Statt der erwarteten 2,5 Prozent zahlen die Mitglieder gesetzlicher Krankenkassen im Schnitt einen Zusatzbeitragssatz von 2,9 Prozent. In Summe klettern die Sozialbeiträge damit über die 42-Prozent-Marke. Steigende Sozialabgaben belasten zunehmend die Wachstumsperspektiven der Wirtschaft
Digitale Mitarbeiterführung
Digitale Mitarbeiterführung hat vor dem Hintergrund der COVID-19-Pandemie neue Aufmerksamkeit erlangt. Die bereits vorliegenden Untersuchungen zur Verwendung digitaler Informations- und Kommunikationsmittel bei Mitarbeiterführung sind oftmals deskriptiv und fokussieren entweder auf die Perspektive der Mitarbeitenden oder der Führungskräfte. Im Unterschied dazu nimmt dieser Beitrag einen expliziten Vergleich der Sichtweisen von Führungskräften und den Mitarbeitenden aus unterschiedlichen Unternehmen und Branchen auf die Herausforderungen digitaler Mitarbeiterführung und den jeweiligen Umgang damit vor. Hierzu wurden qualitative Interviews mit 23 Personen, die als Sachbearbeitende, Kundenbetreuende, Abteilungs- oder Organisationsleitende tätig sind, ausgewertet. Die Ergebnisse zeigen, dass die Sichtweisen der Führungskräfte und der Mitarbeitenden sich in Bezug auf die Herausforderungen der digitalen Mitarbeiterführung stark ähneln: Als Problemfelder können auf beiden Seiten Technik, Kommunikation sowie Anleitung und Motivation des Personals identifiziert werden. Lösungsansätze, wie eine intensivere Kommunikation, regelmäßigen Austausch und Rückmeldungen, thematisieren hauptsächlich die Führungskräfte. Praktische Relevanz Bei der Benennung der Probleme, die mit digitaler Mitarbeiterführung einhergehen, sind sich Führungskräfte und Mitarbeitende nahezu einig. Sie unterscheiden sich aber in Bezug auf die Lösungsansätze dafür: Führungskräfte gehen es mit Hilfe intensiverer Kommunikation und Feedbacks an, wohingegen Mitarbeitende sich bei Lösungen zurückhalten. Um die Akzeptanz derartiger Lösungen unter den Mitarbeitenden zu steigern, sollen Führungskräfte stärker den Sinn dieser Lösungen kommunizieren, u. a. mit Verweis auf die gemeinsamen erlebten Herausforderungen digitalen Führens.Digital leadership has gained new attention in the course of the COVID 19 pandemic. The research made in this field is mainly descriptive and focus either on the perspective of employees or supervisors. In difference to that, this paper compares the specific challenges of digital leadership and practices of dealing with them as seen by supervisors and employees from different companies and industries. For this purpose, qualitative interviews with a total of 23 persons who hold positions in administration, customer service, department or organization management were conducted and analysed. The results show that the views of supervisors and employees are very similar with regard to the challenges of digital leadership: Both actors identify technology, communication as well as guiding and motivating employees as main problem areas. Yet, possible solutions are mainly discussed by the supervisors and include more intensive communication, regular exchange and feedback. Practical Relevance Supervisors and employees strongly agree when it comes to identifying the problems associated with digital leadership. However, they differ in their approaches to solving them: managers tackle them with the help of more intensive communication and feedback, whereas employees are rather reluctant to come up with solutions. In order to increase the acceptance of such solutions among employees, managers should communicate the purpose of these solutions more strongly and hereby refer to the common challenges of digital leadership
Evaluación de una adaptación del Programa HM en Uruguay
Este documento presenta los resultados de evaluar el impacto de un programa de promoción de actitudes de género equitativas (Programa HM), aplicado a 326 estudiantes de secundaria de las áreas de Marconi y Casavalle, Montevideo, por el Ministerio del Interior de Uruguay. La evaluación utiliza un diseño cuasiexperimental que comparó los puntajes de la Escala de Actitudes de Género GEM antes y después de la ejecución del programa utilizando una metodología de Pareo por Puntaje de Propensión. Del análisis se concluye que los jóvenes en el grupo de tratamiento no tuvieron una mejora significativa en sus actitudes en relación con el grupo de control. Derivado del análisis de la implementación de la intervención, se plantean cuatro propuestas para la mejora de la ejecución en el futuro
Passthrough of retail price regulation in the market for pharmaceuticals
I study the passthrough of regulated ad valorem pharmacy markups and reduced Value Added Tax (VAT) rates to pharmaceutical retail prices in Finland. My reduced form evidence shows that pharmaceutical manufacturers respond to a decrease in regulated pharmacy markups by increasing their wholesale prices. I estimate a structural model of pharmaceutical supply and demand using data from the Finnish statin market. My results show that manufacturers benefit significantly from existing pharmaceutical tax subsidies, making them an expensive way to support poorer patients.This Version: 15.4.2025 - First published: 31.12.202
Reviewing feminist macroeconomics for the twenty-first century
