Changing the Management of Epidemics: Evidence from the Crispi-Pagliani Health Reform in post-Unification Italy
This study investigates the evolution of epidemic management in post-Unification Italy, focusing on the impact of the Crispi-Pagliani Health Reform of 1888. Specifically, it examines and compares the cholera epidemics of 1884 and 1893 to assess the effectiveness of changes in healthcare reporting, monitoring, and
accounting systems.
The research aims to determine whether the post-reform measures led to a more effective response in controlling and reducing cholerarelated deaths, particularly through improved medical resource allocation. Drawing on historical data from the Italian National Statistical Institute (ISTAT) and archival sources from the State Archive of Naples, this study employs econometric analysis to compare the outcomes of the 1884 and 1893 epidemics.
The analysis uses the difference-in-differences (DID) method to explore how innovations introduced by the Crispi-Pagliani Reform enhanced the accuracy and efficiency of epidemic reporting, thus enabling more targeted public health interventions. From a Foucauldian perspective, this research also examines how
accounting practices in epidemic management support bio-political strategies, allowing governments to exercise bio-power through the regulation of population health. By exploring these historical developments, the study sheds light on the role of accounting in epidemic management and disease prevention. This study
contributes to both accounting history and public health history by providing insights into the relationship between administrative reforms and public health outcomes. It also highlights the utility of econometric approaches in historical research, particularly in evaluating government interventions during health crises.
This work could offer valuable lessons for managing current and future health emergencies, presenting a historically grounded understanding of effective epidemic management strategies
Accounting for cholera in Europe in the nineteenth century (1854-1894): A comparative analysis between Italy and the United Kingdom
This doctoral thesis investigates the relationship between accounting and public health management during the cholera epidemics that afflicted Europe in the nineteenth century. Combining archival research and econometric analysis, it examines how accounting systems informed governmental decision-making, contributed to the organisation of health responses, and shaped the legitimacy of public institutions under crisis conditions. The thesis is articulated into three complementary studies. The first analyses the 1855 cholera outbreak in Bologna, within the Papal States, illustrating how medico-administrative accounting practices became a vehicle for power reconfiguration, enabling the medical elite to replace ecclesiastical authorities in local governance. The second study employs a difference-in-differences econometric model to assess the impact of the 1888 Crispi–Pagliani Reform, demonstrating that the new pyramidal reporting system significantly reduced cholera mortality by improving the central government’s capacity to allocate medical personnel effectively. The final study compares the management of the 1854–55 epidemics in Victorian London and Bourbon Naples, highlighting how divergent cultural, institutional, and educational settings shaped distinct approaches to epidemic control and accountability. Overall, the dissertation contributes to the field of accounting history by revealing how calculative and reporting practices not only served as instruments of control and coordination but also acted as technologies of governance, mediating between science, politics, and society

L’articolo propone un’analisi degli squilibri economici che caratterizzano le compagnie di assicurazione in uno scenario macroeconomico caratterizzato dalla presenza, per un periodo prolungato, di tassi di interesse bassi o negativi. Storicamente, le variabili macroeconomiche hanno sempre influenzato le attività di intermediazione finanziaria delle compagnie di assicurazione. Per questo l’attuale scenario economico può fornire induttivamente agli investitori una panoramica delle tendenze di mercato, guidandoli nelle loro scelte di investimento. In questo lavoro, ad un’analisi macroeconomica si accosterà una teoria microeconomica per approfondire lo studio delle principali variabili che hanno determinato l’instabilità dello scenario assicurativo internazionale odierno. L’obiettivo è quello di evidenziare gli effetti economici avversi legati alla prolungata presenza di tassi di interesse negativi e, attraverso due casi studio, Generali SpA e UnipolSai SpA, di evidenziarne l’impatto sulle compagnie di assicurazione.The paper proposes an analysis of the economic imbalances that characterise insurance companies in a macroeconomic scenario described by the presence, for an extended period, of low or negative interest rates. Historically, macroeconomic variables have always influenced the financial intermediation activities of insurance companies. For this reason, the current economic scenario can inductively provide investors with an overview of market trends, guiding them in their investment choices. In this paper, the macroeconomic analysis approaches a microeconomic theory to deepen the study of the main variables that have determined today’s international insurance scenario’s instability. The aim is to show the adverse economic effects linked to the prolonged presence of negative interest rates and, through two case studies, Generali SpA and UnipolSai SpA, to highlight their impact on insurance companies

I sistemi di pagamento alternativi rappresentano un tema di crescente rilevanza per un ampio spettro di studiosi provenienti da diverse discipline, dagli storici agli economisti, dai giuristi agli aziendalisti. La loro evoluzione, dalla materialità delle lettere di cambio all’astrazione delle moderne criptovalute, riflette una profonda trasformazione dello scenario economico e sociale.
Questo libro si propone di indagare tale percorso evolutivo attraverso un approccio storico-economico, concentrandosi in particolare sulla rivoluzione innescata dalle criptovalute e dalla tecnologia blockchain, emerse a seguito della crisi finanziaria del 2008. L’indagine ne esamina non solo le potenzialità innovative nel superamento delle tradizionali intermediazioni bancarie, ma anche le criticità sistemiche, con particolare riguardo alle dinamiche speculative e alle questioni di stabilità finanziaria.
A completamento di questa analisi, la ricerca esplora le implicazioni della blockchain e delle criptovalute nel tessuto imprenditoriale, con particolare attenzione alla ridefinizione dei paradigmi contabili tradizionali e all’emergere di nuovi standard di trasparenza e sicurezza nelle registrazioni aziendali. Il lavoro offre così una prospettiva sistematica delle trasformazioni in corso nel panorama economico globale, analizzando il delicato equilibrio tra innovazione tecnologica e necessità di preservare stabilità e sicurezza nelle transazioni finanziarie

