The Role of the Village Government in Assisting the Acceleration of the Covid-19 Vaccination Program in Lalang Village, Sunggal District, Deli Serdang Regency, North Sumatra Province
63 HalamanMasuknya virus Covid-19 ke Indonesia membuat pemerintah Indonesia gencar mengeluarkan aturan-aturan yang bertujuan untuk mencegah agar virus tersebut tidak menular, salah satu aturan yang diberlakukan adalah vaksinasi. Namun, ada juga masyarakat yang menolak vaksinasi tersebut, hal itu disebabkan akibat banyaknya tersebar disinformasi terkait vaksinasi. Peranan pemerintah desa menjadi salah satu peranan yang paling diharapkan, karena pemerintah desa yang paling dekat dengan masyarakat. Penulis bertujuan untuk melakukan penelitian mengenai peranan Pemerintah Desa Lalang, Kecamatan Sunggal, Kabupaten Deli Serdang dalam membantu percepatan program vaksinasi Covid-19, kemudian apasaja faktor yang mendukung ataupun menghambat Pemerintah Desa Lalang dalam membantu mempercepat program vaksinasi Covid-19. Penulis menggunakan metode penelitian kualitatif, dikarenakan akan mempermudah penyesuaian dengan kenyataan yang sesungguhnya. Untuk mengetahui peranan pemerintah desa, penulis menggunakan dimensi jenis peranan menurut David Berry untuk mengetahui peranan yang dilakukan Pemerintah Desa Lalang. Hasilnya, bahwa peranan pemerintah desa sudah cukup baik dalam membantu percepatan program vaksinasi, jika diukur dari dua indikator yaitu; peranan individu dan peranan kelompok. Faktor yang mendukung peranan pemerintah desa yaitu sumber daya manusia yang memadai dan ketepatan waktu pelaksanaan, adapun faktor yang menghambat ialah adanya masalah teknis terkait vaksin, ketakutan yang dialami masyarakat akibat efek disinformasi, dan ketidak pedulian masyarakat terhadap Covid-19. The entry of the Covid-19 virus into Indonesia prompted the Indonesian government to issue regulations aimed at preventing the virus from being transmitted, one of which was vaccination. However, there are also people who refuse the vaccination, this is due to the spread of disinformation related to vaccination. The role of the village government is one of the most expected roles, because the village government is the closest to the community. The author aims to conduct research on the role of the Lalang Village Government, Sunggal District, Deli Serdang Regency in helping to accelerate the Covid-19 vaccination program, then what are the factors that support or hinder the Lalang Village Government in helping to accelerate the Covid-19 vaccination program. The author uses qualitative research methods, because it will make it easier to adjust to the actual reality. To determine the role of the village government, the author uses the dimensions of the type of role according to David Berry to determine the role played by the Lalang Village Government. The result is that the role of the village government is quite good in helping to accelerate the vaccination program, when measured from two indicators, namely; individual roles and group roles. Factors that support the role of the village government are adequate human resources and timeliness of implementation, while the inhibiting factors are the technical problems related to vaccines, the fear experienced by the community due to the effects of disinformation, and the public's indifference to Covid-19

99 HalamanKinerja pegawai merupakan hal yang kursial, desa mangkai baru jika dilihat
dalam konteks yang lebih kecil keadaan dan kondisi desa ini cukup tertata, hanya
saja kinerja pegawai nya masi belum efektif dalam memberi pelayanan kepada
masyarakat. Fakta lapangan yang ada menjadi pendorong penulis untuk
mengangkat judul ini kedalam sebuah penelitian guna untuk mengetahui
bagaimana strategi kepala desa dalam meningkatkan kinerja pegawai, serta apa
saja faktor penghambat kepala desa dalam meningkatkan kinerja pegawai, untuk
melihat strategi kepala desa, penulis menggunakan teori strategi menurut Grant
(1999:21) yaitu strategi sebagai pengambilan keputusan, strategi koordinasi dan
komunikasi, dan target. Metode penelitian yang digunakan yaitu metode kualitatif
pendekatan deskriptif dengan teknik pengumpulan data menggunakan wawancara,
observasi dan dokumentasi. Informan dalam penelitian ini melibatkan kepala desa,
sekretaris desa, kasi kesejahteraan, kasi pemerintahan, serta beberapa masyarakat
desa mangkai baru. Berdasarkan hasil penelitian yang diproleh bahwa strategi
kepala desa dalam meningkatkan kinerja pegawai sudah dijalankan dengan baik
dalam memberikan pelayanan kepada masyarakat. Adapun faktor penghambat
kepala desa dalam meningkatkan kinerja pegawai yaitu masi kurangnya sumber
daya manusia aparatur pemerintah desa dan pendidikan yang ada. village are quite orderly, it's just that the performance of its employees is still not

