Il piano dell'Emilia-Romagna per ridurre le liste d'attesa in sanità
No full textA partire dall’estate 2015, la Regione Emilia-Romagna sta implementando un piano per ridurre I tempi d’attesa nella specialistica ambulatoriale. Obiettivo dichiarato dalla giunta regionale è che almeno il 90% delle prestazioni specialistiche siano erogate entro i tempi massimi d’attesa previsti dal Piano nazionale di governo dei tempi d’attesa approvato nel 2010: tali limiti sono di 30 giorni per la “prima visita” specialistica, e di 60 giorni per le prestazioni strumentali. L’impegno assunto dalla Regione Emilia-Romagna riguarda – per il momento – 42 prestazioni specialistiche, individuate come critiche a livello nazionale.
Il piano adottato dalla Regione Emilia-Romagna suscita particolare interesse perché esso include una pluralità di provvedimenti. Alcune delle azioni contenute nel piano mirino ad aumentare l’offerta di prestazioni specialistiche. Altre misure intervengono invece sulla domanda, cercando soprattutto di ridurre la richiesta di cure inappropriate e di scoraggiare il fenomeno dei no-show patients. Altre misure ancora puntano a raccordare domanda ed offerta, e a neutralizzare l’effetto di alcuni incentivi perversi.
La strategia perseguita in Emilia-Romagna pare avere successo. Nei primi due anni di attuazione, l’obiettivo del 90% non solo è stato centrato, ma è stato anche ampiamente superato
Disegnare il passato: la rappresentazione del patrimonio culturale scomparso
No full textIl disegno, inteso come strumento di indagine e interpretazione, gioca un ruolo essenziale nella rappresentazione del patrimonio culturale scomparso, non solo come mezzo di documentazione, ma anche come espressione di emozioni e sensibilità. Attraverso la sua capacità di colmare le lacune della memoria e della documentazione storica, la rappresentazione grafica si configura come un atto interpretativo, capace di trasformare dati e tracce materiali in immagini evocative che influenzano la percezione del passato.
Questo studio esplora il ruolo della rappresentazione visiva nelle sue molteplici forme – dalle mappe narrative alla raffigurazione delle rovine, fino alle moderne ricostruzioni digitali – nel processo di costruzione della memoria collettiva e della valorizzazione del patrimonio culturale. Le mappe storiche non solo descrivono lo spazio, ma ne rivelano le stratificazioni culturali e identitarie, mentre la rappresentazione delle rovine si è evoluta nel tempo, oscillando tra documentazione analitica e interpretazione artistica. Con l’avvento delle tecnologie digitali, il disegno si è trasformato in un’esperienza immersiva, capace di suscitare emozioni e di rendere accessibile il patrimonio perduto a un pubblico sempre più ampio.
Attraverso una serie di casi studio, il paper analizza come il disegno non sia solo un mezzo di progettazione e comunicazione, ma anche un dispositivo narrativo e sensoriale, in grado di modellare la percezione della storia e di rafforzare il legame emotivo tra individuo, territorio e memoria collettiva

No full textDraws on the theories of Kenneth Burke, Julia Kristeva, and others in his examination of the complexity of self-representation found in A Moveable Feast. Toth analyzes Hemingway’s fictional construction of personal experience in “Miss Stein Instructs,” “Ford Madox Ford and the Devil’s Disciple,” “Birth of a New School,” and elsewhere. Concludes that the discreet sketches “emerge as a series of accurate yet always also contingent portraits—of Hemingway as a young author, of other famous writers working in the same place and time, of the specific events that defined the function of writing during the ‘Paris movement.’
