ABSTRAK
Pelacuran merupakan suatu gejala sosial yang disebabkan oleh berbagai faktor yang melekat dalam kehidupan manusia. Faktor yang mendorong pelacuran terletak pada aspek kodrati manusiawi terutama yang berhubungan dengan bio-psikologi, khususnya nafsu sexsual manusia, pria dan wanita, serta faktor-faktor luar yang mempengaruhi seperti faktor sosial, ekonomi, kebudayaan. Keberadaan praktik prostitusi di Kota Padang dalam beberapa tahun ini mengalami perkembangan dan mendapat tanggapan serius dari pemerintah setempat. Hal ini ditandai dengan lahirnya peraturan perundang – undangan dalam bentuk Peraturan Daerah Kota Padang Nomor 4 tahun 2007 tentang Perubahan Atas Peraturan Daerah Nomor 11 Tahun 2005 tentang Ketertiban Umum dan Ketentraman Masyarakat. Oleh karena itu penulis membuat karya ilmiah ini berupa tesis tentang penegakan hukum tentang ketertiban umum dan ketentraman masyarakat berkaitan dengan pasal 10 ayat ( 2 ) tentang transaksi seks berdasarkan PERDA nomor 04 tahun 2007, dimana permasalahan yang diangakat adalah 1) Bagaimanakah penegakan hukum terhadap transaksi seks di Kota Padang oleh Satuan Polisi Pamong Praja Kota Padang. 2) Apakah kendala dalam penegakan hukum terhadap transaksi seks di Kota Padang oleh satuan Polisi Pamong Praja Kota Padang. 3) Upaya apa yang dilakukan untuk mengatasi kendala dalam penegakan hukum terhadap transaksi seks di Kota Padang oleh Satuan Polisi Pamong Praja Kota Padang. Dalam penelitian ini penulis akan menggunakan Pendekatan Yuridis Sosiologis yaitu penelitian yang bertitik tolak pada penelitian bagaimana hukum yang berlaku dalam masyarakat serta bagaimana pelaksanaan suatu aturan yang sudah berlaku di dalam kenyataan dalam masyarakat. Dalam hal ini penulis mengadakan penelitian pada kantor SATPOL-PP Kota Padang. Berdasarkan hasil penelitian dapat disimpulkan bahwa penegakan hukum tentang ketertiban umum dan ketentraman masyarakat berkaitan dengan pasal 10 ayat ( 2 ) tentang transaksi seks dilakukan dengan cara yaitu represif non justicia (pembinaan) dan penegakan hukum secara represif justicia (melalui sidang pengadilan).

ABSTRACT
Prostitution is a social phenomenon caused by various factors inherent in human life. The factors that encourage prostitution situated in the natural human aspects correspond with bio-psychology, especially the sexsual appetites of human, women and men, as well as external factors such as social, economic, and cultural factors. The existence of prostitution practices in Padang City in recent years has developed and get serious response from the local government. This is marked by the of legislation in the form of Padang City Local Regulation No. 4 of 2007 on the Amendment of Regional Regulation Number 11 Year 2005 on Public Order and Peace of Society. Therefore, author makes this scientific work in the form of a thesis on law enforcement on public order and peace of society. related to article 10 paragraph (2) about sex transactions based on regional regulation no. 04 year 2007, where the issues that are addressed are 1) how law enforcement to sex transactions In Padang City by Civil service police Unit of Padang City. 2) What are the constraints in law enforcement on sexual transactions in Padang City by the Civil service police Unit of Padang City. 3) What efforts are being made to overcome obstacles in law enforcement of sex transactions in Padang City by Civil service police Unit of Padang City. In this study author will use the Juridical Sociological Approach that is a research that starts on the research how the law prevailing in society and how the implementation of a rule that already applies in reality in society. In this case the authors conduct research on the office SATPOL-PP of Padang City. Based on the result of the research, it can be concluded that law enforcement on public order and peace of society related to article 10 paragraph (2) about sex transaction is done by repressive non justicia (coaching) and law enforcement in repressive justicia (Through trial).

Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts

use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
