    The potential of EHT 6706, a novel tubulin-binding agent, was investigated in combination with ionizing radiation (IR) and with conventional cytotoxic chemotherapy agents. Cell proliferation, cell cycle, apoptosis and clonogenic assays were performed in five human cancer cell lines: H460 (non small cell lung carcinoma, NSCLC), HCT116 and HCT116 p53-/- (colorectal cancer), MDA-MB-231 (breast cancer), and MiaPaca2 cells (pancreatic cancer). The drug inhibited cell proliferation in all cell lines. This effect was associated with G2/M arrest and activation of apoptosis in a dose-dependent manner. The drug was then tested in combination with chemotherapy and IR in vitro. Effects on proliferation and clonogenic survival were analyzed. EHT 6706 treatment inhibited clonogenic survival synergistically with IR in H460 and MiaPaca2 cell lines. In the remaining cell lines, the effects of EHT 6706 and IR were additive. For H460 and MiaPaca2 cell lines, the highest effect was seen when cells were exposed for 20 h to EHT 6706 before being irradiated. EHT 6706 also exerted additive inhibition of proliferation when given in combination with conventional chemotherapy agents, such as oxaliplatin, cisplatin and gemcitabine in H460 and MiaPaca2 tumor cell lines. These data show that EHT 6706 could act synergistically with IR and additively with chemotherapy in tumor cell lines in vitro. This provides a good rationale to further assess EHT 6706 in combination protocols and confirm these effects in vivo

    Sosyal Bilimler Enstitüsü, Kamu Hukuku Ana Bilim DalıTürk hukukunda bağımsız bir iade kanununa duyulan ihtiyaç neticesinde 6706 sayılı Cezai Konularda Uluslararası Adli İşbirliği Kanunu kabul edilmiştir. Söz konusu kanunla iade müessesesi hakkında ayrıntılı hükümler ihdas edilmiş ve daha önce ulusal mevzuatımızda yer almayan yeni hususlar eklenmiştir. Bu çalışma iade işlemini Türk hukuku açısından yeni bir düzenleme olan 6706 sayılı Kanun çerçevesinde yeniden ele almak amacıyla yapılmıştır. Bu kapsamda öncelikle iade müessesesi hakkında daha önce gerçekleştirilen ulusal ve uluslararası çalışmalar incelenmiştir. Ek olarak, 6706 sayılı Kanun'un Merkezi Makam olarak nitelendirdiği Adalet Bakanlığı Dış İlişkiler ve Avrupa Birliği Genel Müdürlüğü ile temasa geçilmiş, gerek bilgi alışverişi gerek uygulamaya yönelik örneklerin incelenmesi ile uygulama ve teorinin sentezi yapılarak, muğlak konulara çözüm üretilmeye çalışılmıştır. Ayrıca, yol gösterici olması hasebiyle iade kararına ilişkin olarak verilen Yargıtay ve Danıştay kararları ile AİHS'de yer alan hakların ihlaline yönelik verilen AİHM kararları taranmıştır. Yapılan araştırmalar çerçevesinde iade müessesesi hem ceza hukuku hem de uluslararası hukuk boyutuyla değerlendirilmiştir. Bu kapsamda özellikle iadeye konu suç hakkında Türk ceza hukukunda benimsenen suç teorisi çerçevesinde incelemeler yapılmış ve belirsiz noktalar uluslararası hukuk kaynaklarıyla ilişkilendirilerek açıklanmaya çalışılmıştır.As a result of the need for an independent extradition law in the Turkish law, the Law No:6706 on Internatıonal Judıcıal Cooperatıon in Crımınal Matters was adopted. With this law, detailed provisions about the extradition institution have been created and new issues that were not previously included in our national legislation, have been added. This study was carried out in order to reconsider the extradition proceeding within the scope of Law No. 6706, which is a new regulation in terms of Turkish law. In this context, first of all the national and international studies, carried out on the extradition institution, were examined. In addition, the General Directorate of Foreign Relations and European Union of the Ministry of Justice, which is defined as the Central Authority by Law No. 6706, was contacted and was tried to find solutions to ambiguous issues by synthesizing the practice and theory by both exchanging information and examining the examples