Pollution control in a decentralized economy : which level of government should subsidize what in Brazil
Subsidies in Brazil essentially serve three purposes: (i) if assigned to the right level of government, they could reinforce the effectiveness of pollution taxes in reducing pollution; (ii) they offer an opportunity foradditional combinations of instruments and hence more flexibility in dealing with specific institutional characteristics of every state; and (iii) they can serve a purely"public relations"affect by showing that the federal government does not always rely on"sticks"but can also provide"carrots."The authors have four main messages of relevance to the Brazilian economy. First, carrots will not work without a stick. Subsidies of any type will not work without a coexisting pollution tax. Second, some carrots are better than others at achieving the government's objectives. In general, a state abatement subsidy is the more effective instrument to combine with a pollution tax. But when federal or state inspection capabilities are limited, monitoring subsidies may be an effective substitute. Third, increasing abatement subsidy rates can be counterproductive - tending to increase firm investment more than necessary and hence reduce the pollution tax base, while increasing subsidy costs. This can worsen the monitoring and inspection efforts and fiscal revenue. Finally, it is more effective to keep subsidy rates low if they are to be effective and sustainable and at the same time get the endorsement needed from state and federal fiscal administrations.Environmental Economics&Policies,Water and Industry,Pollution Management&Control,Public Sector Economics&Finance,Taxation&Subsidies

On p-Dunford integrable functions with values in Banach spaces

En segundo lugar, analiza dos formas actuales de la “postmodernidad” en las que dicho legado ha sido transformado: el “pensamiento de la diferencia” de J.-F. Lyotard, que reconstruye desde otra perspectiva la indisponibilidad del acontecer, y el pragmatismo americano de R. Rorty, que reduce de forma naturalista tal indisponibilidad del acontecer. En tercer lugar, el autor intenta justificar que el pensamiento francés de la diferencia (ejemplificado en Lyotard) es coherente desde el punto de vista normativo y que el ejemplo de Rorty es paradigmático de un insostenible relativismo. Finalmente, el autor defiende una concepción trágica de la diferencia, con y más allá de Lyotard, así como contra la nueva ilustración de Habermas y Apel.The article aims, first, redirect the legacy heidegeriano taking as theme criticism of that legacy to the technical will of modernity. Second, analyzes two current forms of "postmodernism" in which that legacy has been transformed: "Thinking of difference" of J.-F. Lyotard, which reconstructs from another perspective unavailability events, and pragmatism American R. Rorty, which reduces naturalistically such unavailability events. Thirdly, the author attempts to justify the French thought of the difference (as exemplified by Lyotard) is consistent from the normative point of view and that Rorty is paradigmatic example of an unsustainable relativism. Finally, the author advocates a tragic conception of difference, starting from Lyotard and criticizing the new illustration of Habermas and Apel
A Modified Version of the IEEE 39-bus Test System for the Day-Ahead Market
Reaching net-zero emissions within the proposed time requires an enormous effort from the energy sector, and it is even more challenging for the electricity infrastructure. This article offers a modified version of the IEEE 39-bus system specifically created to allow zonal day-ahead market (ZDAM) simulations. The system representation is based on the original version of the IEEE 39-bus system but considers the integration of renewable energy resources (RES) in the generation mix: solar and wind. Hourly time series are used to define load profiles and wind and solar power generation. The zonal dayahead energy market information has been created by solving the optimisation problem. Numerical results of the proposed power test system are provided for the yearly ZDAM and steady-state performance, in N and N-l conditions, respectively, through Pyomo and DIgSILENT PowerFactory features
Development of the Zimbabwe family planning program
Family planning was introduced in Zimbabwe as a voluntary movement in the 1950s. Volunteers formed a Family Planning Association in the mid-1960s. The government became interested in family planning in the late 1960s after analysis of the 1961 population census. It gave the Family Planning Association an annual grant, allowed contraceptives to be available through Ministry of Health facilities, and allowed nonmedical personnel to initiate and resupply family planning clients with condoms and pills. But before Zimbabwe achieved independence in 1980, family planning was viewed with great suspicion by the black majority, so the program's effectiveness was limited to the urban few. A new era began after independence. The new government took over theFamily Planning Association and changed its outlook completely. Through government and international donor support, the family planning program was restructured and expanded. The number of family planning personnel more than doubled in some units. More service delivery points were set up - particularly in rural areas. And the information, education, and communication and evaluation and research units were established. Through a World Bank-assisted project (with grant funding from Norway and Denmark), the Ministry of Health began strengthening its family planning capabilities. These efforts helped increase the contraceptive prevalence rate from about 14 percent in 1982 to 43 percent in 1988. But the program's growth is beginning to stall. More effort and resources are needed if the program is to grow or even maintain its present status. Particularly important are the following: designing innovative strategies to reach hard-to-reach populations; giving more emphasis to information, education, and communication, especially for men and youths, using multimedia; involving other sectors in the delivery of family planning services; broadening the mix of contraceptive methods (especially promoting long-term and permanent methods); making use of alternative family planning delivery systems, such as the use of depot holders, volunteers, and government extension workers; establishing a national population policy; and considering cost recovery and other measures for self-sustainment and program growth.Agricultural Knowledge&Information Systems,ICT Policy and Strategies,Gender and Health,Health Monitoring&Evaluation,Adolescent Health
Cataclysmic variables from a ROSAT/2MASS selection. I, Four new intermediate polars
We report the first results from a new search for cataclysmic variables (CVs) using a combined X-ray (ROSAT)/infrared (2MASS) target selection that discriminates against background active galactic nuclei. Identification spectra were obtained at the Isaac Newton Telescope for a total of 174 targets, leading to the discovery of 12 new CVs. Initially devised to find short-period low-mass-transfer CVs, this selection scheme has been very successful in identifying new intermediate polars. Photometric and spectroscopic follow-up observations identify four of the new CVs as intermediate polars: 1RXS J063631.9+353537 P(orb)similar or equal to 201 min, P-spin= 1008.3408 s or 930.5829 s), 1RXS J070407.9+262501 (P(orb)similar or equal to 250 min, P-spin= 480.708 s) 1RXS J173021.5-055933 (P-orb= 925.27 min, P-spin= 128.0 s), and 1RXS J180340.0+401214 (P-orb= 160.21 min, P-spin= 1520.51 s). RX J1730, also a moderately bright hard X-ray source in the INTEGRAL/IBIS Galactic plane survey, resembles the enigmatic AE Aqr. It is likely that its white dwarf is not rotating at the spin equilibrium period, and the system may represent a short-lived phase in CV evolution

arm is supplied when movement intention is detected from the electroencephalographic signal. The detection relies on the combined analysis of two movement related cortical patterns: the event-related desynchronization and the bereitschaftspotential. Results with two healthy subjects and three chronic stroke patients show that reliable EEG-based estimations of the movement onsets can be generated (on average, 66.9 % (std: 26.4) of the movements are detected with 0.42 (std: 0.17) false activations per minute) which in turn give rise to electrical stimuli providing sensory feedback tightly associated to the movement planning (average detection latency of the onsets of the movements was 54.4 (std: 287.9 ms)).Peer Reviewe
