Una città, tòpos di tale relazione, permette risonanze e corrispondenze tra il suo Genius Loci, come senso del limite, e la sua gente se le consente la libertà, la sicurezza e la creatività necessaria a esprimere il proprio Sé. E di “restare”, di non emigrare altrove, e continuare a vivere, desiderare, sperare.     Alcuni scritti di Muuse H.I. Galaal dati ad A. Puglielli da B. W. Andrzejewski - con un suo breve commento di presentazione - per una eventuale pubblicazione. I tre testi sono: A Collection of Somali Poetry, Perspectives on Somalia – Orientation Course (for experts working in Somalia) e Seeska Hiddada Soomaalida che abbiamo deciso di inserire nell’Archivio per renderle immediatamente disponibili. Si noti che i testi, anche se la data non è sempre indicata, sono stati scritti prima dell’adozione della grafia ufficiale della lingua somala (1972): si può notare – ad esempio – l’utilizzo della grafia ‘hh’ per la fricativa faringale sorda che successivamente è stata trascritta con la lettera ‘x’.     Tecniche di intelligenza artificiale per l'ottimizzazione energetica di una microgrid

    La crescita continua della domanda di energia a livello mondiale e la progressiva diminuzione delle risorse energetiche tradizionali hanno spinto la comunità internazionale a concentrare i propri interessi di ricerca sulle tecnologie e metodologie per migliorare l’efficienza energetica e la sostenibibilità ambientale. In questo contesto gli algoritmi di intelligenza artificiale applicati alle tecnologie microgrids rappresentano l’elemento più innovativo per favorire il decentramento energetico e ottimizzare l’efficienza dei sistemi di generazione e distribuzione locale dell’energia. L’adozione di tecniche di intelligenza computazionale e di metodologie di profilazione automatica degli utenti finali consente di motivare il cambiamento comportamentale degli utenti utilizzando adeguati incentivi economici. Inoltre la realizzazione di unità di gestione e controllo, fisicamente vicine alle risorse energetiche distribuite (DER) consente di realizzare efficacemente il bilanciamento tra la produzione e il consumo di energia. D’altra parte i sistemi di intelligenza artificiale sono facilmente implementabili con tecnologie software distribuite e architetture SOA. Questo facilita la diffusione di questi sistemi grazie al superamento dei problemi di complessità computazionale e abilita l’implementazione distribuita delle operazioni di controllo su distretti energetici di dimensione variabile. Il risultato è un incremento della responsività, sicurezza, affidabilità dell’intero sistema elettrico, nonché la minimizzazione delle perdite connesse alla distribuzione dell’energia generata da centrali remote a vantaggio di una maggiore sostenibilità ambientale

    The double-edged sword of human rights treaties as a “lock-in formula” for countries seeking foreign investments : the extent to which host states can invoke human rights provisions as a defense against foreign investors

    The image of a “double-edged sword” or “double-mouthed sword”, seems to first appear in the Bible, to indicate that the truth of God is all-permeating, bringing to light the real thoughts and intents of the heart with a devouring, sharp power. Literally, a “double-edged sword” is a weapon which cuts either way and over the time, it has assumed the metaphoric meaning of something that “applied to an argument… makes both for and against the person employing it”. Nowadays, more and more countries ratify human rights treaties and submit themselves to the enforcement mechanisms attached thereto, therefore taking on great sovereignty costs. According to scholars, this is used by developing countries and emerging democracies as a sign, to the rest of the world, of their willingness to lock-in liberal policies and to show their commitment to consolidate the rule of law, in an attempt to attract foreign investments and make their capital flow. Investors’ choice of trusting host States’ signing of human rights treaties may well become a double-edged weapon against them: if on the one hand, developing countries’ adherence to human rights regimes is a guarantee that they will abide by international standards, on the other hand, human rights norms can be invoked by host States to justify breaches of the Bilateral Investment Treaty and be, therefore, detrimental to foreign investors. Many define this phenomenon as a “tension” between the investment law and the human rights realms. This study demonstrates that, from a theoretical perspective, there is no actual tension, nor threat of fragmentation of international law. The case law of arbitral tribunals has also shown a positive trend in taking into consideration human rights arguments in resolving investment disputes, although the system is far from being perfect. To this end, while international investment arbitration is a powerful and effective tool to resolve investment disputes, when the core issues deviate from traditional economic arguments, investment tribunals may not be the perfect fit. In an attempt to identify a suitable mechanism that would offer stronger guarantees for human rights arguments to be taken into consideration in investment proceedings, this study claims that a review of an award limited to national or international ordre public grounds, available at the stage of enforcement or annulment of the investment award is the least invasive and most reasonable solution to give host States a second chance against an award disregarding the host State’s human rights obligations owed to the population under its jurisdiction. Ultimately, to avoid any sort of warfare and metaphors attached thereto, investors and States, taking cognizance of today’s new legal order based on the global governance model, should begin a dialogue that would craft in the agreements new rules insuring that foreign investments support the public interest

    Subsurface flow and transport modelling at the hillslope scale

    In hilly and humid forest areas with highly conductive soils, subsurface flow consider as the main mechanism of stream flow generation and responsible for the transport of solutes into the surface water bodies which is transported through the subsurface soil. However, the contribution of the subsurface flow is poorly represented in current generation of land surface hydrological models (LSMs). The lack of physical basis of their common parameterizations precludes a priori estimation, which is a major drawback for prediction in ungauged basins. This thesis is organized in to three sections which analyse the subsurface flow and transport through numerical modelling starting from a simple analysis of homogenous system to complex hillslope with variable soil and topographic properties. First, the relation Q(S) (where Q is the discharge and S is the saturated storage in the hillslope), as a function of some simple structural parameters is evaluated through two-dimensional numerical simulations and makes use of dimensionless quantities. The method lies in between simple analytical approaches, like those based on the Boussinesq formulation, and more complex distributed models. The results confirm the validity of the widely used power law assumption forQ(S) . Similar relations can be obtained by performing a standard recession curve analysis. Second, physically based parameterization of the storage-discharge relationship relating to subsurface flow is developed using the Richards’ equation. These parameterizations are derived through a two-step up-scaling procedure: firstly, through simulations with a physically based subsurface flow model for idealized three dimensional rectangular hillslopes, accounting for within-hillslope random heterogeneity of soil hydraulic properties, and then through subsequent up-scaling to the catchment scale by accounting for between-hillslope and within-catchment heterogeneity of topographic features. These theoretical simulation results produced parameterizations of the storage-discharge relationship in terms of soil hydraulic properties, topographic slope and their heterogeneities that were consistent with results of previous studies. The resulted parameterization is regionalized across 50 actual catchments in eastern United States, and compared with the equivalent empirical results obtained on the basis of analysis of observed streamflow recession curves, revealed a systematic inconsistency. It was found that the difference between the theoretical and empirically derived results could be explained, to first order, by climate in the form of climatic aridity index. Third, the performances of four different models of solute transport in catchments were analysed. The models employ the concept of travel time distribution. A recapitulation and critical analysis of the models and their basic assumptions is performed first, emphasizing their limitations and potential problems arising in their application. Then, detailed numerical experiments are used as a benchmark for the calibration and the assessment of the models’ capabilities to simulate transport. The scope of the exercise is to test the performance of the models and their limitations in the ideal case in which the catchment system and all the hydrological variables (flow, concentration, storage, etc.) are perfectly known at any level of detail. The performance of the models and their limitations is presented and discussed. The results suggest that a time invariant formulation of the travel time distribution is usually inappropriate and not much effective in predicting transport
