Realizing a Village Without Poverty: The Challenges of Implementing the Village SDGs Policy in Indragiri Hilir Regency, Riau Province
Get PDFIndragiri Hilir Regency is an autonomous region in Riau Province, which in 2020 had the second highest level of poverty in the region (13.10%). This level of poverty was not directly proportional to the wealth of natural resources in the village. The purpose of this study was to determine the contribution of development and village empowerment programs in alleviating poverty and the challenges of realizing SDG goal 1 in the Indragiri Regency. Qualitative research methods were used and data were collected through a literature review of related studies and reports on the achievements of the SDGs program. The results showed that the village government could not carry out the tasks and functions of empowering the poor in their village. Empowerment programs carried out by local governments did not focus on strengthening the capacity of the poor.

Get PDFLocal government organizations experience various obstacles and limitations in implementing the main objective of the decentralization policy, namely administrative decentralization. This goal is essentially the leader of local government organizations carrying out a mission to provide excellent service to the community. Literature studies from various research results from public administration experts reveal that government collaboration is a modern government strategy today to answer and at the same time become a solution to various problems of administering government, especially for local governments. This paper was prepared using the “literature review†method which focuses on revealing how the leadership of regional heads successfully manages government collaboration and how the strategies and leadership roles of public sector organizations in local government manage government collaboration that have an impact on improving service performance to the community. The results of the study recommend that local government leadership requires a transformative leadership strategy, internal and external multi-stakeholder program innovation strategies to carry out positive change agendas. Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. From the large number of Village-Owned Enterprises that have been formed, there are those who have succeeded in running their business, and there are also those that have been running in place or failing. The purpose of this study was to determine the driving factors for forming and supporting the success of Lancang Kuning Village, Amanah Sejahtera and Paris Mandiri Village Enterprises. The research method used in this research is qualitative research with a descriptive approach. Data collection techniques carried out by observation, in-depth interviews and documentation. Determination of informants is done purposively. Data were analyzed by data reduction, display / presentation of data, and drawing conclusions. As a result of the research, the institutions of Lancang Kuning Village Owned Enterprises, Amanah Sejahtera and Paris Mandiri were formed due to the intervention of the Riau Provincial Government through the Village Empowerment Program (PPD), Village Owned Enterprises received strong political and legal protection through Law Number 6 Year 2014 About the Village. The supporting factors for success are natural capital, financial resources, human resources and social capital. Besides that, it is also supported by the leadership factor of the innovative village head - progressive, the manager of the Village Owned Enterprises who have the harmony, innovative and creative, the mindset (maindset) to move forward
