No full textEn un Estado Social de Derecho como el nuestro, donde la piedra angular del ordenamiento jurídico establece una serie de principios de imperativo cumplimiento para las autoridades que administran justicia, estrechamente ligados a los derechos fundamentales de todo ciudadano especialmente de aquellos servidores públicos que ostentan una doble responsabilidad respecto a su conducta que por su acción u omisión en determinado caso se ven abocados a una investigación disciplinaria y para efectos de establecer su responsabilidad, el contexto en que se desarrollaron los hechos objeto de debate juega un papel fundamental en la configuración de la falta disciplinaria.
Descendiendo al objeto de estudio, las sanciones disciplinarias descritas el articulo 50, literales b y c de la ley 2196 de 2022 por medio del cual se expide el Estatuto Disciplinario Policial, aplicable para los servidores públicos que integran las filas de la institución y que por necesidades del servicio en el cumplimiento de su deber se han visto avocados a custodiar a Personas Privadas de la Libertad (PPL) en las diferentes Estaciones de Policía a lo largo del territorio Nacional bajo condiciones de seguridad que no son óptimas y en instalaciones con un sinnúmero de falencias que en nada tienen que ver con el fin Constitucional que le fue encomendado al uniformado para el cumplimiento de su deber.
Es en estas condiciones es que las fugas se presentan siendo el Policía el encargado de responder por su seguridad, sin embargo; estas no son producto de su voluntad o intención, sino de una presunción de culpa y por ende se ven sometidos a una investigación disciplinaria con una probable sanción de destitución e inhabilidad general o una suspensión e inhabilidad especial en el ejercicio de las funciones propias de su cargo tal como lo describe la norma en cita.
En consecuencia, en este artículo se analizará las razones por las cuales el Policía que se encuentre en estas condiciones no debe ser sancionado disciplinariamente, ya que los derechos que le son propios están por encima de esa falta de garantías que le corresponden al Estado como garante de las PPL y no le permiten al uniformado prestar un buen servicio que en palabras de la Corte Constitucional se ha denominado “Estado de Cosas Inconstitucionales”, a la par con lo expuesto; se indicaran posibles soluciones para evitar sanciones como las aquí descritas.

It is under these conditions that escapes occur, with the Police being responsible for their safety, however; These are not the product of their will or intention, but of a presumption of guilt and therefore they are subject to a disciplinary investigation with a probable sanction of dismissal and general disqualification or a suspension and special disqualification in the exercise of the functions of their office. position as described in the cited standard.
Consequently, this article will analyze the reasons why the Police who is in these conditions should not be disciplined, since the rights that are their own are above the lack of guarantees that correspond to the State as guarantor. of the PPL and do not allow the uniformed man to provide a good service, which in the words of the Constitutional Court has been called “Unconstitutional State of Things”, on par with the above; Possible solutions will be indicated to avoid sanctions such as those described here.

Going Beyond Counting First Authors in Author Co-citation Analysis

counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Appropriate Similarity Measures for Author Cocitation Analysis

We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