and targets. The research method used is a qualitative descriptive approach with

Informants in this study involved village heads, village secretaries, heads of
welfare, heads of government, as well as several Mangkai Baru village
communities. Based on the research results obtained, the village head's strategy
in improving employee performance has been carried out well in providing

81 HalamanPenelitian dilatarbelakangi oleh Peranan Pejabat Sementara (PJS) Kepala Desa Dalam Menjalankan Tugas Pokok Dan Fungsi Di Desa Sitoluama Kecamatan Laguboti Kabupaten Toba, dalam peranan Pejabat Sementara (PJS) belum sepenuhnya terlaksana Perannya sebagai pengganti Kepala desa, hal ini dapat dilihat dari Peranan sebagai hubungan Antar pribadi, Peranan yang berhubungan dengan informasi, Peranan sebagai Pembuat Keputusan adapun yang menjadi faktor penghambat dari permasalahan diantaranya mengenai Rendahnya sumberdaya Manusia, Minimnya fasilitas Kantor Kepala Desa Sitoluama, Kurangnya Bimbingan Aperatur desa Sitoluama. Penelitian ini bertujuan untuk mengetahui Peranan Pejabat Sementara (PJS) dalam menggantikan Kepala Desa Sitoluama dalam menjalankan Tugas Pokok dan Fungsinya, dan adapun tujuan lainnya ialah mengetahui apa saja faktor Penghambat yang dihadapi Pejabat Sementara (PJS) dalam tugasnya menggantikan Kepala Desa Sitoluama. Penelitian menggunakan Metode penelitian kualitatif pendekatan deskriptif. Sumber Data dikumpulkan berdasarkan teknik pengumpulan data yaitu observasi, wawancara, dokumentasi dan triangulasi data. Penulis mengambil teori dari Henry Mintzberg. Berdasarkan hasil penelitian yang dilakukan oleh Penulis maka hasil Skripsi peneliti ialah, sudah cukup membantu dan mampu melaksanakan Tugas dan Fungsinya sebagaimana Tugas yang diberikan Kepada Kepala Desa telah dikerjakan dengan cukup baik, namun belum maksimal menjalankan tugas dan fungsinya sebagai Pejabat Sementar Kepala desa Kedispilinan pada saat jam kerja, kurangnya bersosialisasi kepada masyarakat desa Sitoluama, dan juga kurang maksimal menyelesaikan masalah-masalah yang ada di desa Sitoluama. tindakan masyarakat dalam kesehariannya akan berpengaruh terhadap kebersihan dan
kualitas lingkungan. Tetapi fenomena dilapangan masih terdapat banyak masyarakat
yang tidak ikut serta dalam melakukan kebijakan gotong royong yang telah
pemerintah lakukan di Kelurahan Sei Kera Hilir II. Fakta lapangan yang ada mejadi
dorongan penulis untuk mengangkat judul ini ke dalam sebuah penelitian guna
untuk mengetahui Bagaimana peranan pemerintah kelurahan dalam meningkatkan
partisipasi masyarakat dalam program gotong royong di Kelurahan Sei Kera Hilir
II dan Apa saja hambatan pemerintah kelurahan dalam meningkatkan partisipasi
masyarakat dalam program gotong royong di Kelurahan Sei Kera Hilir II. Penulis
menggunakan teori peranan menurut Suhardono yaitu peranan sebagai mobilisator,
peranan sebagai motivator, peranan sebagai regulator. Penelitian ini adalah
deskriptif kualitatif. Metode pengumpulan data menggunakan metode wawancara,
observasi, dokumentasi. Informan dalam penelitian ini ialah lurah, sekertaris lurah,
kasi pemerintahan, kasi pembangunan dan masyarakat. Peran pemerintah lurah
terhadap pelaksanaan kegiatan gotong royong sudah berjalan dengan baik dalam
memberikan arahan serta motivasi untuk melaksanakan kegiatan gotong royong.
Adapun faktor penghambat ialah tidak peduli karena sudah ada yang mewakilkan
untuk bergotong royong. Society and the environment are something that cannot be separated from people's

