Author Self-Citation in the Turkish Otorhinolaryngology Literature
No full textObjective:To evaluate the prevalence and other characteristics of author self-citations in six Turkey-originated general otorhinolaryngology (ORL) journals of Turkish ORL literature.Methods:A total of 970 articles published in six Turkey-originated general ORL journals (ENT Updates, Journal of Ear Nose Throat and Head Neck Surgery, KBB-Forum, Praxis of Otorhinolaryngology, The Turkish Journal of Ear Nose and Throat, and Turkish Archives of Otorhinolaryngology) in 2016-2020 were analyzed for author self-citations. The association between author self-citations and journal types, study types, study topics, country of origin, and compatibility with the topic were also evaluated.Results:There were 265 author self-citations (0.273 per article) which corresponded to 1.36% of all citations. There was no significant difference between the journal types, study topics, and origin of the studies in terms of mean self-citation values per study, whereas case reports had significantly lower self-citations than review and original investigations. There were three citations (1.1%) that were irrelevant to the study topic.Conclusion:To the best of our knowledge, this is the first study that investigated the practice of author self-citation in Turkish ORL literature. Author self-citation rate in the Turkish-originated general ORL journals was found remarkably lower than the medical literature, whereas the self-citations were found compatible with the study topic to a very large extent. Members of the scientific community including authors, readers, and journal editors should be cautious regarding the unethical practices of self-citations

No full textHacı Bayram-ı Veli Ankara'nın ve Anadolu'nun manevi mimarlarından biridir. Moğol istilasının ardından Anadolu Selçuklu Devleti'nin yıkılma sürecine girmesi üzerine ülkede; siyasi, idari, sosyal ve ekonomik belirsizlikler yaşanmaya başlamıştı. Böyle bir ortamda bölge bölge kurulmakta olan beyliklerle bölgesel ahenk oluşturulmaya çalışılmış ise de bu düzen kalıcı olamamıştır. 14. asrın başından itibaren Osmanlı Beyliği'nin öncülüğünde oluşturulan ahenk bir asır sonra Timur istilasıyla bozulunca, Türkiye topraklarında yeni bir siyasi karmaşa ortamı doğmuştu. İşte bu ortamın etkilerinin yaşandığı dönemde, Anadolu'nun kalbi mesabesindeki Ankara'da faaliyetlerine tarihi kayıtlarda şahit olduğumuz Hacı Bayram-ı Veli birlik ve beraberliğin sağlanması hususunda üzerine düşeni fazlasıyla yapmaya çalışarak kendisinden önceki manevi mimarların (Hoca Ahmet Yesevi, Ahi Evran, Hacı Bektaş Veli, Yunus Emre ...) mirasını sürdürmüştür. Bu ruh Osmanlı Devleti yıkıldıktan sonra yaşanan karmaşa ortamından çıkılmasını sağlayan müthiş bir manevi ruhtur. Milli Mücadelenin arkasındaki manevi güç işte bu toprakların manevi mirasıdır. </p
The effect of a notch on the tensile properties of a commercial 7075-Al alloy
No full textThe effect of notch angle and depth on the tensile properties of a peak-aged commercial 7075 alloy has been investigated. Although there seems to be little or no effect of the specimen geometry on toughness, there is a notch effect on tensile properties and this is more pronounced when the notch depth is higher. The crack extension has been observed to be predominantly transgranular by dimple formation in this alloy. A relationship between the dimple size measured on the fracture surfaces and the toughness has also been established, It is argued that the fracture roughness at the onset of fracture can be readily measured by using circumferentially notched bar tensile specimens

No full textHukuka uygunluk nedenlerinde hata, hukuka uygunluk nedenlerinin maddi koşullarında, hukuka uygunluk nedenlerinin varlığında ya da sınırında olabilmektedir. Hukuka uygunluk nedenlerinde hatanın bu ayrım gözetilmeksizin 5237 sayılıTCK’nın 30/3 maddesinde “ceza sorumluluğunu kaldıran ya da azaltan nedenler” başlığı altında düzenlendiğini ve aynı ceza sorumluluğunu gerektirecek şekilde hüküm altına alındığını görmekteyiz. Hatanın kaçınılmaz olması durumunda failin hatasından yararlanacağı belirtilmiş, kaçınılabilir olması durumuna ise bir hukuki sonuç bağlanmamıştır.Hukuka uygunluk nedenlerinin maddi koşullarında yanılgıya düşülmesi durumunda söz konusu olan hata, failin tasavvuruna ilişkindir. Bu nedenle tipiklikte unsur hatası ile benzerlik gösterir ve kastı ortadan kaldırır. Hukuka uygunluk nedenlerinin varlığında hata durumunda ise, fail eyleminin hukuk düzeninin izin verdiği konusunda yanılgıya düştüğünden, haksızlık yanılgısı gibi kusurluluğu etkileyen bir etkileyen bir hata söz konusudur.TCK m.27/1’de ise hukuka uygunluk nedenlerinde sınırın kast olmaksızın aşılması halindeki ceza sorumluluğu düzenlenmektedir. Bu düzenleme hatanın maddi unsur ya da izin normunda olması dikkate alınarak kastı ya da kusurluluğu etkileyebilmektir.Error in the causes of compliance with laws may be in the objective conditionsof the causes or in the presence or in the limit of the causes of comliance with laws. We see that the error in the causes of compliance with the law is regulatedunder the title “which remove or reduce the criminal liabilities” in Article 30/3 ofthe Turkish Penal Code (Law No.5237) without distinction and requires the samecriminal responsibility. If the error is inevitable, it is stated that the perpetrator willbenefit from the error, and if it is avoidable, there is no legal result. In the objective conditions of the causes of the compliance with law, the errorrelates to the intention of the perpetrator. Therefore, it is similar to the error of theobjective element in typeness and removes the intent. In the event of an error in thepresence of causes of compliance with the law, the perpetrator was mistaken in thefact that the legal order of the off ense allowed. Herewith, there is an error aff ectingthe culpability, such as injustice error.In Article 27/1 of the Turkish Penal Code, criminal liability is regulated incase of exceeding the limit without intent for causes of compliance with the law. Thisregulation is to be able to aff ect intent or culpabilty, taking into account whether theerror is in the objective element or the norm of permits