for practice. Moreover, because of its guidance the decisions of the Supreme Court and the Council of State regarding the extradition decision and the decisions of the ECtHR regarding the violation of the rights in the ECHR were scanned. Within the framework of the researches has been done, the extradition institution has been evaluated in terms of both criminal law and international law. In this context, especially researchs, about the crime subject to extradition, were made within the framework of the crime theory adopted in the Turkish criminal law and ambiguous points were tried to be explained by associating with international law sources

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Bu tez çalışması, suçluların iadesi kurumunu hem Türk iç hukuku hem de uluslararası hukuk perspektifinden ele alarak kapsamlı bir şekilde incelemektedir. Suçun sınır aşan özellik kazanması ve faillerin sınır ötesine kaçma olasılığı, devletler için ceza adaletinin sağlanmasında uluslararası iş birliğini zorunlu hale getirmiştir. Bu bağlamda suçluların iadesi, suç ve suçlularla mücadele ile adil yargılanma hakkının sağlanması açısından temel bir araç haline gelmiştir. Tezin temel inceleme alanını 6706 sayılı Cezaî Konularda Uluslararası Adlî İş Birliği Kanunu oluşturmaktadır. Bu kanun, Türkiye'nin suçluların iadesine ilişkin usul ve esaslarını ayrıntılı şekilde düzenlemekte ve yürütme ile yargı mercilerine kapsamlı yetkiler tanımaktadır. Ayrıca tez kapsamında, Türkiye'nin taraf olduğu uluslararası sözleşmeler çerçevesinde devletin yükümlülükleri ve uygulamadaki yeri incelenmiştir. Çalışmada, suçluların iadesine dair uluslararası hukukta kabul edilen temel ilkeler hem 6706 sayılı Kanun hem de Türkiye'nin taraf olduğu suçluların iadesine ilişkin hükümler ihtiva eden uluslararası sözleşmeler çerçevesinde -örneğin çifte cezalandırılabilirlik, siyasi suç istisnası, ölüm cezası yasağı, vatandaşın iade edilmemesi gibi- ayrıntılı biçimde ele alınmıştır. Sonuç olarak, Türkiye'nin hem 6706 sayılı Kanunu etkin biçimde uygulaması hem de taraf olduğu uluslararası sözleşmelere uyumlu hareket etmesi, ceza adaletinin sağlanmasında ve insan haklarının korunmasında kritik önem taşımaktadır. Suçluların iadesi kurumu, yalnızca teknik bir süreç değil aynı zamanda insan hakları, devlet egemenliği ve uluslararası güvenliğin kesiştiği çok yönlü bir hukuk alanıdır.This thesis provides a comprehensive analysis of the institution of extradition from both the perspective of Turkish domestic law and international law. The transnational nature of crime and the possibility of offenders fleeing across borders have rendered international cooperation indispensable for states in the pursuit of criminal justice. In this context, extradition has emerged as a fundamental mechanism for combating crime and criminals, as well as for ensuring the right to a fair trial. The primary focus of this study is Law No. 6706 on International Judicial Cooperation in Criminal Matters. This legislation meticulously regulates the procedures and principles governing extradition in Turkiye and grants extensive powers to both executive and judicial authorities. Additionally, the thesis examines the obligations of the state and the practical implementation of extradition mechanisms within the framework of international treaties to which Turkiye is a party. The study elaborates on the core principles recognized under international law concerning extradition—such as dual criminality, the political offence exception, the prohibition of the death penalty, and the non-extradition of nationals. These principles are analyzed in detail in light of both Law No. 6706 and the relevant international conventions to which Turkiye is a signatory. In conclusion, Turkiye's effective implementation of Law No. 6706 and its adherence to its international treaty obligations are of vital importance for the realization of criminal justice and the protection of human rights.
