No full textThe paper aims to analyse the new features that characterize the concept of care relationship as a result of some recent changes in the ways of provision of health services. Especially, it intends to evaluate the possibility that care relationship could be established between patients and healthcare institutions instead of between patients and doctors working in these institutions. The paper leads therefore to some remarks concerning the attribution of liability to the different parties involved in the relationship. In the light of these considerations, it examines the 2017 health care reform, highlighting its problematic aspects and proposing an alternative interpretation consistent with the actual characteristics of care relationship in its current form
Attribution of large-scale drivers of peak river flows in Ireland
No full textSeveral large flooding events in recent years have led to increased concerns that climate change may be affecting the risk of flooding. At-site tests assessing whether change can be detected in observed data are not very powerful and cannot fully differentiate between possible confounders. It is also difficult to detect fully climate-driven trends, and separate these from other anthropogenic impacts such as urbanisation. We propose a change in focus from detection only towards both detecting and attributing trends in peak river flows to large-scale climate drivers such as the North Atlantic Oscillation index. We focus on a set of near-natural “benchmark” catchments in Ireland in order to detect those non-human driven trends. No full textCon questo saggio si punta l’attenzione su uno specifico microcosmo idraulico, l’alto corso del fiume Sile, da intendersi come caso emblematico per valutare la complessa evoluzione dell’immaginario popolare nei confronti non solo del patrimonio delle acque dolci superficiali con le loro molteplici funzioni, ma anche della tangibile eredità storico-culturale che si è accumulata nei secoli lungo le sue sponde. L’acqua come bene comune pone questioni sempre più urgenti per una adeguata politica continentale, la cui difficoltà operativa si deve non tanto al frammentarsi delle decisioni nazionali, quanto all’ancora diffuso vigore delle retoriche vetero-moderniste che impediscono un deciso cambio di paradigma nei confronti di una competente gestione multifunzionale dei corpi idrici
