Enhancing critical forms of financing and aid effectiveness through collaborative partnerships. Policy Brief
Caribbean small island developing States (SIDS) were dramatically impacted by recent global crises, including the socioeconomic fallout of the COVID-19 pandemic, economic shocks from the war in Ukraine and the worsening effects of climate change. These challenges exposed the extent of their structural weaknesses, social and economic vulnerabilities, and significantly slowed their sustainable development efforts (Antigua and Barbuda Agenda, 2024). This includes their vulnerability to external shocks, which exacerbates their risk-profile and makes it harder to attract private and international capital flows, notably affordable finance. Strengthening resilience against such vulnerabilities remains a challenge due to several structural constraints. Despite ongoing efforts to achieve sustainable development, progress will remain limited unless both national governments and global partners broaden their development financing options. Thus, it is crucial to align these opportunities with the unique development circumstances of SIDS. Strengthening the international financial architecture to improve access to concessional finance is essential for building resilience against external shocks
Entornos regulatorios de prueba en economías en desarrollo: un enfoque de gobernanza innovador
En este informe se examinan el desarrollo y los impactos de los entornos regulatorios de prueba en países de ingreso bajo e ingreso mediano. El trabajo, que busca arrojar luz sobre la viabilidad y la eficacia de estos innovadores espacios, contiene un análisis exhaustivo dirigido a los responsables de la formulación de políticas, las organizaciones internacionales y las autoridades nacionales que están evaluando la posibilidad de poner en marcha entornos regulatorios de prueba para nuevos sectores y tecnologías.
Uno de los aspectos clave que se analizan es el surgimiento de estos entornos como instrumentos vitales para la gestión de tecnologías disruptivas como la inteligencia artificial, las redes 5G y las criptomonedas. Tras popularizarse entre las autoridades financieras de los países de ingreso alto, la adopción de este instrumento se ha extendido, lo que ha dado lugar a investigaciones sobre sus beneficios tangibles en varias economías. En este informe se subraya la necesidad de adoptar un enfoque meticuloso al evaluar el nivel de preparación y los potenciales efectos de los entornos de prueba y se presenta la herramienta de Evaluación de la Madurez para los Entornos Regulatorios de Prueba (Regulatory Sandbox Maturity Assessment (RESMA)), un instrumento diseñado para evaluar el nivel de preparación de un país para poner en marcha iniciativas de este tipo.
Mediante estudios de caso y entrevistas con funcionarios públicos, el informe destaca la importancia de contar con un marco de políticas claro y equipos interdisciplinarios y de realizar esfuerzos sostenidos para garantizar el éxito y los impactos de los entornos regulatorios de prueba. Además, se hace hincapié en la importancia de las alianzas estratégicas y las iniciativas colaborativas de ejecución para mejorar la eficacia de estos espacios de experimentación regulatoria.Introducción .-- I. Artificial intelligence readiness in the Caribbean: An exploratory review
The aim of this study is to consolidate the many sources of information on AI in the Caribbean, providing policymakers, academics and decision makers in the Caribbean AI space with a general overview of the AI landscape in the Caribbean, while making initial recommendations and suggesting areas for future research.
Given the pace at which the field of AI is developing, and how quickly AI tools have become generally available to the public, data and research on the impacts of AI and AI readiness are limited. This study is therefore not comprehensive in its assessment. As a desk study, the research material used is limited to online sources and what the authors have been able to gather from collaborators across the world. As such, there may be gaps that originate in the source material. This study will occasionally note where such gaps exist and may identify related areas for future research. It is expected that this would also serve as valuable information for policymakers, academic researchers and others seeking to navigate or further explore the Caribbean AI landscape.Abstract .-- Introduction .-- I. Foreign Direct Investment in Latin America and the Caribbean, 2025. Executive summary
The Economic Commission for Latin America and the Caribbean (ECLAC) presents the 2025 version of its annual report Foreign Direct Investment in Latin America and the Caribbean amid global uncertainty and high geopolitical tension, which are worsening the three development traps facing the region: low capacity for growth; high inequality and low social mobility and cohesion; and weak institutional capacities and ineffective governance. Foreign direct investment (FDI) guided by productive development policies could address these challenges.
