    MENILAI PENGELOLAAN ASPIRASI PUBLIK PADA MEDIA MASSA DI KALIMANTAN

    The wide coverage of work and scope of public services requires the public participation to provide input or informationfor the regional government in order to optimize the performance of public service and regional development.Consequently, the media for channeling public aspirations need to be available. On the other hand the handling of the public's aspirations need to be managed well and solvethe needs of the public. This study attempted to assess the public's aspirations management model in a local newspaper in Kalimantan. This study is a descriptive study with a qualitative approach and the analysis tool appliedis content analysis. From the various models of complaints management that are shown in the local newspaper in Kalimantan, in general it can be concluded that model of the public aspirations' column that more interactive, two-way, communicative, and complemented by a follow-up solution is a better model in handling of complaints, thus needs to be developed or replicated by other local governments. In addition, the role of the mass media as a bridge of information and public communication to the government needs to be optimized continuously.Keywords:Management of Public Aspirations, Newspaper, Kalimantan Luasnya wilayah kerja dan ruang lingkup pelayanan publik menuntut peran serta masyarakat dalam memberikan masukan ataupun informasi kepada pemerintah daerah agar kinerja pembangunan dapat lebih optimal. Kajian ini mencoba melakukan penilaian atas model pengelolaan aspirasi publik di surat kabar lokal yang ada di kalimantan. Kajian ini merupakan penelitian deskriptif dengan pendekatan kualitatif dengan alat analisis yang digunakan adalah analisis isi(content analysis). Dari berbagai model penanganan pengaduan masyarakat yang diperlihatkan pada surat kabar lokal di kalimantan, secara umum dapat diberikan penilaian bahwa model penanganan kolom aspirasi publik yang lebih interaktif, dua arah, komunikatif, dan disertai penjelasan langkah tindak lanjut adalah model penanganan pengaduan yang lebih baik dan perlu dikembangkan atau direplikasikan oleh pemerintah daerah lainnya. Selain itu, peran serta media massa sebagai jembatan penghubung informasi dan komunikasi publik kepada pemerintahnya perlu semakin dioptimalkan.Kata Kunci: Pengelolaan Aspirasi Publik, Surat Kabar, Kalimanta

    Sebuah Paradoks : Opini WTP dan Kesejahteraan Rakyat

    Unqualified Opinion (WTP) is the audit opinion that will be issued if the financial statements are considered to provide information that is free from material misstatement. This opinion became the dream of all local governments and even become a major performance indicator for the Inspectorate area. Nevertheless, the acquisition of the WTP opinion is still found to be contradictory to the welfare conditions of the people. This study qualitatively seeks to examine the need for an examination of financial governance that also includes indicators of people’s welfare. The hermeneutic method is used to analyze the welfare audit discourse that needs to be carried out by BPK so that each rupiah of local government expenditure is beneficial for the improvement of people’s welfare as well as in harmony with the WTP opinion obtained. The results of the research indicate that BPK needs to include welfare audit in the process of local government financial audit from planning, implementation, to reporting activities that concretely support the achievement of public welfare. Thus, the philosophical management of state/ regional finances is used openly, responsibly, and as much as possible for the welfare of the people can be realized. From the internal side of local government, it is necessary to strengthen the internal control system, as well as strict supervision from the Inspectorate. Keywords: Society Welfare Audit, Hermeneutical, Unqualified Opinion, Government External Audit Abstrak Opini Wajar Tanpa Pengecualian (WTP) adalah opini audit yang akan diterbitkan jika laporan keuangan pemerintah dianggap memberikan informasi yang bebas dari salah saji material. Opini ini menjadi idaman seluruh Pemerintah Daerah bahkan menjadi indikator kinerja utama bagi Inspektorat daerahnya. Namun demikian, perolehan opini WTP tersebut masih ditemukan berkontradiksi dengan kondisi kesejahteraan rakyat. Penelitian ini secara kualitatif berupaya mendalami perlunya pemeriksaan tata kelola keuangan yang juga mengikutsertakan indikator kesejahteraan rakyat.Metode hermeneutik digunakan untuk menganalisis wacana audit kesejahteraan yang perlu dilaksanakan oleh BPK agar setiap rupiah belanja pemerintah daerah bermanfaat bagi peningkatan kesejahteraan rakyat serta selaras dengan opini WTP yang diperoleh. Hasil penelitian menunjukan pemaknaan bahwa BPK perlu memasukkan audit kesejahteraan dalam proses pemeriksaan keuangan pemerintah daerah mulai dari kegiatan perencanaan, pelaksanaan, hingga pada pelaporan yang secara konkrit mendukung pencapaian kesejahteraan masyarakat. Dengan demikian, filosofis pengelolaan keuangan negara/ daerah dipergunakan secara terbuka, bertanggung jawab, dan sebesar-besarnya untuk kemakmuran rakyat dapat diwujudkan. Dari sisi internal pemerintah daerah, diperlukan penguatan atas sistem pengendalian internal, serta pengawasan yang ketat dari Inspektorat.     Patronage Culture in the Middle of Bureaucratic Reform Efforts in Indonesia

    This study attempts to verify whether patronage culture and interrelated factors (including weak accountability, hegemonic political regime, high and legitimate power distance, low wages, and bureaucratic dysfunction) is still fairly entrenched in the midway of bureaucratic reform efforts launched by the Indonesian government. Through a desk research-qualitative method, the analysis demonstrates that Patronage culture is still present in the Indonesian bureaucracy though the decreases level, which indicates that it is relatively successful bureaucratic reform efforts. As for other factors that inhibit the bureaucratic reform includes weak accountability, hegemonic political regime, high and legitimate power distance, and bureaucratic dysfunction are still found in the current Indonesia bureaucratic reform. Nevertheless, the low wages factor that impede reform did not occur in the Indonesian bureaucracy because the civil servant income nowadays is relatively high. This study provides several policy recommendations that can be implemented to minimize the influence of patronage culture and other interrelated factors.     Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
