THE NEW WORLD INFORMATION AND COMMUNICATION ORDER DEBATE AND THE DEVELOPMENT OF INFORMATION AND COMMUNICATION TECHNOLOGY IN NIGERIA
While the New World Information and Communication Order (NWICO) debate underlines the centrality of information and communication development to societal transformation in the twenty-first century, it has unarguably led to explosion in human communication in ways previously thought impossible. Yet the media industry in Nigeria as in many parts of the developing world is still gasping for survival. This study serves as a baseline for examining the effectiveness of the NWICO debate, by this, the study identifies areas of weakness in the role that NWICO plays in the Nigerian media for possible improvement. The study was underpinned on the National System of Innovation (NSI) and the News Framing theory, and adopted the mixed research method using historical and content analysis. It also relied on secondary sources of data. The study concluded that NWICO in Nigeria is a work in progress as the gap between the developed countries and the developing is far from being bridged. UNESCO’s presence needs to be felt on the astronomical cost of production inputs and the massive technology disruptions, privacy violation by government or by powerful media houses, proscription of press freedom and the protection of the human rights of journalist. The study recommends the need to unveil policy palliatives to cushion the astronomical cost of production inputs and the massive technology disruptions for the media, to enable practitioners continue to provide affordable and invaluable verified information for the public good. This will hopefully expand the readership base of the mainstream media in terms of affordability and subscriptions
Effect of Conditional Cash Transfer Programme on the Households in Gwiwa L.G.A. of Jigawa State
This study investigated the effect of Conditional Cash Transfer (CCT) programme on households in Gwiwa Local Government Area (LGA) of Jigawa State, Nigeria. The CCT programmes have gained prominence as a poverty alleviation strategy for low-income countries. The study employed a case study method with qualitative assessments. The study adopted both primary and secondary methods of data collections through the means of survey and documentary evidence. The data analysed in this study was collected using a structured interview, while the secondary data was collected from the documented feedbacks of beneficiaries by the National Cash Transfer Office (NCTO). Tables, percentages and content analysis method were used to analyze the data. To advance credible arguments for the discourse, the Social Capital Theory was adopted. Some of the findings were improved savings abilities and specialized livelihood activities among others. From the findings made, it was concluded that the conditional cash transfer programme has improved the household finances and savings abilities of recipients and enabled them to enroll in multiple saving groups which led to improved livelihood. The study recommended the proposition for improved funding to sustain the savings abilities and improved livelihood activities of the recipients in Gwiwa Local Government Area. This could have a wider-reaching positive effect on households as well as improved well-being and livelihoods of recipients in Jigawa state in particular and the nation at large
ASSESSMENT OF THE ROLE OF INFORMAL APPRENTICESHIP SYSTEM IN BUILDING HUMAN CAPITAL DEVELOPMENT IN JOS METROPOLIS
This study investigates the role of the informal apprenticeship system in the development of human capital within the context of the Jos metropolis. Informal apprenticeships have long been a prevalent form of skill acquisition and workforce development in many Nigerian cities, including Jos. The study employed a survey research design and collected both primary and secondary data; specifically, a questionnaire was distributed to the apprentice in Jos metropolis to gather primary data. The data collected were analysed quantitatively using descriptive statistics, and the system theory was adopted as the theoretical framework for the study. The study findings revealed that the informal apprenticeship system in the Jos metropolis contributes to skill development among apprentices, there are significant socio-economic impacts of informal apprenticeship on apprentices and their communities in the Jos metropolis, and there is potential for improvement in the informal apprenticeship system in the Jos metropolis to enhance its role in building human capital and addressing current challenges. Among the recommendations were: To enhance the effectiveness of the informal apprenticeship system in the Jos metropolis, it is crucial to introduce standardised training curricula, clear mentorship structures, and legal recognition. This formalisation will ensure that apprentices receive a comprehensive education, legal protection, and fair wages. This step will help improve the quality and transparency of the system
Assessment of the Implementation of 2007 Public Procurement Acts in Service Delivery of National Insurance Commission, Abuja