Feminist macroeconomics draws on the notion that the gender system is both cause and consequence of macroeconomic structures, outcomes, and policies. In contrast, mainstream and heterodox macroeconomics have done little to integrate gender as an analytical tool in macro-modelling. This paper defines the subfield of feminist macroeconomics, explores its origins, and provides a systematic review of its literature. Drawing on Seguino ( 2013 ), the paper divides the subfield in three main strands: (i) feminist growth theory and gender dimensions of macro-level policies , (ii) macro-modelling and theoretical foundations of the care economy , and (iii) social infrastructure and intra-household allocation . The paper discusses potential ways to expand the foci of feminist macroeconomic research and considers challenges to the subfield such as methodological issues regarding male-biased metrics and limited data availability and the tensions with mainstream approaches to gender and the macroeconomy
Economic diversity and the resilience of cities
We show how local worker flow adjustment margins yield a theory-consistent sufficient statistic approximating the welfare effects of local shocks. Furthermore, we isolate a city's insurance value as this approximation's second-order term. Leveraging rich labor flows data across occupations, industries, and cities in France, we estimate spatial and nonspatial flows responses to local labor demand shocks. Less economically diverse French cities experience deeper contractions in gross outflows following negative shocks. In contrast, more economic concentration begets a modestly larger increase in gross worker flows following positive shocks. Altogether, we uncover sizable welfare insurance gains from local economic diversity
Relevance of dynamic variables in multicategory choice models
We investigate the relevance of dynamic variables that reflect the purchase history of a household as independent variables in multicategory choice models. To this end, we estimate both homogeneous and finite mixture variants of the multivariate logit model. We consider two types of dynamic variables. Variables of the first type, which previous publications on multicategory choice models have ignored, are exponentially smoothed category purchases, which we simply call category loyalties. Variables of the second type are log-transformed times since the last purchase of any category. Our results clearly show that adding dynamic variables improves statistical model performance with category loyalties being more important than log-transformed times. The majority of coefficients of marketing variables (features, displays, and price reductions), pairwise category interactions, and cross-category relations differ between models either including or excluding dynamic variables. We also measure the effect of marketing variables on purchase probabilities of the same category (own effects) and on purchase probabilities of other categories (cross effects). This exercise demonstrates that the model without dynamic variables tends to overestimate own effects of marketing variables in many product categories. This positive omitted variable bias provides another explanation for the well-known problem of "overpromotion" in retailing
Bildungswege in der Sekundarstufe I außerhalb des Gymnasiums: Eine Bestandsaufnahme der unterschiedlichen Schulformen und -abschlüsse in den Ländern
Vor dem Hintergrund des demografischen Wandels wird es immer wichtiger, dass möglichst alle jungen Menschen in Deutschland zur Fachkraft ausgebildet werden. Ausgangspunkt hierfür ist ein erfolgreicher Besuch der allgemeinbildenden Schulen, wobei insbesondere der nicht-gymnasiale Bereich der Sekundarstufe I noch mehr Beachtung verdient. Allerdings ist dieser in den Bundesländern so unterschiedlich strukturiert, dass sich kaum pauschale Aussagen zu Handlungsbedarfen und -möglichkeiten treffen lassen. Dies betrifft bereits die Schulabschlüsse, die verschiedene Bezeichnungen tragen. Für die niedrigste Stufe finden sich dabei mit "Hauptschulabschluss", "Berufs- oder Berufsbildungsreife" und "Erster (allgemeinbildender) Schulabschluss" vorwiegend drei und für die mittlere Stufe mit "Mittlerer Schulabschluss / Mittlere Reife" und "Realschulabschluss" zwei Begriffstypen, von denen einige Länder, wie Bayern mit der Bezeichnung "Abschluss der Mittelschule" für den Hauptschulabschluss, auch noch abweichen. Zudem nehmen die Länder bei diesen Schulabschlüssen teilweise weitere Differenzierungen vor. Dabei stellt die zweite Form beim Mittleren Schulabschluss aus struktureller Sicht grundsätzlich nur ein Prädikat für besonders gute Leistungen dar. Hingegen sind für den erweitertem Hauptschulabschluss in einigen Ländern ein um ein Jahr längerer Schulbesuch und eine zusätzliche Abschlussprüfung vorgesehen, womit dieser klar als eigenständig zu werten ist. Für den Erwerb des einfachen Hauptschulabschlusses ist in vielen Bundesländern das Erreichen des Klassenziels der neunten Jahrgangsstufe ohne besondere Prüfung ausreichend, was problematisch sein kann, wenn die Leistungen der Schülerinnen und Schüler nicht ganz einheitlich bewertet werden. Während das Gymnasium in allen Bundesländern als eigenständige Schulform in der Sekundarstufe I existiert, sind die weiteren Bildungswege in den Ländern sehr unterschiedlich ausgestaltet. Hier gibt es von einer bis vier weitere Schulformen, wobei die besonders weit verbreiteten Gesamtschulen auch eine Ausbildung auf gymnasialem Niveau anbieten. Wie viel Unterricht die Schülerinnen und Schüler dort erhalten, ist ebenfalls unterschiedlich. So liegt die Spanne des Gesamtumfangs der verpflichtenden wöchentlichen Schulstunden in Deutsch- und Mathematik bis zum Ende von Jahrgangsstufe 10 zwischen 22 und 30 Stunden. Eine Vereinheitlichung dieser Schulsysteme erscheint nach aktuellem Stand kaum vorstellbar, da die Zuständigkeit der Länder für das Bildungssystem ein wichtiger Grundbaustein des föderalen Systems der Bundesrepublik darstellt. Sinnvoll wären jedoch deutschlandweit einheitliche Vergleichsarbeiten am Ende der Sekundarstufe I mit einer getrennten Bescheinigung der