Assessing ICT literacy among paraprofessional librarians for service delivery at Abdullahi Fodiyo Library, Usmanu Danfodiyo University, Sokoto
This article assessed the ICT literacy among Para-professional librarians at Abdullahi Fodiyo Library Complex for effective service delivery. Objectives of the paper include, to establish the source of ICT literacy skills, assess the types of ICT facilities used and to examine the type of services provided by Para-professionals librarians. This study adopted descriptive survey design and the population of the study was the entire one hundred and twenty-six (126) Para-professional librarians in Abdullahi Fodiyo Library complex. Questionnaire was used as the instrument for data collection and data collected were then converted into simple percentages and means scores and presented in tabular form for clarity. Descriptive method was used to analyzed data collected. The findings revealed that majority of the Para-professional librarians acquired ICT literacy through self study, while only few Para-professional librarians indicated that they acquired their ICT skills through workshops and seminars. The findings of the study also showed that majority of the respondents provide internet services in the library, while minority of the respondent provide circulation services. Higher percentage of the Para-professional librarians indicated lack of interest as the major challenge militating against ICT literacy in the library. In order to improve ICT literacy skills for Para-professional librarians, the article recommended that there is the need to provide adequate access to ICT facilities such as laptops, digitals cameras, printers, projectors, photocopiers among others with view to improve competencies of para-professional librarians in providing effective services
KONSEP DUA BANDING SATU DALAM PEMBAGIAN HARTA WARIS PERSPEKTIF MUHAMMAD ALI ASH-SHABUNI DAN ABDULLAHI AHMED AN-NAIM
Dalam Islam setiap manusia yang meninggal dunia maka harta yang dimiliki semasa hidupnya akan diwariskan kepada ahli waris. Namun terkadang dalam prosesnya seringkali tidaklah berjalan mulus. Salah satu contohnya adalah dalam hukum pembagian harta waris laki-laki dan perempuan yaitu konsep 2 : 1. Dalam konsep tersebut terlihat adanya ketidakseimbangan pembagian harta waris antara laki-laki dan perempuan, di mana laki-laki mendapat bagian lebih banyak, sehingga tidak jarang terjadi perselisihan disebabkan konsep tersebut. Pro dan kontra muncul dari kalangan para cendikiawan muslim. Seperti Muhammad Ali Ash-Shabuni, ia sangat setuju dengan konsep tersebut, menurutnya terdapat hikmah dibalik hukum tersebut. Sebaliknya Abdullahi Ahmed An-Naim sebagai tokoh pembaharuan hukum Islam kontemporer, menganggap konsep 2 : 1 sebagai sesuatu yang terdapat diskriminasi terhadap perempuan.
Jenis penelitian ini adalah penelitian kualitatif yang berpijak pada sumber-sumber pustaka yang relavan dengan penelitian, sehingga menjadikan penelitian ini sebagai penelitian kepustakaan dan penelitian ini bersifat deskriptif analitis dan komparatif. Sedangkan metode analisis data yang digunakan adalah analisis deskriptif dan analisis komparatif objek penelitian.
Hasil penelitian menunjukan bahwa Muhammad Ali Ash-Shabuni dan Abdullahi Ahmed An-Naim dalam memandang pembagian harta waris laki-laki dan perempuan memiliki perbedaan pemahaman yang sangat signifikan. Bagi Muhammad Ali Ash-Shabuni, hukum pembagian harta waris laki-laki dan perempuan yaitu 2 : 1, berlandaskan pada Q.S An-Nisa’ ayat 11. Sedangkan bagi An-Naim, hukum pembagian waris laki-laki dan perempuan yang relevan untuk sekarang adalah 1:1, ketika keduanya berada pada posisi yang sama dalam hubungannya dengan seseorang yang meninggal. Kemudian metode istinba>t} hukum yang dipilih oleh Abdullahi Ahmed An-Naim dan Muhammad Ali Ash-Shabuni juga berbeda. Ash-Shabuni dalam bukunya Al-Mawa>ris\ Fi> Syari>atil Isla>miyah ‘Ala> D}houil Kita>b Was Sunnah, menggunakan pendekatan Maud}u>’i>, Sedangkan Abdullahi Ahmed An-Naim menggunakan konsep makkiyyah dan madaniyyah dalam metode istinba>t} hukumnya. Bila ditimbang dari perspektif gender pendapat Muhammad Ali Ash-Shabuni, maka dapat disimpulkan bahwa konsep 2:1 sangat mencerderai Gender differences (perbedaan gender) karena hal tersebut menimbulkan gender inequalitas (ketidakadilan gender) bila diterapkan di masa sekarang. Sebaliknya bila meninjau pendapat Abdullahi Ahmed An-Naim atas pembagain harta waris laki dan perempuan 1:1 dengan perspektif gender, maka konsep 1:1 An-Naim sudah mampu membebaskan manusia dari diksrimansi gender, karena 1:1 yang diusung oleh An-Naim tidak terdapat gender differences (perbedaan gender) dimana laki-laki dan perempuan mendapat bagian yang sama, dan juga konsep 1:1 tidak memunculkan gender inequalitas (ketidakadilan gender)