The Scandinavian route to sustainability: A thematic content analysis of policy measures within Sweden and Denmark’s innovation ecosystems
Sustainability has emerged as a central tenet of contemporary corporate strategy. Over time, organizations have evolved from neglecting sustainability to embedding it as a critical component of their strategic frameworks. Embracing sustainability generates numerous opportunities, including alternative product and service development, optimized resource utilization, job creation, and innovative managerial practices.
This study examines the role of regional policymakers within selected Innovation Ecosystems (IEs) by analysing the policies and measures contained in Operational Programmes (OPs) aligned with Goal 9 of the Sustainable Development Goals (SDGs).
Adopting a qualitative methodology, the research focuses on the regional contexts of Stockholm (Sweden) and Hovedstaden (Denmark)—two Scandinavian regions recognized for their excellence in innovation and sustainability according to the Regional Innovation Scoreboard (RIS). The analysis employs Thematic Content Analysis (TCA) to systematically evaluate and compare the programmes and measures included in the 2014–2020 OPs. TCA provides a structured approach to organizing, describing, and interpreting qualitative data (Braun & Clarke, 2006), thereby facilitating an in-depth understanding of regional policy orientations.
Goal 9 of the 2030 Agenda, which emphasizes resilient infrastructure, sustainable industrialization, and innovation, serves as the analytical lens for codifying and interpreting the OPs. Accordingly, the study adopts the “Triple-I” paradigm—Infrastructure, Industrialization, and Innovation—as the framework for classification. Policies and measures resonating with these objectives are coded and grouped into thematic families, which are then categorized under the Triple-I macro-areas. This structured analysis offers insights into how regional policymakers promote sustainability within Innovation Ecosystems.
The expected results will highlight a range of sustainability-related measures implemented by the selected regions, particularly those linked to SDG 9’s Triple-I framework. By categorizing policymakers’ approaches based on the scope and nature of the adopted measures, the study hypothesizes the existence of two distinct policy orientations:
1)Balance-Oriented: Characterized by an even allocation of resources across infrastructure, industrialization, and innovation objectives.
2) Business-Oriented: Focused primarily on industrialization and innovation, aiming to foster entrepreneurship, stimulate business growth, and enhance technological advancement.
This typology is intended to shed light on policymakers’ strategic orientations towards sustainability and to provide insights into the effectiveness and implications of differing regional policy approaches
Tassi di interesse negativi e performance assicurative: Uno studio comparato tra ‘Generali’ e ‘UnipolSai’
Questo studio esamina l'impatto dell'imposizione di tassi di interesse negativi da parte della Banca Centrale Europea sul settore assicurativo italiano. L'obiettivo è quello di esplorare come questa misura monetaria non convenzionale e inedita, avviata nel 2014, abbia impattato sulle dinamiche operative di due delle più importanti compagnie assicurative italiane: Assicurazioni Generali SpA e UnipolSai Assicurazioni SpA. Attraverso un'analisi comparativa delle loro performance e attraverso lo studio dei bilanci consolidati e delle relazioni annuali, la ricerca cerca di svelare come queste aziende abbiano adattato le loro strutture organizzative e operative per affrontare le sfide poste da un drastico cambiamento dello scenario macroeconomico. La ricerca ha un duplice obiettivo: da un lato, intende fornire un quadro dettagliato dell'agilità organizzativa delle due compagnie assicurative in un clima di incertezza economica; dall'altro, aspira a dare un contributo significativo alla discussione sulle risposte strategiche più efficaci da parte delle imprese durante i periodi di incertezza finanziaria.
Attraverso questa disamina, la ricerca arricchisce la letteratura esistente con nuovi approfondimenti su come le compagnie assicurative possono affrontare shock economici di ampia portata, indagando le ripercussioni di medio periodo che tali eventi possono avere sull'intero settore assicurativo e proponendo pratiche di gestione aziendale ottimali che potrebbero essere adottate in circostanze analoghe in futuro.This study examines the impact of the imposition of negative interest rates by the European Central Bank on the Italian insurance sector. The aim is to explore how this unconventional and unprecedented monetary measure, initiated in 2014, has impacted the operational dynamics of two of Italy’s most prominent insurance companies: Assicurazioni Generali SpA and UnipolSai Assicurazioni SpA. Through a comparative analysis of their performance and by studying their consolidated balance sheet and annual reports, this research seeks to unveil how these
companies have adapted their organisational and operational structures to meet the challenges posed by a drastic change in the macroeconomic scenario. The research has a dual objective: on one hand, it intends to provide a detailed picture of the organisational agility of the two insurance companies in a climate
of economic uncertainty; on the other hand, it aspires to make a significant contribution to the discussion on the most effective strategic responses by companies during periods of financial uncertainty. Through this examination, the research enriches the existing literature with new insights on how insurance companies can face wide-ranging economic shocks, investigating the medium-term repercussions such events can have on the entire insurance sector and proposing optimal business management practices that could be adopted in similar circumstances in the futur
