Basis Education as a Profession: Perspectives on a Paradox
Im vorliegenden Beitrag tritt ein Thema vor den Vorhang, das in der erwachsenenbildnerischen Fachdiskussion zumeist ausgeblendet bzw. wenn dann nur „hinter vorgehaltener Hand“ – so die Autorin – diskutiert wird: die oft prekären Arbeitsbedingungen von BasisbildnerInnen. Konstatiert wird ein Missverhältnis zwischen den Anforderungen an BasisbildnerInnen und der Anerkennung und den Rahmenbedingungen ihrer Arbeit. So sind BasisbildnerInnen meist hochqualifiziert, arbeiten jedoch vielfach unter schwierigen Vertragsbedingungen, sind aus finanziellen Gründen oft mehrfach beschäftigt und müssen ihre Kurse zu einem großen Teil in ihrer Freizeit vorbereiten. Ändern ließe sich dieses Missverhältnis ExpertInnen zufolge auf diesen Wegen: Am Anfang steht die Gründung einer Fachvertretung, denn Aktivwerden, Mitbestimmen und Verhandeln, das über appellative Forderungskataloge hinausgeht, können nur gelingen, wenn sich eine große Zahl an BasisbildnerInnen organisiert. Eine Selbstdefinition von Kernkompetenzen und -tätigkeiten wäre nötig, um den Grundstein für eine professionelle Selbststeuerung zu legen. Des Weiteren braucht es eine stärkere Formalisierung der Basisbildung, um reguläre Arbeitsverhältnisse ähnlich dem schulischen Bereich zu erwirken. (DIPF/Orig.)In this article, a topic takes centre stage that – according to the author – is dismissed in professional discussions of adult education or is only discussed “on the sly”: the often precarious working conditions for basic education trainers. The author sees a disparity between the requirements for the trainers and recognition and the conditions in which they work. Basic education trainers are usually highly qualified yet work under difficult contractual conditions, have multiple jobs for financial reasons and must prepare their courses to a great extent during their leisure time. According to experts, ways that can contribute to a change in these disparities are: The way to start is by establishing professional representation, for becoming active, codetermination and negotiating that goes beyond calling for catalogues of demands can only succeed if a large number of basic education trainers self-organise. To lay the groundwork for professional self-monitoring, self-definition of core competences and skills is necessary. Adult learning and European coordination: where does this road take us? Conclusions from a current ET 2020 working group
Auf EU-Ebene findet zukunftsgerichtete bildungspolitische Arbeit statt, die mit großem regulatorischen und finanziellen Nachdruck erfolgt. Dies betrifft auch die Erwachsenenbildung. Wie dieser Nachdruck konkret erreicht wird und was er für die österreichische Erwachsenenbildung impliziert, wird im folgenden Beitrag dargelegt. Als Bezugspunkt der Diskussion dient die Arbeit der ET 2020-Arbeitsgruppe „Adult Learning“, welcher die Autorin aktuell angehört. Die ET 2020-Arbeitsgruppen sind Instrumente der „Offenen Methode der Koordinierung“, die auf EU-Ebene genutzt wird, um steuernd Einfluss zu nehmen, wenn ein „hard law“ im Sinne einer Gesetzgebung nicht möglich ist. Welcher Begriff des „Lernens“ wird in dieser europaweiten Arbeitsgruppe vertreten – im Vergleich zu einem Lernbegriff, wie er in der österreichischen Erwachsenenbildung zu beobachten ist? Was bedeuten die Schwerpunkte der Arbeitsgruppe mit Blick auf Österreich, wenn sie als Indikatoren für aktuelle Zielvorstellungen der Europäischen Organe für die Erwachsenenbildung aufgefasst werden? Auf Basis ihrer Erfahrungen in der Arbeitsgruppe sieht die Autorin eine zeitnahe und kritische Auseinandersetzung mit bildungspolitischen Prozessen und Begriffsverwendungen innerhalb der EU als notwendig an, um für die Erwachsenenbildung in Österreich gestaltend (und nicht nur reaktiv) mitwirken zu können. (DIPF/Orig.)At the level of the EU, work is being done to develop a future-oriented educational policy with a great emphasis on regulation and finance. This also affects adult education. How this emphasis is actually achieved and what it implies for Austrian adult education is explained in the following article. The point of reference for the discussion is the work of the ET 2020 Working Group on Adult Learning, of which the author is a member. The ET 2020 working groups are instruments of the open method of coordination used at the EU level to direct lobbying when a “hard law” in the sense of legislation is not possible. What concept of learning is represented in this pan-European working group – in comparison to a concept of learning as can be observed in Austrian adult education? What do the areas of emphasis of the working group mean in reference to Austria if they are regarded as indicators for current objectives of European institutions for adult education? Based on her experiences in the working group, the author considers it necessary to have a timely and critical discussion of educational policy processes and the uses of concepts within the EU in order to be involved in the shaping of (and not simply the reaction to) adult education in Austria. Die digitale Bereitschaft der Erwachenenbildung. Der EBmooc für ErwachsenenbildnerInnen
