    At the Roots of Labour Activism: Chinese and Cambodian Garment Workers in Comparative Perspective

    In China extensive, co-ordinated strikes such as those that have taken place in Cambodia in recent years remain rare, with most protests initiated by Chinese workers contained inside single factories or industrial zones. Also, while Cambodian workers often mobilise for their interests and broader policy issues, such as the determination of the minimum wage, Chinese workers largely limit themselves to protests against violations of their legal rights. How can these different patterns of labour activism be explained? Through factory gate surveys and interviews conducted during the summer of 2016 in a sample of Hong Kong-owned garment factories in Dongguan and Phnom Penh, this study provides a comparative analysis of the root causes of labour activism in China and Cambodia. In particular, the article focuses on three elements that play an important role in determining labour activism: the expectations of the workers regarding wages; the workers’ perception of the labour law and the legal system; and trade union pluralism

    The Health of Disability Insurance Enrollees: An International Comparison

    Rising costs of disability insurance (DI) programs are putting increased strain on central government budgets, yet little is known about how well countries target those in the poorest health. In this paper, we use the SHARE and HRS surveys to measure the average health of people aged 50-64 receiving DI, and the effectiveness of the DI safety net in covering those in poor health. The U.S. and Denmark appear successful at targeting benefits, with France and Belgium less so. These measures can also be used over time to evaluate country-level policy changes

    Mixture Gumbel models for extreme series including infrequent phenomena

    A Gumbel mixture distribution is proposed for modelling extreme events from two different mechanisms: one phenomenon occurring annually and one occurring infrequently. A new Monte Carlo simulation procedure is presented and used to assess the consequence of fitting traditional Gumbel or GEV models to annual maximum series originating from two different populations. The results show that mixture models are preferred to single-population models when the two populations are very different. The Gumbel mixture model was applied to annual maximum 24-hour rainfall data from 64 South Korean raingauges, split into events generated by typhoon and non-typhoon rainfall. The results show that the use of a mixture model provides a more accurate description of the observed data than the Gumbel distribution, but is comparable to the GEV model. The theoretical and practical results highlight the need for more robust methods for identifying the underlying populations before mixture models can be recommended

    Italian implementation of the Directive 2013/11/EU has brought renewed attention on the threats that the increasing trend to house the ADR within the Regulators, especially in the banking and financial field, could pose to the independence of the ombudsmen in deciding individual complaints. Hence, the article draws a comparison between the statutory relationships that the British Financial Ombudsman Service and the Italian Banking and Financial Ombudsmen (i.e. the ABF and the newly established ACF) share with their competent Authorities, with the aim of providing a comparative perspective on the jurisprudence of the European Court of Human Rights. The overall underpinning objective of the study is to demonstrate the steady surfacing of a new concept of de facto independence, more effectively responsive to the redress needs of consumers

    One of the aims and challenges of this collection of essays is the achievement of pieces of writing that manage to creatively intertwine personal narrative and cultural geography. As a whole, the volume is meant as a sort of backstage of our scholarly lives, showing how everyday interactions and exchanges with Denis were interwoven in our biographies. This specific approach attempts to develop a common ground within the multifaceted geo-humanistic trajectories allowing the recovery of individual narratives. Despite the small numbers of contributors, an alternative form of writing has anyway emerged, exploring the potential relationships between personal memory and learned studies. It goes without saying that researcher’s memories are highly intertwined and co-defined thanks to the specific cultural and social context surrounding her/him

    Biased processor sharing in fork-join queues

    We consider a fork-join system in which a fixed amount of computational resources has to be distributed among the K tasks forming the jobs. The queueing disciplines of the fork- and join- queues are First Come First Served. At each epoch, at most K tasks are in service while the others wait in the fork-queues. We propose an algorithm with a very simple implementation that allocates the computational resources in a way that aims at minimizing the join-queue lengths, and hence at reducing the expected job service time. We study its performance in saturation and under exponential service time and provide a methodology to derive the relevant performance indices. Explicit closed-form expressions for the expected response time and join-queue length are given for the cases of jobs consisting of two, three and four tasks

    Si pubblica il testo di alcuni rispetti recentemente rinvenuti all’Archivio Nazionale di Praga fra le carte appartenute al granduca di Toscana Leopoldo II. Si tratta di fogli sciolti risalenti in parte alla fine del Quattrocento, in parte ai primissimi del Cinquecento, contenenti rispetti che Daniela Delcorno Branca, editrice delle "Rime" di Poliziano, ha a suo tempo attribuito, con maggiori o minori probabilità, all’umanista, oppure a un più generico ambiente mediceo; ma vi si trovano anche rispetti inediti, che non si esclude possano risalire a Poliziano stesso.The present contribution provides the edition of a few “rispetti” recently found in the National Archives in Prague among the documents which belonged to Leopold II Grand Duke of Tuscany. They are contained in loose sheets partly dating back to the end of the fifteenth, partly to the very beginning of the 16th century. According to Daniela Delcorno Branca, who has edited the "Rime" by Politian, the “rispetti” can arguably be attributed either to the humanist himself or more generically to the Medicean environment. It is also likely that Politian is the author of some of the unpublished “rispetti” preserved in the same sheets
