"The second part of HB 2306 concerns the increase in liquor taxes and is the subject of today's hearing. ... Consumption tax increases do less harm to the growth of the economy than increased taxes on productivity [income taxes]. While increasing taxes on cigarettes and liquor may not be popular among those who smoke and/or consume alcohol, it is one of a very few consumption taxes on a product that is most discretionary for the consumer.
