Evaluasi Kebijakan Program Pemberian Dana Bantuan Operasional Sekolah (Studi Kasus pada Sekolah Dasar di Kabupaten Mamuju Utara)
Berbagai kendala dalam program pemberian dana BOS di Kabupaten Mamuju Utara. Penelitian ini bertujuanuntuk mengumpulkan informasi yang terkait dengan hasil evaluasi pelaksanaan dari program pemberiandana bantuan operasional sekolah (BOS ) pada Sekolah Dasar di Kabupaten Mamuju Utara, denganmelihat atau mengukur evaluasinya menggunakan Kriteria evaluasi seperti efektifitas, kecukupan, perataan,responsivitas dan ketepatan. Penelitian ini menggunakan Metode atau pendekatan kualitatif dengan desainpenelitian studi kasus, adapun yang menjadi kasus dalam penelitian ini yaitu kasus yang menjadi rumusanmasalah peneliti. Teknik pengumpulan data dilakukan dengan observasi (pengamatan) langsung dilapangan,wawancara mendalam, dan dokumentasi. Penentuan informan dilakukan secara Purposive, denganmelihat kesesuaian antara calon informan dengan informasi yang dibutuhkan. Data dianalisis dengan reduksidata, penyajian data, dan menarik kesimpulan. Penelitian ini menujukkan bahwa dari hasil evaluasiprogram pemberian dana bantuan operasional sekolah pada sekolah dasar di Kabupaten Mamuju menunjukkanbahwa program ini sudah dijalankan dengan cukup baik dan dapat dilanjutkan, namun begitu masihada catatan yang menjadi kekurangan dan kelemahan dalam program ini sehingga diperlukan kajian ulanguntuk keberhasilan dan kemaksimalan dari tujuan program dana BOS itu sendiri. The variables of this study are effectiveness, adequacy, alignment, responsivenessand accuracy. This study use qualitative method or approach to the design of case study research,as for that being the cases in this study is the case that the formulation of the research problem. Data wascollected by observation in the field, in-depth interviews, and documentation. The determination of conductedpurposive informant, the informant saw the fit between a candidate with the required information.Data were analyzed with data reduction, data display, and draw conclusions. This study was shows thatthe evaluation of the results of operational assistance grant program at the school in elementary schoolMamuju shows that this program is executed quite well and can continue, but there is still a record to beflaws and weaknesses in the program so it is necessary to review it maximize of success and goals of theprogram itself BOS.
PERAN PEMERINTAH DESA DALAM MENUNJANG PENDAPATAN MASYARAKAT PETANI JAGUNG DI DESA DULOHUPA KECAMATAN BOLIYOHUTO KABUPATEN GORONTALO
This research was conducted at the office of Dulohupa Village ofBoliyohuto District. The village government role in community development in the village Dulohupa Boliyohuto District of Gorontalo district, very important to support the conditions of this village because most of the people in this village have subsistence corn farmers so as to enable the empowerment of corn plants.The aims of this research were to determine and analyze the extent of countryside government and factors that encourage and inhibit the role of countryside government in supporting the income of corn farmer at Dulohupa village, Boliyohuto sub district of Gorontalo district. The results showed that the village government Doluhupa plays an important role to determine the appropriate steps to increase incomes of farmers’ corn or empower the people in the village of the District Dulohupa Boliyohuto.</jats:p

The Readiness of Disadvantaged Regions in Implementing E-Government in Indonesia: Case Study in East Seram Regency
The East Seram Regency is a disadvantaged region in Indonesia with many sub-districts that do not have access to internet and electricity. The remaining options for sub-districts was hindered because it is limited by wilderness and free oceans and the APBD (Regional Revenue and Expenditure Budget) in this regency is also limited. Although, the implementation of e-Government by the Regent are willing to follow the mandate of Presidential Regulation No. 95 of 2018 concerning Electronic-Based Government Systems (SPBE). The purpose of this study was to analyze and determine the readiness of the East Seram Regency in implementing the e-government system in Indonesia. This study used a mixture of qualitative and quantitative methods and data collection technique was also carried out by using a questionnaire for 76 respondents, in-depth interviews for 7 informants, and documentation. The result showed the quality of public human resources and civil servants in the field of communication and the informatics are low. Also, the ICT infrastructure such as internet, servers, networks, and computer equipment are inadequate. The East Seram Regency is a disadvantaged region that prioritizes physical development infrastructure rather than allocating a high budget for the information technology tools. Therefore, it is concluded that the East Seram Regency as one of the disadvantaged region in Indonesia whose Local Government is 'Not Ready' to implement an e-government system as mandated by Presidential Regulation No. 95 of 2018.
 
Adaptive Governance Features from Stakeholder Issues in Lake Limboto Management
This study aims to examine adaptive governance aspects of the issues from each stakeholder related to the management of Limboto Lake. The implementation of this research uses a qualitative deductive approach. The types of research that will be used are descriptive and explanative types. Sources of data from this research, namely documents and archival records grouped into documentation sources, interviews sourced from people/informants, and direct observation, observation of the role of physical devices grouped in observation sources, and Focus Group Discussions (FGD). The results of this study indicate that efforts to revitalize, rehabilitate and conserve are, of course, not the task of the Government alone but require the participation of the community in them. Conditions of good synergy between the Government, the community and the private sector in efforts to save and manage Lake Limboto are desirable, this is also in line with the achievement of the objectives of adaptive governance in terms of resilience to rapid and unpredictable environmental changes
