    A legal study of a caretaker government in Malaysia / Abidah Ahmad, Ainil Farahin and Azlin Shahzwani

    When a Parliament dissolves, caretaker government is a government which rules the country at that point of time. In Malaysia, a caretaker government is referring to the previous government which continues to take up the office in a caretaker capacity without the need of taking an oath. The question that comes into mind is that can a government which has lost its legitimacy rule the country? Is the establishment of a caretaker government hold on to the concept of democracy which allows the citizens to elect their own choice of leaders through general election? The only provision that is relevant with the establishment of a caretaker government is in Article 43(2) of the Federal Constitution. However, there is no mention of a caretaker government in the provision. The existence of a valid convention which has been adopted and applied in Malaysia can be said to have filled the lacuna of the law with regards to the caretaker government. By examining the relevant provision and the convention, it can be concluded that in Malaysia there is actually no law which particularly govern the establishment of a caretaker government. Apart from that, the discussion in this project paper is being extended on the strengths and weaknesses of the current legal framework of a caretaker government in Malaysia, Bangladesh and New Zealand. In doing so, it is observed that perhaps Malaysia can implement the suitable laws in Bangladesh and New Zealand as to accord the situations in Malaysia with regards to the establishment of a caretaker government

    Information and Communication Technology (ICT) and local governance : a case study of Perbadanan Putrajaya / Ahmad Saiful Azlin Puteh Salin

    Rapid advancements in the field of information and communication technology (ICT) have significant effects on organizations to fulfill their objectives. However, the extent of ICT adoption by the local authorities in Malaysia to enhance their local governance is still under research. This study was carried out with the objectives to analyse the initiatives of Perbadanan Putrajaya, a local authority responsible of managing Putrajaya in incorporating ICT in its local governance. It also explored the trends in local governance and find out how ICT affected these trends. Furthermore, it's determined the factors that underpinned Perbadanan Putrajaya to incorporate ICT in its governance. An interview was conducted with the Deputy Director of the Information System Division and observations were also made with regards to the community portal of Perbadanan Putrajaya, MyPutrajaya.net. The findings suggested that the implementation of the ICT Master Plan and the community portal were the major initiatives taken by Perbadanan Putrajaya in incorporating ICT in its local governance. Moreover, all the six local governance trends examined namely integrated, transparent, developmental, strategic, networking and promotional did exist and ICT had enhanced them further. Finally, it was concluded that policy, economy and technology are the important factors that underpinned the capability of Perbadanan Putrajaya to incorporate ICT in its local governance

    The current research intended to explore whether the religiosity play any critical role in influencing the work ethic of the employee. A lot of research that conducted in the area of the work ethic finds that there is a relationship between religiosity and work ethic. Zhu (2009) for example find that Confucian ethics are emphasis by Chine marketing managers while Parbooteah et al. (2009) finds that the cognitive, affective and the behavioural component of religion are negatively related to unethical practices. However, many of this research conducted are concentrated on the non-Islamic belief such as Confucius and Christianity while Islamic belief is widely missing in literature. Therefore, the current interested to examine the influence of Islamic work ethics among the employees of the bank. This study will review the fundamentals and the pillars of Islamic work ethic and investigates the empirical studies conducted on the banks in Malaysia. This research will extend the previous study by using a survey on the employees that works in conventional and Islamic banks. The sampling techniques is based on the systematic random sampling. In term of data analysis, descriptive analysis and inferential statistics will employed frequency, mean and other relevent statistical method to explain Islamic work ethic of the banks' employee generally, and to achieve the objectives of the study particularly. This study however only restricted to the full fledges Islamic and conventional banks and excluding the bank with a dual system. In addition, the sample selected only located in high density commercial areas in Malaysia, namely Klang Valley