Die europäische Erwachsenenbildung scheint wenig "digital bereit" zu sein: In den Bildungseinrichtungen dominieren Desktop-PCs, ältere Lernmanagementsysteme und Softwarelösungen, wenige Anbieter haben E-Learning-Angebote im Programm oder arbeiten mit Blended Learning. Auch ist die Ausbildung der ErwachsenenbildnerInnen im Bereich des digitalen Arbeitens wenig systematisiert. Gerade ErwachsenenbildnerInnen aber könnten, wie die Autorin im vorliegenden Beitrag betont, eine Vorbildfunktion einnehmen. Wenn sie ihre Lernangebote mit größeren digitalen Anteilen umsetzen, können ihre Workshop- oder KursteilnehmerInnen "en passant" digitale Kompetenzen erwerben oder verbessern. Um das zu ermöglichen: Wie müsste ein Weiterbildungsangebot zur digitalen Kompetenz für ErwachsenenbildnerInnen aussehen, das auch breit wahrgenommen wird und somit die digitale Bereitschaft vieler ErwachsenenbildnerInnen erhöht? Welche Tools sind für ErwachsenenbildnerInnen in Training, Beratung und Management alltagstauglich und nutzerInnenfreundlich? Antwort hierauf versucht der hier vorgestellte "EBmooc" zu geben, der ab März 2017 einfache und praktische digitale Werkzeuge für die Arbeit in der Erwachsenenbildung vermitteln will. (DIPF/Orig.)European adult education seems not to be "digitally ready" enough: In educational institutions, desktop PCs, older learning management systems and software solutions dominate, and few providers have e-learning courses in their programme or work with blended learning. In addition, the training of adult education instructors in the area of digital work has not been systemized much. As the author of this article stresses, however, adult education instructors could serve as role models. If they implement their course offerings with a greater share of digital learning, their workshop or course participants can acquire or improve digital competences "en passant". In order to make this possible: What would a continuing education course on digital competence for adult education instructors look like, one that is also broadly considered and thus increases the digital readiness of many adult education instructors? What tools are suitable for everyday use and user-friendly for adult education instructors in training, advising and management? Starting in March 2017, "EBmooc" will attempt to answer these questions by passing on simple and practical digital tools for work in adult education. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. How Inverse Blended Learning can Turn Up Learning with MOOCs?
Massive Open Online Courses (MOOCs) have been a hype in technologyenhanced learning systems the last couple of years. The promises behindMOOCs stand on delivering free and open education to the public, as well astraining a large criterion of students. However, MOOCs clashes severely withstudents dropout which by then forced educationalists to deeply think ofMOOCs effectivity from all angles. As a result, the authors of this paper proposea pedagogical idea that strongly depends on injecting the online learning(MOOC) with face-to-face sessions to refresh the students minds as well as integrating them in the real learning process. The authors after that analyze the results of their experiment using Learning Analytics. The outcomes have shown anew record of certification ratio (35.4%), an improvement of student interactionin the MOOC platform, and a manifest in social interaction in the MOOC discussion forum.Web Information System
Inverse Blended Learning in der Weiterbildung für Erwachsenenbildner_innen: Eine MOOC-Fallstudie
Massive Open Online Courses (MOOCs) sind in den letztenJahren in aller Munde, wenn es darum geht, technologiegestütztesLernen für große Zielgruppen zu verwirklichen.MOOCs bieten dabei kostenlose Bildung mit offenem Zugangan, sowohl für die breite Öffentlichkeit als auch für spezielleZielgruppen (z.B. Weiterbildung). Die in den Mediendiskutierte Absprungrate (Drop-Out) führte zu einer notwendigenReflexion über Vor- und Nachteile dieses Verfahrens.Die Autor_innen dieses Beitrags schlagen daher einenneuen pädagogischen Ansatz vor: Der Online-Kurs (MOOC)soll durch Präsenzunterricht ergänzt werden, um den sozialenProzess des Lernens gezielt zu unterstützen. Währenddie Anreicherung von Präsenzveranstaltungen mit Online-Anteilen als „Blended Learning“ beschrieben wird, wird dieAnreicherung von reinem Online-Lernen durch Präsenzangeboteals „Inverse Blended Learning“ bezeichnet. Im Beitragwird ein MOOC für Erwachsenenbildner_innen, der durchPräsenzangebote erweitert wurde, als Fallstudie vorgestellt.Aus den Daten der Nutzer_innen und ihren Aktivitäten kannmit Hilfe von Verfahren des Learning Analytics Rückschlüssegezogen werden. Dabei zeigt sich in diesem Beispiel, dass– vermutlich durch das große Angebot und die starke Nutzungvon Begleitangeboten zum MOOC – mit 48,2 Prozent einesehr hohe Zertifizierungsquote (N=3.064 registrierte Nutzer_innen) erreicht werden konnte. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases.
