    УДК 340.130.5+342.4The legal theory and practical problems of interpretation (explanation) of adopted acts are analyzed in the article. The author researches Belarusian legislation, theory of law and legal acts of public authorities.The article gives a detailed description of the types of interpretation, such as authentic, casual, – with examples from Belarusian legislation.Attention is drawn in the article to existing shortcomings, in particular, liability of organizations and individuals when they act in accordance with the official response, abolished by superior authorities.The author offers comprehension of the problems associated with contradictory practice of promulgation the adopted acts of interpretation, disputes regarding the list of authorities, who are able to clarify such act.The author emphasizes that if the explanation given to one requesting applicant, previously formulated rule must have the power at emergence of a similar situation concerning an-other requesting applicant. The author believes that the taxpayer or other applicant should have possibility to claim into the court if he disagrees with personal answer given by relevant authority (an official).The author speaks about the necessity of recognition of precedent as source of law. Judicial and other precedent are at the core of law enforcement practice, the guarantor of a uniform enforcement practice.In conclusion it is emphasized the necessity of improving existing legislation, the proposals are introduced

    El capítulo examina cómo las sociedades contemporáneas han abordado la diversidad cultural y la integración, trazando un recorrido desde el multiculturalismo hacia el interculturalismo. El multiculturalismo, promovido como un reconocimiento político de las minorías, ha sido criticado por fomentar la segregación y limitar la interacción entre grupos, lo que ha llevado a una búsqueda de modelos alternativos. El interculturalismo surge como respuesta, promoviendo el diálogo, la mezcla cultural y la igualdad de oportunidades, pero sin dejar de reconocer los derechos culturales individuales. Sin embargo, la autora argumenta que muchas de las cualidades atribuidas al interculturalismo ya estaban presentes en el multiculturalismo, y que la distinción entre ambos puede ser más retórica que práctica. En Europa, el multiculturalismo se ha desarrollado en el marco de los derechos humanos, aunque su implementación ha variado según los contextos nacionales. En el Reino Unido, las políticas han evolucionado desde un modelo de relaciones raciales hacia un enfoque más restrictivo tras eventos como los ataques terroristas. En Alemania, el reconocimiento de su condición como país de inmigración ha sido reciente, acompañado de un enfoque en el diálogo y la integración. En los Países Bajos, el optimismo inicial hacia el multiculturalismo dio paso a políticas más estrictas centradas en la identidad nacional y la integración cívica. De cara al futuro, la autora plantea que el multiculturalismo debe evolucionar para seguir siendo un marco relevante en la promoción de la igualdad y los derechos humanos. Esto implica desarrollar narrativas inclusivas que resalten el valor positivo de la diversidad, diseñar políticas de integración que equilibren derechos y responsabilidades, y fomentar marcos normativos y educativos que refuercen la cohesión social sin sacrificar la diversidad cultural. Además, destaca la importancia de superar narrativas polarizadoras y promover una ciudadanía activa y participativa que integre a todas las comunidades como actores clave en la construcción de sociedades cohesionadas.     The life, science and times of Lev Vasilevich Shubnikov: pioneer of Soviet cryogenics

    This book describes the life, times and science of the Soviet physicist Lev Vasilevich Shubnikov (1901-1937).  From 1926 to 1930 Shubnikov worked in Leiden where he was the co-discoverer of the Shubnikov-De Haas effect. After his return to the Soviet Union he founded in Kharkov in Ukraine the first low-temperature laboratory in the Soviet Union, which in a very short time became the foremost physics institute in the country and among other things led to the discovery of type-II superconductivity. In August 1937 Shubnikov, together with many of his colleagues, was arrested and shot early in November 1937. This gripping story gives deep insights into the pioneering work of Soviet physicists before the Second World War, as well as providing much previously unpublished information about their brutal treatment at the hands of the Stalinist regime

    Saha Türkü tarihçi Gavriil Vasilyeviç Ksenofontov?un kısa yaşamı (1888- 1937), toplumunu hem çağdaş bir seviyeye ulaştırmak hem de onun kültürel zenginliğini ortaya koymak için yürüttüğü çabalarla doludur. Kültürün pek çok alanında ürünler veren bilim adamının bazı eserleri, ne yazık ki ancak onun ölümünden sonra yayınlanabilmiştir. Bu eserler arasında ilk sırada yazarın “Elleyada” adını verdiği çalışma yer almaktadır. Bu çalışmada, Saha Türklerinin ilk atası kabul edilen Elley ve onun çevresinde gelişen efsaneler, bütün Saha uluslarından derlenmiş ve Rusçaya çevrilmiştir. G. V. Ksenofontov?un bu çalışması dönemin siyasi çatışmaları arasında bir kenara itilmiştir. Makalede Saha Türklerinin ilk bilim adamlarından biri olan G. V. Ksenofontov?un hayatı ve “Elleyada” adlı çalışmasının geç yayınlanmasının nedenleri üzerinde durulacaktır.Sakha Turks historian Gavriil Vasilevich Ksenofontov‟s short life (1888-1937) is full of his efforts to bring his community up to a modern standard and also to present its cultural richness. Unfortunately, some works of this scholar who gave contribution in many fields of culture were published after his death. Among them, the work that author named “Elleiada” comes first. In this work Ellei which Sakha Turks except as his first ancestor and the legends growing around him were collected from all Sakha people and translated into Russian. This work of G. V. Ksenofontov was marginalized in the midst of political conflicts of current time. In this paper it will be elaborated one of the first Sakha Turks scholar G.V. Ksenofontov‟s life and the reasons for late publishing of his work named “Elliada”