Ergebnisse, die vor allem bei Bewerbungen in anderen Bundesländern das tatsächliche Leistungsniveau der Absolventen leichter vergleichbar machen könnte.Against the backdrop of demographic change, it is becoming increasingly important that as many young people in Germany as possible are trained as skilled workers. The starting point for this is successful attendance at general education schools. In particular, the non-grammar school sector at lower secondary level deserves more attention. However, this is structured so differently in the federal states that it is almost impossible to make generalised statements about the need for and opportunities for action. This already applies to the school-leaving qualifications, which have different designations. The three terms 'Hauptschulabschluss', 'Berufsreife / Berufsbildungsreife' and 'Erster (allgemeinbildender) Schulabschluss' are predominantly used for the lower level, while the two terms 'Mittlerer Schulabschluss / Mittlere Reife' and 'Realschulabschluss' are used for the intermediate level. Some states deviate from this, such as Bavaria with the term 'Abschluss der Mittelschule' for the lower secondary school-leaving certificate. In addition, the federal states sometimes make further differentiations for these school-leaving qualifications. From a structural point of view, the second forms of the intermediate secondary school-leaving certificate are only awards for particularly good performance, whereas in some federal states, the extended lower secondary school-leaving certificates require one year longer school attendance and an additional final examination, which means that they are clearly to be regarded as independent. In many federal states, it is sufficient to achieve the required standard of the ninth form without a special examination to obtain the simple lower secondary school-leaving certificate, which can be problematic if the pupils' performance is not assessed in a completely standardised manner. While the 'Gymnasium' exists in all federal states as an independent type of school at lower secondary level, the further educational pathways are organised very differently. There are between one and four other types of school. Almost everywhere there are comprehensive schools that also offer education at grammar school level. The amount of compulsory education pupils receive at lower secondary level also varies. For example, the total number of compulsory weekly lessons in German and maths up to the end of year 10 ranges between 22 and 30. A standardisation of these school systems is hardly conceivable, as the responsibility of the federal states for the education system is an important cornerstone of the federal system in Germany. However, it would make sense to carry out standardised comparative tests throughout Germany at the end of lower secondary level with separate certification of the results. These certificates could make it easier to compare the actual performance level of school leavers, especially when applying for apprenticeships in other federal states
Informal Labor Exchange Teams and Participation in the Labor Market: Evidence from Rural Tanzania
We investigate labor exchange teams in rural communities, which are prevalent in many developing countries. We show theoretically that these teams are beneficial to employers, who can outsource the monitoring of workers. Team members are incentivized to exert high effort because any deviation would lead to the dissolution of their production team. Data from Tanzania support the model's predictions: members of labor exchange teams are more likely to obtain paid work and are often hired to perform tasks for which monitoring is costly. Consequently, this informal arrangement helps reduce moral hazard in the context of employment relationships
Does board composition matter for innovation? A longitudinal study of the organizational slack–innovation relationship in Nasdaq-100 companies
In high-tech industries, firms accumulate increasing amounts of excess resources. Existent research paints an ambiguous picture of these slack resources for innovation: while some slack is integral for innovation as fuel for experimentation, too much slack inhibits innovation by causing inefficiencies. However, firms in high-tech industries cannot develop and sustain competitive advantages in the long run without sufficient and steady investments in innovation. Additionally, the increasing complexities within these highly dynamic industries make it easier for managers to pursue their self-interests—often to the organization’s detriment. Against this backdrop, the role of the board of directors is particularly crucial in high-tech industries, as it determines the efficacy of the board’s governance and resource provisioning functions. This study proposes several board characteristics as moderators of the slack–innovation relationship. The dataset builds on a longitudinal sample of high-tech firms from the Nasdaq-100 Index between 2010 and 2020. The results advance management literature by extending the notion of slack resources as a double-edged sword to high-tech industries. The findings also show that this relationship is contingent on specific board characteristics: larger and more independent boards dampen this relationship, while longer board tenure, more board affiliations, and a larger share of women directors amplify it. Further, the findings caution managers to balance the necessity of slack resources for promoting innovation with its efficiency detriment. The results additionally inform practitioners on determining the optimal board composition in the face of mounting competitive pressures for sustained innovation