The first chapter provides an overview of global and regional FDI flows, identifies the main trends by type of investment, sector and origin, and proposes policy guidelines to enhance the impact of FDI on productive transformation. The other two chapters examine FDI trends, challenges and opportunities relating to the energy transition, specifically mining and critical minerals, and to digital transformation, which are among the driving sectors that ECLAC has recommended for prioritization in productive development policies in Latin America and the Caribbean.A. Prices and progress? The link between inflation and structural change in post-war Brazil
This paper employs a multivariate time series model to examine the relationship between price increases and structural change in post-war Brazil (1945–1964). To assess this relationship, the model investigates the link between prices, the industrial share of total output in the economy, net investment and industrial sector wages. With a view to addressing criticisms commonly made of the vector autoregression (VAR) family of models, and particularly the ad hoc nature of Cholesky’s decomposition method, hypotheses drawn from the economic literature on development theory were applied to the matrix of restrictions. The findings indicate that inflation played a significant role in structural change in Brazil, while the influence of structural change on inflation was less pronounced

The countries of Latin America and the Caribbean must urgently step up resource mobilization for development to avoid a third lost decade, amid a challenging and grim global landscape. This edition of the Economic Survey for Latin America and the Caribbean summarizes the key messages presented by the Economic Commission for Latin America and the Caribbean (ECLAC) —along with the countries of the region— at the Fourth International Conference on Financing for Development, held in Seville, Spain, in 2025.
This Economic Survey analyses three key dimensions of resource mobilization: fiscal and structural challenges that curb domestic resource mobilization; the growing gap in financing for productive transformation, which must be addressed through international financial architecture reform and efforts to attract private resources; and the strategic role of development banks in directing financing towards key productive sectors.
The document underscores that achieving sustainable development will require transformative fiscal policy, stronger private investment and renewed international cooperation, along with robust and agile institutions. Indicadores quantitativos da OCDE e o Brasil: economia digital
O Instituto de Pesquisa Econômica Aplicada (Ipea) desenvolveu um projeto abrangente para analisar os indicadores da Organização para a Cooperação e o Desenvolvimento Econômico (OCDE), com o objetivo de apoiar a acessão do Brasil à organização e disseminar conhecimento sobre os padrões oficiais. Dado que a realidade brasileira difere significativamente da média dos membros da OCDE e que uma comparação entre os indicadores da organização e a situação brasileira é crucial para identificar lacunas e desafios que o Brasil precisa enfrentar para se alinhar aos padrões internacionais, a realização de uma análise detalhada e contextualizada faz-se essencial para fornecer subsídios para a formulação de políticas públicas voltadas para a melhoria da infraestrutura digital, a promoção do conhecimento e de habilidades digitais na população, além do fortalecimento das competências digitais nas empresas. Desse modo, este estudo visa analisar alguns indicadores da OCDE adotados na avaliação da economia digital dos países-membros da organização, avaliando a adequação de tais indicadores à realidade brasileira.
O livro aborda três temas principais: i) acesso e conectividade; ii) adoção digital, uso e habilidades dos indivíduos; e iii) adoção digital, uso e habilidades das empresas. Os dados foram coletados de plataformas e repositórios oficiais, incluindo a plataforma de dados da OCDE e o banco de dados do Instituto Brasileiro de Geografia e Estatística (IBGE), o Sistema IBGE de Recuperação Automática (Sidra). A análise comparativa foi realizada com base nesses resultados, permitindo uma visão detalhada dos indicadores de economia digital entre os países da OCDE e o Brasil. Em relação ao quarto volume da série Indicadores Quantitativos da OCDE e o Brasil, esta obra apresenta elementos adicionais, especificamente sobre os temas supracitados, explorando dados domésticos e confrontando-os com os disponibilizados pela OCDE.
Considerando os tópicos abordados no volume IV da referida série de publicações do Ipea relacionadas ao projeto de acessão do Brasil à OCDE e a necessidade de aprofundamento em indicadores relacionados à economia digital no país, este novo estudo apresenta uma análise comparativa do Brasil em relação aos países-membros da OCDE, com foco em indicadores-chave, como adoção digital, uso e habilidades tecnológicas, buscando evidenciar a posição brasileira diante dos padrões internacionais estabelecidos
