    La questione del sindacato giurisdizionale sulla c.d. discrezionalità tecnica della pubblica amministrazione assume particolare interesse e rilevanza con riguardo alla sanità pubblica. Le scelte dell’amministrazione in ordine alla effettuazione – o meno – delle prestazioni sanitarie richieste dai cittadini sono infatti, da sempre, indirizzate da processi decisionali di carattere generale (fonti normative primarie e secondarie) ma tradizionalmente rimesse a valutazioni di carattere tecnico effettuate dalla amministrazione. Talvolta si avverte a parità di prestazioni richieste – e dunque di percorsi procedimentali – una diversa qualificazione delle posizioni soggettive del cittadino a seconda che sia il giudice ordinario, anziché il giudice amministrativo a conoscere delle relative controversie

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    Management of head and neck cancer in older patients

    Objective. A progressive increase in the number of older patients with head and neck cancer has been observed in the last few years. The aim of this study was to assess our experience in the management of older patients with head and neck cancer (HNC) in comparison with younger patients.Study Design. A retrospective review was conducted for all patients admitted and treated for newly diagnosed HNC between January 2008 and December 2012. The clinical characteristics, management approaches, and outcome data were recorded.Results. In total, 316 patients with HNC (232 males, 84 females) were enrolled: 203 (64%) were in the young group, whereas 113 patients (36%) were in the older group. Comorbidities (P < .000005) and stage IV tumors (P < .0005) were more frequently observed in the older group. Treatment options were uniformly distributed within the 2 groups; only radiotherapy alone was more frequently administered in older patients (P < .0005).Conclusions. Chronologic age should not be a reason to deny appropriate treatments that could prevent death in older patients. A careful pretreatment assessment should always be performed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Measurements of anomalous elastic scattering of 59.54-keV photons

    Coherent scattering cross sections of 59.54-keV photons on target foils of [Formula Presented], [Formula Presented], [Formula Presented], [Formula Presented], [Formula Presented], and [Formula Presented] at 60°, 90°, and 120° have been measured to provide information on the region of K anomalous elastic scattering. The results are compared with the values calculated by the second perturbative order S matrix and by two procedures based on the form-factor approximation corrected by the anomalous scattering factors. Agreement of the S matrix values is very satisfactory, on the whole, and that of the values given by the form-factor approximations is fairly good. © 1996 The American Physical Society