    Menurut kajian yang dilakukan di kalangan 160 orang eksekutif di sekitar bandar raya New York pada tahun 1992, gangguan seksual didapati meningkat ke tangga ketiga sebagai salah satu masalah yang paling kritikal di tempat kerja selepas isu ganjaran dan keselamatan kerja (Stockdale, 1996). Namun, kejadian gangguan seksual bukan sahaja berlaku di negara barat, tetapi juga di Malaysia. Ini berdasarkan maklumat mengenai insiden gangguan seksual yang diutarakan di antara tahun 1986 hingga 2002 oleh para penyelidik dan media massa dalam negara (Ahmad Fauzi,1999; Arnree,2001;Badriyah,1988;Banyak kes gangguan,1999; Khairunnisa, 1997a,b,c,d,e; Mat Lazim Salleh, 1999; Mazlinda, 1999/2000; Nor Affizar,2001;Ramlah,1999;Sabitha, 1998; 1999a,b,c; 2000a,b,c,d; 2000a,b; 2002a,b,c; 'Sexual Harassmerzt', 1996).     Penelitin ini dilakukan di rumah sakit umum daerah arifin ahmad provinsi riau (studi kasus rawat inap kelas III). Tujuan penelitian ini adalah untuk mengetahui efektifitas pelayanan administrasi pada RSUD Arifin Ahmad Khususnya Ruang Rawat Inap Kelas III. Jenis penelitian dalam skripsi ini adalah jenis penelitian deskiptif analisis dimana data deskriptif jawaban responden dan di analisa oleh penulis. Yang menjadi populasi ini adalah jumlah Ex. Pasien (Bekas Pasien) yang dirawat pada ruang rawat inap kelas III per agustus 2012 sebanyak 12145 orang. Untuk keperluan penelitian di perlukan sampel berjumlah 100 orang. Dari hasil penelitan lapangan dan pembahasan melalui penyebaran questioner,observasi, serta interview terhadap responden maka secara garis besar dapat diambil kesimpulan bahwa efektifitas pelayanan yang di berikan atau dilakukan oleh pegawai, perawat maupun dokter pada RSUD Arifin Ahmad Khususnya Ruang Rawat Inap Kelas III yaitu pelayanan yang kurang baik dan pada akhirnya menyebabkan proses pelayanan itu sendiri menjadi terhambat. Adapun faktor yang menghambat pelaksanaan efektifitas pelayanan administrasi pada RSUD Arifin Ahmad Khususnya Ruang Rawat Inap Kelas III : Kurangnya Informasi persyaratan dan prosedur, sikap pegawai ataupun perawat yang kurang Ramah, Kurangnya Sarana dan Prasarana serta Kompetensi dalam memberikan pelayanan yang masih rendah

    The aim of this study was to investigate the relationship between Organization's CSR Programs and Employees' Organizational Commitment and Psychological Well¬ Being. 246 employees Standard Chartered Headquarter in Kuala Lumpur whose age range from 23 to 50 years participated in this study. Self administrated questionnaire was used to collect the information on demographic, organization's CSR programs, employees' organizational commitment and psychological well-being. Both descriptive and inferential statistic were applied to analyze the data collected. Pearson correlation coefficient was used to examine the relationship between organization's CSR programs and employees' organizational commitment. Similar inferential statistic also was applied to seek the relationship between organization's CSR programs and psychological well-being. The results yielded that, relationship between organization's CSR programs and employees' organizational commitment showed a significant relationship with low weak correlation (r=0.169, p=0.008). Similarly with organization's CSR programs and psychological well-being, the correlation also showed a low weak correlation (r=0.235, p=0.00 1)

    Tax education has always been one of central focus to the tax authority in Malaysia. It reflects the commitment of the agency to educate taxpayer in every possible ways. The objective of this study is to determine whether tax education program tax implemented by the tax authority does effect the compliance among the taxpayers. The sample was randomly selected from population with 60 responses. It was found that taxpayers really used the information on tax education wisely. Although it still need some improvement, it is still the best practise to encourage more people to know and learn about tax. It also shows that the taxpayers have a good perception toward tax education programmed. For future research, this study suggests the positive perception towards tax education programmed of the taxpayer need to be enhanced to give the taxpayers more exposure on tax education programme

    This study aimed to identify the common issues frequently raised in the Auditor General’s reports and to investigate whether the levels of inefficiencies quoted in the Auditor General’s reports keep increasing or decreasing during the period of investigation. This study was based on the secondary data of Auditor’s General report and was supported with feedback reports received from the ministry, department, state, and agency of the government. This study found that not in compliance with procedures recorded the highest issues highlighted in the Auditor General’s report, followed by the procurement and asset management. In addition, all the issues showed a decreasing trend for both federal government and statutory bodies, indicated an improvement in the efficiencies of management and higher accountability have been demonstrated by the civil servants

    A modified kohonen self-organizing map (KSOM) clustering for four categorical data

    The Kohonen Self-Organizing Map (KSOM) is one of the Neural Network unsupervised learning algorithms. This algorithm is used in solving problems in various areas, especially in clustering complex data sets. Despite its advantages, the KSOM algorithm has a few drawbackssuch as overlapped cluster and non-linear separable problems. Therefore, this paper proposes a modified KSOM that inspired from pheromone approach in Ant Colony Optimization. The modification is focusing on the distance calculation amongst objects. The proposed algorithm has been tested on four real categorical data that are obtained from UCI machine learning repositoryIris, Seeds, Glass and Wisconsin Breast Cancer Database. From the results, it shows that the modified KSOM has produced accurate clustering result and all clusters can clearly be identified