Perancangan Interior Pesantren Modern Al-Ihsan di Bandung Barat : Interior Planning Al-Ihsan Islamic Modern Boarding School In West Bandung
ABSTRAK
Boarding school merupakan sekolah dengan sistem asrama, seiring berjalannya waktu semakin banyak yayasan yang mendirikan Boarding School sehingga Boarding school sendiri tidak lagi asing didengar, dan semakin berjalanya waktu Boarding School sendiri menjadi tren sekolah yang dituju oleh para orangtua juga para murid, dikarenakan sistem yang ditawarkan mampu menjaga juga membina siswa secara full day. Dalam proyek tugas akhir ini perancangan yang diambil merupakan Boarding School yang berbasis Islami yaitu Pesantren Modern Al-Ihsan di Bandung. Penulis membatasi proyek perancangan Boarding School ini dengan hanya mengambil beberapa gedung diantarnya gedung sekolah, gedung utama fasilitas kantor, perpustakaan dan asrama. Tujuan dari perancangan proyek tugas akhir ini adalah untuk menjawab permasalahan dan melengkapi fasilitas yang terdapat di pesantren Modern Al-Ihsan sebelumnya, diantaranya standar ergonomi, pensuasanaan yang islami, juga konfigurasi dengan lingkungan sekitar.
Dalam menjawab permasalahan tersebut maka tema yang dipakai yaitu “independent and modern Islamic school” dengan konsep “Tropis Kontemporer design” semuanya ditinjau dari beberapa aspek. Berdasarkan aspek lokasi, aspek Instansi, aspek Islami. Penerapan tema dan konsep salah satunya dari segi material lokal yang mudah didapat, pemanfaatan vegetasi lokasi yang mampu berkonfigurasi dengan interior, juga pensuasanaan secara Islami yang di ambil dari nilai-nilai Islami itu sendiri
Hasil perancangan dengan tema dan konsep ini diharapkan dapat menjawab permasalahan-permasalahan yang ada pada Pesantren Modern Al-Ihsan.

ABSTRACT
Boarding school is a school with a dormitory system, as time goes by more and more foundations are establishing Boarding Schools so that the Boarding School itself is no longer foreign to be heard, and the Boarding School\u27s own time becomes a school trend aimed by parents and students, because the system is offered able to also maintain full day students. In this final project the design taken is an Islamic-based Boarding School namely Al-Ihsan Modern Islamic Boarding School in Bandung. The author limits the design of this Boarding School project by only taking a number of buildings, including the school building, the main building of office facilities, a library and a dormitory. The purpose of the design of this final project project is to answer the problems and complete the facilities contained in the Al-Ihsan Modern pesantren before, including ergonomic standards, Islamic understanding, as well as configuration with the surrounding environment. In answering these problems, the theme used is "independent and modern Islamic school" with the concept of "Tropical Contemporary design" all in terms of several aspects. Based on location aspects, Institutional aspects, Islamic aspects. The application of themes and concepts is one of them in terms of easy-to-obtain local material, utilization of location vegetation that is able to configure the interior, as well as Islamic identification which is taken from Islamic values themselves. The results of the design with this theme and concept are expected to be able to answer the problems that exist in Al-Ihsan Modern Islamic Boarding School.