Religious men and literacy in Berti society
The thesis examines the use of traditional literacy promulgated
by the Koranic schools among the Berti in the Northern Darfur
Province of the Republic of the Sudan. This literacy is restricted
both in the scope of its use as well as in its social distribution,
which remains limited to religious specialists - fakis. Instead of
leading to a change in the traditional mode of thought, Berti
literacy contributes considerably to maintaining the homeostatic
tendency supposedly characteristic of oral societies.
Literacy plays an important role in the Berti religious life.
The words of God contained in the Koran and other books widely used
by the fakis are considered to be sacred, and an important aspect of
Berti religion is their internalisation in the form of memorisation,
drinking of erasure and the retaining of amulets (hijbat). The
repetition of sacred words is used as a means of invoking God in
communal rituals and the rites of passage. Literacy underlies book
divination practised by the fakis and its literate origin is the
ultimate sanction of sand divination which is primarily practised by
the illiterate Berti.
In their use of the sacred words in healing, divination,
communal rituals, rites of passage and the preparation of amulets
and erasure, Berti fakis impose their own meaning on the Koranic
text which differs considerably from its theological meaning.
The thesis includes translation and analysis of over 50
original texts pertaining to erasure writing, amulets, book
divination and communal rituals. Photocopies of 25 original amulets
are presented in the thesis and the majority of them are translated
and commented upon
THE LITERAL INTERPRETATION RULE IN TAX STATUTES: THE BARCLAYS AND THE COMMISSIONER OF DOMESTIC TAXES CASES: Abdullahi Ali
Traditionally, tax statutes have been interpreted in a literal and strict manner. Proponents of the literal interpretation of tax statutes approach (also referred to as the ‘traditional approach’) have in principle carried sway for the basic reason that the punitive nature of a tax law demands that the taxpayer ought to know in unambiguous and clear terms whether and how exactly they are liable for tax. This issue was addressed by the High Court and the Court of Appeal in the cases between Barclays Bank of Kenya Limited and the Kenya Revenue Authority’s Commissioner of Domestic Taxes. This case review assesses these cases and the impact of the resulting jurisprudence on the interpretation of tax statues in Kenya

Peeping before leaping: push and pull resilience of expatriate adaptation / Abdullahi Ndagi and Anees Janee Ali
The world is a marketplace for the good, the bad and the ugly giving rise to activities that either make or mar multinational organisations' endeavours. The global spate of terrorism, racial discrimination, political and religious tensions and conflicts, climate change and degradation, economic instabilities and skirmishes are all attracting the attention of both international management scholars and industry players. In recent, there has been a major focus on expatriate adaptation, particularly in hostile environments. Effective expatriate job performance is established in the literature to be predicated by successful adaptation. Hence, maladaptation leads to expatriate failure and premature repatriation costing those involved huge financial and managerial losses. This article contributes to knowledge and practice by identifying key predictors of expatriate adaptation. Relying on the tenets of Black’s model of adjustment and espousing the anxiety uncertainty management theory, the study examined extant literature leading to the establishment of a research framework that appraises key factors ranging from individual, organisational and environmental that predict expatriate adaptation in a hostile environment

This booklet contains a list of 889 papers presented at the annual IFLA Council meetings between 1968 and 1978.
