It provides IT implementation in education and further directions of the most important steps of IT implementation in the general education and training, defines the IT vision, goals, and objectives, priorities and implementation principles.
The strategic aims are to ensure the availability of IT to each person as one of the most important things, and thus to improve the EU’s education and training systems’ quality and effectiveness, to meet the changing needs of the knowledge society and to improve the nature of teaching and learning. This paper presents the 2012 survey results on IT availability, use, and need for Lithuanian schools, conclusions and recommendations for their further use applying a blended learning approach.
Another aspect covered in this paper is the role and developement of Open Educational Resources (OER) in Lithuania. An important factor is to apply OER in blended learning and improve its usage in Lithuanian education institutions. In this way, a more robust, modern, and attractive learning approach will be reached.

Methodic of applying Topic Maps technology to modernization of a content management system.
The usage of a classic content management system (CMS) has spread in the market of informational technologies because information is edited, authorized and published much easier in a multi-user environment. CMS is an ideal choice for large-scale organizations willing to control big amount of data from various resources. Usually this kind of information is presented in a web portal. However some weak points are found in a CMS as well. Particularly in organization of information, metadata support areas. Associations between various CMS objects such as blogs, wiki pages, information display elements aren’t supported enough. Similar to a file system many typical CMS store specific content objects in hierarchical catalogs. It is quite difficult to use this tree structure as information doesn’t fit there. Furthermore one association “type-instance” type does not define the purpose of information in the catalogs clearly. So this article describes how Topic Maps technology helps to avoid the limitations in organization of information used in a content management system. All the strengths of a classic CMS remain. Technology is built on top of CMS and lets the user describe the desired content in a topic map. Methodic explains Ontopia and Liferay integration, necessary configuration, ontology making and displaying Topic Maps information with portlets. Nowadays this open source approach is claimed to be one of the easiest and cheapest in building Topic Maps based web portals
Hybrid classification model for neural impairment detection.
Dissertation addresses problematics related to the analysis and diagnosis of central nervous system disorders (CNSD) using mobile smart devices and Self-Administered Gerocognitive Exam (SAGE) testing methodology. Based on a priori scientific knowledge, an extension of SAGE methodology for detecting tremor, cognitive, speech and energy expenditure impairments for CNSD patients is proposed in this work. The practical significance of this dissertation has been evaluated by the implementation of Neural Impairment Test Suite (NITS) Android mobile application, which provides feedback on the patient's health status and makes predictions on disease progression. Early stage Huntington’s, Parkinson’s, dementia, cerebral palsy CNSD patients and healthy test subjects not at risk group were involved in experimental research. Supervised learning classifiers were integrated in this dissertation and hybrid model was developed for combining single classifiers into an ensemble. Experiments were carried out for solving sick vs. healthy binary classification problem. Implemented classifier ensemble (hybrid model) results in ~2% increased accuracy, as compared to standalone models, i.e. 96.12% as best-fit combination based on the highest accuracy value and minimum time expenditure (0.59 seconds) for model training
HTML document content comparison algorithm /
This paper describes still encountered problems of documents visual content comparison in contemporary computerized workplaces. There are many ways for creating HTML documents and plenty of invisible to user data that carries no information in terms of content. Such circumstances make the automation and visualization process of HTML document comparison rather complex. Introduced algorithm compares versions of HTML documents and displays changes in a result document. The comparison is carried out in such a way that all style and metadata of the document is preserved. Furthermore, the design phases and implementation aspects of the algorithm are investigated in order to share achieved results, to create an effectively working tool and draw guidelines for future work

A mobile application for smart computer-aided self-administered testing of cognition, speech, and motor impairment /
We present a model for digital neural impairment screening and self-assessment, which can evaluate cognitive and motor deficits for patients with symptoms of central nervous system (CNS) disorders, such as mild cognitive impairment (MCI), Parkinson’s disease (PD), Huntington’s disease (HD), or dementia. The data was collected with an Android mobile application that can track cognitive, hand tremor, energy expenditure, and speech features of subjects. We extracted 238 features as the model inputs using 16 tasks, 12 of them were based on a self-administered cognitive testing (SAGE) methodology and others used finger tapping and voice features acquired from the sensors of a smart mobile device (smartphone or tablet). Fifteen subjects were involved in the investigation: 7 patients with neurological disorders (1 with Parkinson’s disease, 3 with Huntington’s disease, 1 with early dementia, 1 with cerebral palsy, 1 post-stroke) and 8 healthy subjects. The finger tapping, SAGE, energy expenditure, and speech analysis features were used for neural impairment evaluations. The best results were achieved using a fusion of 13 classifiers for combined finger tapping and SAGE features (96.12% accuracy), and using bidirectional long short-term memory (BiLSTM) (94.29% accuracy) for speech analysis features
ANN and Fuzzy Logic Based Model to Evaluate Huntington Disease Symptoms
We introduce an approach to predict deterioration of reaction state for people having neurological movement disorders such as hand tremors and nonvoluntary movements. These involuntary motor features are closely related to the symptoms occurring in patients suffering from Huntington’s disease (HD). We propose a hybrid (neurofuzzy) model that combines an artificial neural network (ANN) to predict the functional capacity level (FCL) of a person and a fuzzy logic system (FLS) to determine a stage of reaction. We analyzed our own dataset of 3032 records collected from 20 test subjects (both healthy and HD patients) using smart phones or tablets by asking a patient to locate circular objects on the device’s screen. We describe the preparation and labelling of data for the neural network, selection of training algorithms, modelling of the fuzzy logic controller, and construction and implementation of the hybrid model. The feed-forward backpropagation (FFBP) neural network achieved the regression R value of 0.98 and mean squared error (MSE) values of 0.08, while the FLS provides a final evaluation of subject’s reaction condition in terms of FCL.</jats:p

Detection of speech impairments using cepstrum, auditory spectrogram and wavelet time scattering domain features /
We adopt Bidirectional Long Short-Term Memory (BiLSTM) neural network and Wavelet Scattering Transform with Support Vector Machine (WST-SVM) classifier for detecting speech impairments of patients at the early stage of central nervous system disorders (CNSD). The study includes 339 voice samples collected from 15 subjects: 7 patients with early stage CNSD (3 Huntington, 1 Parkinson, 1 cerebral palsy, 1 post stroke, 1 early dementia), other 8 subjects were healthy. Speech data is collected using voice recorder from Neural Impairment Test Suite (NITS) mobile app. Features are extracted from pitch contours, Mel-frequency cepstral coefficients (MFCC), Gammatone cepstral coefficients (GTCC), Gabor (analytic Morlet) wavelet and auditory spectrograms. 94.50% (BiLSTM) and 96.3% (WST-SVM) accuracy is achieved for solving healthy vs. impaired classification problem. The developed method can be applied for automated CNSD patient health state monitoring and clinical decision support systems as well as a part of Internet of Medical Things (IoMT)
