"The amendments made by HB 2588 provide more favorable terms related to net-metering for customer-generators than provided under current Kansas statutes. Yet, HB 2588 also amends the pertinent statutes to provide protection of the utilities' ability to maintain adequate and low cost service to customers who are not customer-generators. ... Although HB 2588 may not provide as much relief as some customer-generators believe should be provided with respect to net-metering, the amendments are steps in the right direction and provide meaningful protection for the utility systems in CURB's view. Second, CURB is a strong supporter of the optional time-varying rates approved in Evergy's rate case, available to residential customers who choose to participate. Naturally, CURB is in favor of expanding the availability of those time-varying rate options to apply to customer-generators. Time-varying rate options better align with cost causation principles. Additionally, if consumers' behavior can be changed to use less electricity during peak hours, then the overall system cost of electricity may be reduced, potentially leading to reduced costs for all consumers.

    The hydrography of the Indian‐Atlantic Ocean gateway has been connected to high‐latitude climate dynamics by oceanic and atmospheric teleconnections on orbital and suborbital timescales. A wealth of sedimentary records aiming at reconstructing the late Pleistocene paleoceanography around the southern African continent has been devoted to understanding these linkages. Most of the records are, however, clustered close to the southern South African tip, with comparatively less attention devoted to areas under the direct influence of frontal zones of the Southern Ocean/South Atlantic. Here we present data of the composition and concentration of the diatom assemblage together with bulk biogenic content and the alkenone‐based sea surface temperature (SST) variations for the past 350 kyr in the marine sediment core MD02‐2588 (approximately 41°S, 26°E) recovered from the southern Agulhas Plateau. Variations in biosiliceous productivity show a varying degree of coupling with Southern Hemisphere paleoclimate records following a glacial‐interglacial cyclicity. Ecologically well‐constrained groups of diatoms record the glacial‐interglacial changes in water masses dynamics, nutrient availability, and stratification of the upper ocean. The good match between the glacial maxima of total diatoms concentration, Chaetoceros spores abundance, and opal content with the maximum seasonal cover of Antarctic ice and the atmospheric dust records points to a dominant Southern Hemisphere forcing of diatom production. Suborbital variability of SST suggests rapid latitudinal migrations of the Subtropical Front and associated water masses over the southern Agulhas Plateau, following millennial contractions and expansions of the subtropical gyres. Warmings of the upper ocean over site MD02‐2588 during terminations IV to I occurred earlier than that in the Antarctic Vostok, which is indicative of a Northern Hemisphere lead. Our multiparameter reconstruction highlights how high‐latitude atmospheric and hydrographic processes modulated orbital highs and lows in primary production and SST as triggered by northward transport of Si, eolian dust input, and latitudinal migrations of frontal zones

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     NGC 2580 and NGC 2588 : Two open clusters in the Third Galactic Quadrant

    We present CCD broad band photometric observations in the fields of the Third Galactic Quadrant open clusters NGC 2580 and NGC 2588 (V(I)C and UBV(RI)C respectively). From the analysis of our data we found that NGC 2580 is located at a distance of about 4 kpc and its age is close to 160 Myr. As for NGC 2588, it is placed at about 5 kpc from the Sun and is 450 Myr old. This means that NGC 2588 belongs to the extension of the Perseus arm, whereas NGC 2580 is closer to the local arm structure. The luminosity functions (LFs) have been constructed for both clusters down to V ∼ 20 together with their initial mass functions (IMFs) for stars with masses above M ∼ 1-1.5 M⊙. The IMF slopes for the most massive bins yielded values of x ≈ 1.3 for NGC 2580 and x ≈ 2 for NGC 2588. In the case of this latter cluster we found evidence of a core-corona structure produced probably by dynamical effect.
