No full textThe State Civil Apparatus (ASN) is a vital subject in a country's governance and development
system. ASN neutrality in politics is a must. In fact, ASN is often used as a political object from
the power of political parties and actors not only at the national but also regional level. This
study aims to describe the ASN's political position in the elections in Barito Kuala Regency. As a
critical review to explore and build a new paradigm of looking at ASN's political position
during the 2019 Legislative Election process in Barito Kuala Regency. A qualitative approach
with descriptive methods is used in research. Data collection techniques through three steps,
namely: observation, interviews, and documentation. Analysis of Miles and Hubermen's data
models and triangulation techniques are used to see the validity of the data. The results of the
study are described: (1) The Political Position of ASN in Barito Kuala Regency during the 2019
Legislative Election in some ASNs was still considered to be in favor of one of the legislative
candidates. Cases of neutrality violations that occurred in several ASNs, put themselves in a
neutral political position. The role of ASN in the formation and distribution of power is only in
the voting booth, namely choosing one of the existing legislative candidates. (2) The political
position of ASN in Barito Kuala Regency during the 2019 Legislative Election should be able to
place itself in a neutral position in accordance with the appeal of the circular letter from
MENPAN-RB and the applicable regulations. To build a new paradigm for ASN's political
position, the perpetrators of ASN neutrality violations should be fostered because most do not
understand their position. For ASN which shows partiality, the organizer (Bawaslu) should
take action on this matter
Tourism Management in Tahura Sultan Adam (Case Study in Mandiangin Timur Village and Mandiangin Barat)
No full textSultan Adam Tahura is the largest Tahura area in Indonesia. A Tahura which has the widest area is both a pride and a
challenge in maintaining and managing this area so that it can benefit the community, both ecologically, economically,
and socially. This study aims to describe how the management of Sultan Adam's Tahura natural tourism in several ways
perspective development. A qualitative approach is used in research. To provide in-depth descriptions, descriptive
methods are implemented. Data collection stages through three stages. Analysis model of Miles and Huberman chose for
present narrative text in research. The results of the study describe that the Community Empowerment Program that has
been implemented following the principle of community empowerment in the management of the Sultan Adam Tahura
natural tourism in Belangian Village, Aranio Subdistrict, Banjar Regency is as follows: 1) Program for the Use of Village
Fund Allocation, 2) the Riam Kanan Watershed Rehabilitation Program, 3) Social Forestry Program in the form of
Forestry Partners, and 4) Tourism Village Development Program. The fourth economic impact of the Community
Empowerment Program implemented in Belangian Village, the District as a whole can be concluded that it has been able
to improve the welfare of Belangian Village residents

No full textCoal is not just economic goods, but also political "stuff". As economic goods, coal is one form of natural
wealth of Indonesia which became the object of business because it has a high selling value. In a number of
areas in Kalimantan and Sumatra, investment activities are based on natural resources, in general coal. This
study attempts to answer three questions. Firstly, is the regional authority in mining business licensing
consistent in formal procedures or are there also informal procedures? Secondly, whose interests are
primary in coal-based investment activities in Tanah Bumbu? Thirdly, how is the involvement of coal mine
operators in the political process, especially the 2005 and 2010 elections in Tanah Bumbu District following
the implications in the context of local power
