    Rarement abordée par les internationalistes, la question des « changements pacifiques » du droit a fait l’objet d’une analyse détaillée dans le seizième volume de cette Revue (1). Son auteur, Vladimiro Degan, se penche sur la capacité de l’ordre juridique international de s’adapter aux transformations des relations internationales. L'auteur analyse trois facteurs principaux qui caractérisent l’évolution récente de la communauté internationale et qui permettent de jeter un regard nouveau sur l’analyse de Vladimiro Degan: le rôle des organisations internationales, le rôle du juge international, et la nouvelle approche concernant l'"adaptation" des règles internationales.Rarely treated by international legal scholars, the issue of "peaceful change" has been discussed in vol XVI of this Journal. The author, Vladimiro Degan, dealt with the capacity of the international legal order to adapt to the transformations of international relations. The present contribution analyses three main factors characterising the evolution of present international community that put into a new light the analysis of Vladimiro Degan. These are the role of international organizations, the role of international courts and tribunals, and the new approach to the adaptation of existing international rules

    This paper aims to make a historiographical study about the foundation and development of the Italian child neuropsychiatry through the work of Sante De Sanctis by a systematized survey of documentary sources and its treatment with qualitative techniques of critical discourse analysis. Some aspects of his work were investigated, such as the study of dreams; and the impact of his research was measuredin the context of local production and the scope at the international level. Likewise, this study searches for traces of his hard work disciple —Lanfranco Ciampi— in Rosario (Argentina), who devoted his life to the social adaptation of the mentally ill child. The first hypothesis that guides this research argues that the most studied facts of the work of De Sanctis, his contributions to the Child Neuropsychiatry did not reflect the prolific spirit of the author. The second hypothesis, derived from the previous one, states that the pluralistic approach of the studies of De Sanctis about the psychophysical reality of man allowed him to achieve worldwide recognition of doctors, psychiatrists and psychologists.     The aim of this research was to conduct a survey of Lanfranco Ciampi's work in the city of Rosario, Santa Fe, Argentina. This work studied his formation in neuropsychiatry, the subsequent relationship with his teacher Sante de Sanctis, and his institutional development that included the foundation of the First School for Mentally Retarded Children in Argentina and the first chair of Child Neuropsychiatry in the world. For this, the concepts of educability and dangerousness, ?key points in the work of the author? were analyzed to evaluate their application in the institutional designs of the Faculty of medicine, pharmacy and other Branches of Medical Sciences of the Universidad Nacional del Litoral and the headquarters of the League for Mental Health in Rosario. Methodologically, it is a retrospective ex post facto research for which documentary sources are studied through qualitative techniques of critical discourse analysisEl objetivo de la presente investigación fue llevar a cabo un relevamiento de la obra de Lanfranco Ciampi en la ciudad de Rosario (Santa Fe, Argentina). Se indagó sobre su formación en neuropsiquiatría, la posterior relación con su maestro Sante de Sanctis y su desempeño institucional, que incluyó la fundación de la primera escuela para niños retardados de la argentina y de la primera cátedra de Neuropsiquiatría Infantil del mundo. Se indagaron aspectos poco abordados de su obra como el estudio de los sueños y se midió el impacto de sus investigaciones en el contexto de producción local y los alcances en el plano internacional. Asimismo, se rastrearon indicios de la empresa que Lanfranco Ciampi —su discípulo—, acometió en Rosario (Argentina), quien se dedicó a la adaptación social del niño mentalmente enfermo.     In this article, the author highlights the importance of the engineering talents, with which engineers blend their technical abilities to bring forth the most yearned-for experiences.Engineers, who are also game designers, are the ones in the foreground. Technology and creativity blend to make this world interactive. This world fascinates and educates individuals. The article provides an insight into engineering and imagination, which challenges the conventional rule and lead to the creation of those virtual surroundings which the gamers prefer throughout the globe. Gaming has had an immense impact on society both negatively and positively. By relevant engineering accomplishments in game development, the author emphasizes the contribution of engineers to the evolution of our society as a whole. Ultimately, he concludes that game design is a content of our future, which brings changes onto the way of playing, studying and communicating. Readers would be urged to explore the interplay of engineering and game design thinking and the way in which this interaction molds and shapes our surroundings

    Catalytic Hydrogen Evolution by Fe(II) Carbonyls Featuring a Dithiolate and a Chelating Phosphine

    abstract: Two pentacoordinate mononuclear iron carbonyls of the form (bdt)Fe(CO)P[subscript 2] [bdt = benzene-1,2-dithiolate; P[subscript 2] = 1,1′-diphenylphosphinoferrocene (1) or methyl-2-{bis(diphenylphosphinomethyl)amino}acetate (2)] were prepared as functional, biomimetic models for the distal iron (Fe[subscript d]) of the active site of [FeFe]-hydrogenase. X-ray crystal structures of the complexes reveal that, despite similar ν(CO) stretching band frequencies, the two complexes have different coordination geometries. In X-ray crystal structures, the iron center of 1 is in a distorted trigonal bipyramidal arrangement, and that of 2 is in a distorted square pyramidal geometry. Electrochemical investigation shows that both complexes catalyze electrochemical proton reduction from acetic acid at mild overpotential, 0.17 and 0.38 V for 1 and 2, respectively. Although coordinatively unsaturated, the complexes display only weak, reversible binding affinity toward CO (1 bar). However, ligand centered protonation by the strong acid, HBF[subscript 4]·OEt[subscript 2], triggers quantitative CO uptake by 1 to form a dicarbonyl analogue [1(H)-CO][superscript +] that can be reversibly converted back to 1 by deprotonation using NEt[subscript 3]. Both crystallographically determined distances within the bdt ligand and density functional theory calculations suggest that the iron centers in both 1 and 2 are partially reduced at the expense of partial oxidation of the bdt ligand. Ligand protonation interrupts this extensive electronic delocalization between the Fe and bdt making 1(H)[superscript +] susceptible to external CO binding