Wali Nagari's Role in Infrastructure Development in Nagaro Sungai Aua, Sungai Aur District, West Pasaman Regency
56 HalamanPemerintahan Nagari adalah wujud otonomi daerah, yang merupakan
pemerintahan terendah sebagai pengganti pemerintahan desa yang dipimpin oleh
Wali Nagari. Pemerintahan Nagari merupakan sebuah sistem yang sangat otonom
dan tumbuh berakar di negeri ini. Dan telah memberi warna tersendiri terhadap
pembentukan watak dan karakter masyarakat minangkabau. Di Nagari Sungai
Aua Kecamatan Sungai Aur Kabupaten Pasaman Barat pembangunan
infrastruktur seperti pembangunan jalan ke kebun, jalan ke Nagari namun
pelaksanaannya belum maksimal, terkesan lambat dan kurang merata dalam
pelaksanaannya. Peranan Wali Nagari sampai saat ini di rasakan masih kurang,
hal ini berkaitan erat dengan kemampuan Wali Nagari dalam penyelenggaraan
Wali Nagari yang dianggap masih kurang adanya kerjasama antar aparat
pemerintah terlebih antara aparat dengan masyarakat Tujuan dari penelitian ini
ialah untuk mengetahui peranan Wali Nagari dalam pemerataan pembangunan
infrastruktur di Nagari Sungai Aua Keacamatan Sungai Aur Kabupaten Pasaman
Barat. Metode Penelitian ini menggunakan metode penelitian Deskriptif Kualitatif
melalui teknik wawancara, observasi, serta dokumentasi. Hasil penelitian
menunjukkan bahwa peran Wali Nagari dalam pembangunan infrastruktur di
Nagari Sungai Aua sudah cukup optimals, hal ini dapat dilihat berdasarkan
peraturan Menteri dalam negeri no 114 tahun 2014 tentang pedoman
pembangunan desa terdapat 3 indikator sebagai pengukur pelaksanaan
pembangunan yakni perencanaan, pelaksanaan, pengawasan dan pemantauan.
Dalam penelitian ini penulis juga menggunakan teori Kozair (dalam Sitorus,
2006:134) tentang peranan untuk membahas peranan Wali Nagari Sungai Aua.

menunjukkan pelayanan publik yang baik, hal ini dibuktikan dari segi prosedur
pelayanan yang sulit, dimana prosedur adalah tata cara pelayanan yang dibakukan bagi
penerima pelayanan. Prosedur pelayanan merupakan proses yang harus dilalui seorang
pelanggan untuk mendapatkan jasa pelayanan yang diperlukan. Segi pelayanan yang tidak
tepat waktu dalam penyelesaian pelayanan. Adapun tujuan yang ingin dicapai dari
penelitian ini adalah untuk Mengetahui Pelayanan Publik Pada Biro Perekonomian
Sekretariat Daerah Provinsi Sumatera Utara. Untuk Mengetahui Hambatan Pelayanan
Publik Pada Biro Perekonomian Sekretariat Daerah Provinsi Sumatera Utara. Menurut
Sinambela (2006:3), menyatakan pada dasarnya setiap manusia membutuhkan pelayanan,
bahkan secara ekstrim dapat dikatakan bahwa pelayanan tidak dapat dipisahkan dengan
kehidupan manusia. Metode yang digunakan penulis dalam penelitian ini adalah metode
kualitatif dengan pendekatan deskriptif. Hal ini untuk memusatkan perhatian pada
masalah- masalah atau fenomena yang ada serta mampu menggambarkan secara baik
mengenai fakta di lapangan sehingga peneliti memberikan informasi apa adanya. Hasil
penelitian menunjukkan bahwa keefektivan prosedur pelayanan pada Biro Perekonomian
Sekretariat Daerah Provinsi Sumatera Utara ini sudah menunjukkan prosedur pelayanan
yang baik, hal ini membuktikan bahwa masyarakat yang datang dalam mencari berbagai
informasi berjalan dengan lancar. Waktu penyelesaian pekerjaan dalam melaksanakan
pelayanan informasi di Biro Perekonomian Sekretariat Daerah Provinsi Sumatera Utara
belum optimal berjalan dengan baik. Faktor-faktor hambatan pelayanan publik pada Biro
Perekonomian Sekretariat Daerah Provinsi Sumatera Utara yaitu kurang responsive,
kurang informative, kurang accessible, kurang koordinasi, kurang mau mendengar
keluhan/saran/aspirasi masyarakat, Inefisien. The effectiveness of public services at the Bureau of Economy of the Regional

From this technique, informants obtained, consisting of the Head of the Population and Family Planning Control Office, Head of the Family Planning Division, Head of Extension and Penggerak, Head of Resilience, Head of Population Control, Family Planning Field Extension, and the community who participated in the Family program. Planning or those who do not take part in the Family Planning program. Based on the research conducted, it was found several findings that the Office of Population and Family Planning Control has a role in suppressing population growth which includes coordination with government, community and private institutions in family planning activities, conducting family planning counseling, installing contraceptives and post-installation contraception.
