    Change Management in the Public Sector: A Comparative Case Analysis

    This study aims to develop theories of public sector organizational change by integrating considerations for both features of the institutional context and of the change process. Building on three previous single case studies of organizational change in regional agencies in Sardinia in the 2000s, the present study presents a comparative case analysis that results in the formulation of theoretical arguments about the role of the political context, institutional memory and performance expec- tations on the process dynamics of organizational change. Findings are relevant to theorize the particular features of organizational change in the public sector and to draw some practical implications for the management of organizational change

    Misurare l’impatto di un evento culturale: analisi del fenomeno Monumenti Aperti

    Dopo aver indagato la letteratura esistente nel campo dell’economia della cultura, il lavoro presenta una breve rassegna sugli studi concernenti la misurazione degli impatti degli eventi culturali ed illustra l’importanza della valutazione della customer experience come elemento fondamentale per il successo dell’evento. Gli eventi culturali sono spesso espressione delle tradizioni di una comunità e valorizzazione della storia del territorio, la cui conoscenza crea senso di appartenenza e incentiva l’aggregazione sociale. Organizzati spesso nei mesi di spalla, costituiscono una risposta all’esigenza di destagionalizzare e delocalizzare i flussi turistici, dando così visibilità al territorio e contenendo gli impatti negativi sull’ambiente. Il principale risultato del lavoro è valutare gli impatti di carattere socio-culturale della Manifestazione Monumenti Aperti attraverso l’analisi ex post della soddisfazione dei partecipanti alla XXII edizione dell’evento.Measuring the impact of a cultural event: an analysis of the Monumenti Aperti’s case. This work presents a brief review of the studies concerning the measurement of cultural events impact and illustrates the importance of evaluating the customer experience as a fundamental element for the success of the event. Cultural events are often an expression of the traditions of a community and enhancement of the history of the territory, whose knowledge encourages social aggregation. Cultural events also offer an answer to the need to delocalize and to deseasonalize the tourist flows. The main object of this work is to evaluate the socio-cultural impacts of Monumenti Aperti by analyzing the participant’s satisfaction in the XXII edition

    A Review of Static Optimization Techniques for Optimal set-Liability Management

    Let us consider the problem of a portfolio manager who has to manage an initial investment A0 until a fixed maturity T > 0. The manager is free to choose how to invest the money among a number of available assets and can periodically modify the portfolio composition, but has to satisfy several constraints both of endogenous and exogenous nature. From the point of view of a portfolio manager, a tool that is able to compute the optimal investment strategy in several different market conditions is very valuable. Having such a tool allows for a deeper understanding of the underlying problem, provides the optimal investment strategy under certain hypotheses on the stochastic evolution of the asset prices, makes it possible to derive empirical estimations of the error that could be faced for each choice of the investment strategy, makes it possible to test the robustness of a given strategy to changes in the macroeconomic parameters and so on. In this article we shall review some of the more widely used global optimization algorithms that can be applied to determining the best investment strategy for managers and practitioners and shall outline the main difference between static and dynamic optimization techniques

    Una riforma zoppa in Sardegna: l’Editto delle chiudende

    Nel clima riformista del secondo Settecento europeo, il governo sabaudo incen- tiva gli studi per il miglioramento delle condizioni economiche della Sardegna, partendo dall’agricoltura considerata, secondo teorie fisiocratiche del tempo, il mo- tore dello sviluppo. Emerge in maniera evidente la relazione di causa-effetto tra arretratezza e lotte secolari che coinvolgono una pastorizia transumante ed un’agricoltura condotta an- cora con metodi tradizionali, con ampio uso del maggese e scarsa rotazione delle colture. Il sistema di coltivazione è strettamente legato all’uso comunitario delle terre aperte tipico di un sistema feudale che ancora persiste. La soluzione viene individuata nell’eliminazione delle cause, ma la riforma si attua cercando di non ledere i diritti della classe feudale, calando dall’alto nei primi decenni dell’Ottocento una riforma zoppa che, senza alcun significativo investi- mento da parte dello stato e delle istituzioni, prevede la possibilità di recintare le terre sottraendole all’alternanza pascolo-coltura e agli usi collettivi, affermando una proprietà privata imperfetta poiché ancora sottoposta ai vincoli feudali. Gli alti costi delle recinzioni, gli schemi produttivi tradizionali, la stagnazione che caratterizza l’economia sarda, le lotte tra agricoltori e pastori (a cui viene sot- tratto il pascolo), l’assenza di un mercato interno e gli alti costi di trasporto interno ed esterno all’isola non rendono conveniente introdurre innovazioni significative e ciò determina l’insuccesso della riforma.A lame reform in Sardinia: The Edict of the Enclosures In the reformist climate of the second European eighteenth century, the Savoy Government encourages studies to improve the economic conditions of Sardinia, starting from the agriculture considered, according to the physiocratic theories of the time, the engine of development. The cause-effect relationship emerges between backwardness and age-old strug- gles involving transhumant pastoralism and agriculture still carried out with tradi- tional methods, with extensive use of fallow and poor crop rotation. The cultivation system is closely linked to the communal use of open lands typ- ical of a feudal system that still persists. The solution is identified in the elimination of the causes, but the reform is im- plemented by trying not to damage the rights of the feudal class, therefore a lame reform that fell from the top in the first decades of the nineteenth century, which, without any significant investment by the state and institutions, provides for the pos- sibility of enclosing the land by subtracting it from pasture-crop alternation and col- lective uses, affirming an imperfect private property as it is still subject to feudal restrictions. The high costs of fences, traditional production schemes, the stagnation that char- acterizes the Sardinian economy, the struggles between farmers and shepherds (to which grazing is subtracted), the absence of an internal market and the high costs of transport inside and outside the island do not make it worthwhile to introduce sig- nificant innovations and this determines the failure of the reform

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
