    Alber\u27s Restoration of the Temple of King Solomon

    John G. Alber created the temple model in the 1930\u27s to use as a teaching tool in the church and other organizations. His emphasis was to demonstrate the typological significance of Solomon\u27s Temple for the church. Alber wrote a 68 page booklet that went through 5 editions. The final edition of the booklet was entitled: The Golden Temple of King Solomon and the Christian Institution. The model was donated to the Helsabeck Archives of the Stone-Campbell Movement by Dr. Raymond L. Alber, John\u27s son.     Germanic and Romance onset clusters – how to account for microvariation

    In this paper the restrictions imposed on onset clusters in Standard German and Standard Italian are compared to the - minimally different - restrictions in the Germanic dialects of Tyrolean, Mòcheno and Lusern Cimbrian and the Romance dialects of Trentino. Both standard varieties allow onset clusters with a sonority distance (SD, computed according to the sonority indexes proposed in Parker 2011) of 4, marginally 3 intervals, while the corresponding dialects allow for SD = 2. The observed pattern of microvariation can be understood as minimal variation between grammars. We give a precise measure of this minimal grammatical difference by performing a typological analysis in the framework of Optimality Theory, yielding the typological properties of the system, understood as the necessary and sufficient ranking conditions generating every single language of the typology (Alber & Prince, in prep., see also Alber, Del Busso & Prince 2015).     Where Turkey stands in Europe and why it should be admitted to the EU

    Turkeys position relative to Europe is analyzed from three different perspectives, i.e (i) the semi-official perspective of the Copenhagen criteria, the Maastricht criteria and the Lisbon strategy, (ii) the perspective of comparative surveys, and (iii) the perspective of key European worries regarding future strains on cohesion funds and the complex relationship of the Turkish population to European values. It is shown that Turkeys standing in international comparisons of good governance has been improving in recent years and that the country is on a path of convergence with the Maastricht criteria. Turkey falls considerably short, however, of the employment and education goals of the Lisbon agenda. Comparative surveys show the Turkish population to have not only a low standard of living, but also a very low level of satisfaction with life and with public services, to have comparatively little trust in other people and a low level of civic engagement, and to nourish traditional attitudes concerning religious beliefs, womens rights and gender roles. Since Turkeys admission to the EU would enlarge the EU population by 15 %, but economic output by less than 3 %, Turkeys accession would severely strain EU cohesion funds. Despite these reservations, Turkeys admission to the Union is here advocated for three reasons: (1) Risks of a fundamentalist backlash against Europe would considerably increase if the long-standing accession promise were not kept. (2) Given that the country is entering a very favourable demographic phase for about 2-3 decades, there is considerable economic opportunity with a vast growth potential. (3) Since the recent Eastern enlargements have already decided the debate between federalists and inter-governmentalists in favour of the latter, Europe has more to gain than to lose from Turkeys membership which would strengthen the countrys ties to the West, and provide a chance of proving to the world that the motto of the European Union united in diversity is a better model for the future of international relations than the scenario of a clash of civilizations. --

    Reforming fiscal federalism in Europe: where does the pendulum swing?

    Against the backdrop of the financial and economic crisis, federal and regional States are engaging in several reforms. The financial constitutional design and institutional setting in the area of fiscal and financial matters are being revised in order to better adapt to the current challenges, which result both from the supranational sphere of economic governance and the domestic one. The rationale behind these reforming processes lies in the struggle between the apparent needs to re-centralize while accommodating decentralization claims. The paper focuses on federal and highly regionalized European States by adopting a comparative domestic perspective and investigates reform processes in the area of fiscal matters and financial intergovernmental relations. It explores the most significant features that permeate the various legal orders, trying to single out the different trends in shifting powers in favor of either (re)-centralization or decentralization. To this extent the recognition of autonomy on the revenue side and the accommodation of autonomy and solidarity within the new fiscal regimes will be analyzed. Moreover, intergovernmental cooperation in fiscal and financial areas will be scrutinized trying to point out crucial characteristics from a comparative perspective. To this regard particular attention will be given to major recently established bodies and procedures in the fiscal and public finance area as well as to their role within domestic economic governance
