy
The direct election of mayors: an assessement of the institutional reform following the Italian mmunicipal elections of 2001
On 13 May 2001, the same day as the general elections, municipal elections were held in more than 1,000 municipalities, including all the major Italian cities (Rome, Milan, Naples, Turin). Incumbents already re-elected once could not stand because of the two-term limit. This in many cases opened the way for a renewal of mayoralties. This article aims to provide a balanced assessment of the process of direct mayoral elections by using data relating to electoral behaviour, stability and mayoral recruitment inside the 103 Italian provincial capitals (the capoluoghi ) to complement an analysis of the reform of 1993. On the basis of the theoretical analysis and the empirical evidence provided, it is argued that the direct election of mayors, and more generally the neo-parliamentary system of government, represents an example of a successful institutional reform. © 2002 Taylor & Francis Ltd

Interaction between electromigration and mechanical-stress-induced migration: New insights by a simple, wafer-level resistometric technique
The unavoidable presence of mechanical stress in VLSI interconnect lines has a nonnegligible influence on the characterization of electromigration (EM). In this work a wafer level resistometric technique is applied as an indirect way to detect the combined effect of mechanical stress migration
and EM, the direct measurement of the former being difficult in narrow lines. In order to perform reliable high-resolution resistance measurements, a technique has been developed in which the compensation of small thermal instabilities is achieved by means of an additional measurement on a reference device. EM tests performed at constant temperature and current on Al-1%Si stripes exhibit an initial nonlinear resistance versus time behavior, probably due to the simultaneous action of the accumulated mechanical stress and the high current density, followed by linear behavior. An activation energy is extracted, using an original statistical analysis of the experimental data, and its meaning is discussed, taking into account temperature- and time-dependent mechanical stress influence. It is concluded that the kinetics of stress relaxation should be known more deeply in order to perform reliable operating temperature extrapolations from the calculated activation energies
