IMPLEMENTASI KEBIJAKAN BANTUAN LANGSUNG TUNAI DANA DESA BAGI MASYARAKAT MISKIN YANG TERDAMPAK COVID-19 DI DESA SIDOREJO KECAMATAN SAWAHAN KABUPATEN NGANJUK
This research describes, analyzes and interprets the implementation of the Village Fund Cash Direct Assistance Policy for the community in Sidorejo village, especially the poor community during the Covid-19 outbreak. The research method used is a qualitative method with a case study approach. The results of the research are that (1) the implementation of policies in the decision mentality approach from the village government is related to the determination of residents who are entitled to receive BLT Village Funds based on the results of village deliberations involving the Village Head and BPD. In addition, it is also based on provisions from the central government that BLT DD recipients are not PKH participants, but the reality on the ground is that there are still many PKH recipients who receive BLT DD. This attitude shows that there is a mentality that shows that the village government is less careful in data collection and on the other hand the mentality of the people who like to take advantage of this momentum to increase personal benefits. (2) the implementation of the policy in the system approach approach shows that the flow and mechanism of data collection have been carried out in accordance with applicable regulations, where the phase I distribution system of village funds has been running well. (3) the implementation of the policy in the collaborative network approach shows that there is still a lack of understanding between the Village Government as the implementer of the BLT DD policy and the community as the recipient of the BLT DD, where there are still people who are participating in the PKH program who in fact still receive BLT DD. This shows a lack of awareness from the community and on the other hand the lack of a validation process from the village government
IMPLEMENTASI KEBIJAKAN PARIWISATA DI DESA KALIPUCANG KECAMATAN TUTUR KABUPATEN PASURUAN
Kalipucang Village as one of the tourist village areas has tremendous potential in tourism development. However, the socio-economic conditions of the community tend to be relatively simple, so it is necessary to carry out an in-depth analysis of the implementation of tourism policies in Kalipucang Village, Tutur District, Pasuruan Regency. The purpose of this research is to find out what form of Tourism Policy Implementation in Kalipucang Village is in line with the theory of George and Edward III. This study used a qualitative approach with data collection techniques in the form of observation, interviews with the village government, Pokdarwis and local communities and documentation. The results showed that the implementation of the tourism policy in Kalipucang village has been implemented well. The communication carried out by the Policy Actor (Village Government) with the community is quite good with the openness of the problems faced. Natural resources are so abundant that the people of Kalipucang Village are enthusiastic in developing the Tourism Village so that it is more famous and visited by many domestic and foreign tourists. The problems faced by the people of Kalipucang Village are the not yet optimal work in each field, especially the tourism sector due to limited capital, inadequate tourism supporting facilities and infrastructure, as well as tourist destinations that are not well organized. The supporting factors that exist include the variety of tourism potentials available, the support of local management and community leaders, cooperation between community members and a very strong kinship and mutual cooperation attitude
MSN-APPROACH DALAM IMPLEMENTASI KEBIJAKAN BANTUAN LANGSUNG TUNAI DANA DESA DI DESA LAMBANGKUNING KECAMATAN KERTOSONO KABUPATEN NGANJUK
Penelitian ini bertujuan mendeskripsikan, menganalisis dan menginterpretasikan implementasi Kebijakan BLT Dana Desa di desa Lambangkuning dengan menggunakan pendekatan Mentality, system, dan networking. Penelitian menggunakan metode kualitatif dengan pendekatan studi kasus. Hasil dari penelitian menunjukkan bahwa (1) implementasi kebijakan dalam perpektif mentality sikap, perilaku, maupun tanggungjawab aparatur Pemerintah Desa sudah mengarah pada adanya sikap peduli terhadap derita yang dialami warganya, perilaku yang penuh tanggungjawab dengan terus mengawal warganya yang sesuai kriteria agar mendapatkan haknya secara penuh dan BLT DD tersalurkan secara tepat baik dari segi sasaran maupun waktunya. Namun sikap, perilaku, maupun tanggungjawab dari sisi warga menunjukkan fakta bahwa warga yang berprofesi sebagai buruh tani mentalitasnya cenderung semakin tergantung dengan adanya BLT DD. (2) implementasi kebijakan Dalam perspektif system, proses penetapan Keluarga Penerima Manfaat (KPM) sudah sesuai dengan regulasi baik di tingkat pusat maupun di tingkat desa dengan mengedepankan nilai-nilai budaya lokal melalui musyawarah mufakat yang tercermin dengan dilaksanakannya musyawarah desa khusus penetapan KPM BLT DD. (3) implementasi kebijakan dalam perpektif networking sudah berjalan baik kecuali pada aspek kemitraan strategis, yakni belum terlihat kemitraan strategisnya dalam implementasi Kebijakan BLT DD bahkan cenderung sering terjadi konflik kepentingan terutama antara Kepala Desa, Ketua RT dan BPD dalam proses penetapan calon penerima BLT DD. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