The public procurement Act (PPA) is a critical legislative instrument designed to promote transparency, efficiency and accountability in the procurement process across Nigerian public institutions. This study assesses the influence of adherence to the 2007 Public Procurement Act on the accountability mechanisms within the National Insurance Commission (NAICOM) in Abuja. The population of the study is 267 of which sample of 100 was taken; simple percentage tool of analysis was adopted. The study objectives are to assess the influence of adherence to the 2007 Public Procurement Act on the accountability mechanisms within the National Insurance Commission (NAICOM) in Abuja and to evaluate the extent to which the implementation of the 2007 Public Procurement Act contributes to achieving value for money in the procurement processes of the National Insurance Commission (NAICOM) in Abuja. The study used likert scale closed – ended (fixed-alternative) questions that required strongly agree, agree, undecided, disagree, and strongly disagree. The study adopted survey and documentary research design methods. The study relied on both primary and secondary sources of data. The study gathered quantitative data through structured questionnaire distributed to employees at various levels within the NAICOM who are involved in the supervision of insurance industries. The study revealed that the implementation of the 2007 Public Procurement Act significantly contributes to achieving value for money in the procurement processes of the National Insurance Commission (NAICOM) in Abuja
EFFECT OF RECRUITMENT AND SELECTION ON ORGANISATIONAL PERFORMANCE IN FEDERAL INLAND REVENUE SERVICE (FIRS) ABUJA, NIGERIA
The recruitment and selection process plays a pivotal role in shaping the overall performance and success of organizations, particularly in the public sector. This study aims to examine the effect of recruitment and selection practices on the organizational performance of the Federal Inland Revenue Service (FIRS) in Abuja, Nigeria. The FIRS is a critical government agency responsible for tax administration and revenue generation, making it imperative to understand how its human resource management practices impact its overall effectiveness. The study gathered quantitative data through structured questionnaires distributed to employees at various levels within the FIRS and key stakeholders involved in the recruitment and selection process. The study adopt System Theory as propounded by Niklas Lukmann, the study finding revealed that he recruitment and selection process are believed to provide equal opportunities for all applicants, as a significant number of respondents agreed with this statement. The time taken for the recruitment and selection process is generally considered reasonable and efficient, with a majority of respondents either agreeing or strongly agreeing with this statement. Among the recommendation is that to improve the recruitment process, FIRS should focus on further enhancing communication and transparency throughout the entire process. This can be achieved by providing clear and detailed information about job vacancies, selection criteria, and the overall recruitment process to all applicants
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Impact of Patriarchal Norms on Economic Security of Women in North Central Nigeria
This study examines the impact of patriarchal norms on the economic security of women in North Central Nigeria. The main objective is to analyze the different theoretical perspectives and findings of studies conducted by various scholars to ascertain the impact of patriarchal norms on women's economic security in North Central Nigeria. This study employs a thematic literature review and analysis of existing research reports from reputable sources to identify the key findings and recommendations related to the impact of patriarchal norms on women's economic security in North Central Nigeria. The study finds out that patriarchal norms in North Central Nigeria reinforce traditional gender roles that limit women's access to education, employment opportunities, and economic resources. Also, that women in North Central Nigeria face systemic barriers to inheritance rights, and access to financial credit systems due to discriminatory cultural practices. Based on the findings, the study suggested that the federal and state ministries of women affairs in collaboration with civil societies should push for legal reforms to eliminate discriminatory practices and ensure gender equality in land ownership, inheritance laws, and access to financial services traditional gender roles and stereotypes, and promote policies and programmes that encourage women's participation in diverse economic sectors. Relevant non-governmental organisations should undertake legal reforms to eliminate discriminatory practices and ensure gender equality in inheritance laws, and access to financial services, complemented by public awareness campaigns and capacity-building initiatives to educate women about their rights

The Public Procurement Act (PPA) is a critical legislative instrument designed to promote transparency, efficiency, and accountability in the procurement process across Nigerian public institutions. This study investigates the effect of the Public Procurement Act on the procurement of goods and services within the National Insurance Commission (NAICOM) in Abuja, Nigeria. The study adopted Ladder of Accountability Theory by Steward. The study gathered quantitative data through structured questionnaires distributed to employees of NAICOM and key stakeholders involved in the procurement of goods and services. The study findings revealed that the Public Procurement Act 2007 has a significant impact on the transparency of procurement processes for goods and services in National Insurance Commission (NAICOM) in Abuja, Nigeria, and the implementation of the Public Procurement Act 2007 has a significant influence on the costeffectiveness of goods and services procured by the National Insurance Commission (NAICOM) in Abuja, Nigeria. The study recommends that NAICOM should address the issue of undue external influence and strengthen measures to safeguard the integrity of their procurement processes
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
