Video encoding acceleration in cloud gaming
Cloud computing provides reliable, affordable, and flexible resources for many applications and users with constrained computing resources and capabilities. The cloud computing concept is becoming an appealing paradigm for many industries including the gaming industry, leading to the introduction of cloud gaming architectures. Despite its advantages, cloud gaming suffers from unguaranteed end-to-end delay as well as server side's computational complexity. In this paper, a novel algorithm for reducing the computational complexity and hence speeding up the video encoding speed is proposed. Specifically, by performing minimum modifications in the game engine and the video codec, some information from the game engine is fed into the video encoder to bypass the motion estimation (ME) process. Our results show that the proposed method achieves up to 39% speedup in the ME process, leading to a 24% acceleration in the total encoding process
A framework for sustainable urban water management through demand and supply forecasting:the case of Istanbul

The use of analytical approaches has become more and more critical for forecasting the water supply and demand balance in the long run. In this research, Istanbul’s water supply and demand data is collected for the period during 2006 and 2014. Then, using an autoregressive integrated moving average (ARIMA) model, the time series water supply and demand forecasting model is constructed for the period between 2015 and 2018. Three important sustainability metrics such as water loss to supply ratio, water loss to demand ratio, and water loss to residential demand ratio are also presented. The findings show that residential water demand is responsible for nearly 80% of total water use and the consumption categories including commercial, industrial, agriculture, outdoor, and others have a lower share in total water demand. The results also show that there is a considerable water loss in the water distribution system which requires significant investments on the water supply networks. Furthermore, the forecasting results indicated that pipeline projects will be critical in the near future due to expected increases in the total water demand of Istanbul. The authors suggest that sustainable management of water can be achieved by reducing the residential water use through the use of water efficient technologies in households and reduction in water supply loss through investments on distribution infrastructure
Arnold J. Toynbee and Islamism in cold war – era Turkey:civilizationism in the writings of Sezai Karakoç
This article examines the ideological worldview of Sezai Karakoç (1933–), an influential but overlooked Islamist intellectual in Republican Turkey. Through an analysis of Karakoç’s writing, the article situates post–WWII era Islamist thought in Turkey in relation to politics of the Cold War competition, global intellectual trends, and decolonization movements. In this context, the article focuses on the Islamist appropriation of Arnold Toynbee’s ideas on civilizational relations in world history and how Toynbee’s writings were utilized in critiques of modernization theory and westernization movements in postcolonial Muslim societies, as well as the Cold War superpower competition in world politics. Finally, the article reflects on the long-term legacy of the civilizational thinking of Islamism for the post–Cold War clash of civilization discourses and contemporary debates on Turkey’s relationship with the European Union
Who should really get government support:an analysis of Turkish SME cases
Small firms dominate the economy in terms of their share in employment and enterprise totals in most economies. Despite their central role in economic growth and their potential for innovation, the innovation activities these firms undertake are limited or unknown in contrast to many large firms. Most governments across the globe establish frameworks, create funds and revise their taxation and educational policies to stimulate the innovation activities of small firms. This study concerns the relationship between the innovation policies initiated by the Turkish Government to promote innovation among small businesses and the performance of these organisations at the firm level. We investigate the effect of support funds, for the innovativeness of SMEs given by the public agency of the Small and Medium Enterprises Development Organization, on the firms' net sales with respect to size, sector and location. Our results reveal support funds positively contribute to net sales with higher contributions in manufacturing firms relative to the firms from other industrial sectors. Size and location also matter for net sales. Firms that are relatively larger and those located in industrial zones and technology development centres established by the small business development organisation and universities create higher contributions

Security and efficiency analysis of the Hamming distance computation protocol based on oblivious transfer
Bringer et al. proposed two cryptographic protocols for the computation of Hamming distance. Their first scheme uses oblivious transfer and provides security in the semi-honest model. The other scheme uses committed oblivious transfer and is claimed to provide full security in the malicious case. The proposed protocols have direct implications to biometric authentication schemes between a prover and a verifier where the verifier has biometric data of the users in plain form. In this paper, we show that their protocol is not actually fully secure against malicious adversaries. More precisely, our attack breaks the soundness property of their protocol where a malicious user can compute a Hamming distance, which is different from the actual value. For biometric authentication systems, this attack allows a malicious adversary to pass the authentication without knowledge of the honest user's input with at most O(n) complexity instead of O(2n), where n is the input length. We propose an enhanced version of their protocol where this attack is eliminated. The security of our modified protocol is proven using the simulation-based paradigm. Furthermore, as for efficiency concerns, the modified protocol utilizes verifiable oblivious transfer, which does not require the commitments to outputs, which improves its efficiency significantly

Conventional, hybrid, plug-in hybrid or electric vehicles? State-based comparative carbon and energy footprint analysis in the United States.
Electric vehicles (EVs), plug-in hybrid electric vehicles (PHEVs), and hybrid electric vehicles (HEVs) are often considered as better options in terms of greenhouse gas emissions and energy consumption compared to internal combustion vehicles. However, making any decision among these vehicle options is not a straightforward process due to temporal and spatial variations, such as the sources of the electricity used and regional driving patterns. In this study, we compared these vehicle options across 50 states, taking into account state-specific average and marginal electricity generation mixes, regional driving patterns, and vehicle and battery manufacturing impacts. Furthermore, a policy scenario proposing the widespread use of solar energy to charge EVs and PHEVs is evaluated. Based on the average electricity generation mix scenario, EVs are found to be least carbon-intensive vehicle option in 24 states, while HEVs are found to be the most energy-efficient option in 45 states. In the marginal electricity mix scenario, widespread adoption of EVs is found to be an unwise strategy given the existing and near-future marginal electricity generation mix. On the other hand, EVs can be superior to other alternatives in terms of energy-consumption, if the required energy to generate 1. kW. h of electricity is below 1.25. kW. h
Environmental sustainability benchmarking of the U.S. and Canada metropoles:an expert judgment-based multi-criteria decision making approach
In this paper, environmental sustainability performance assessment of 27 U.S. and Canada metropoles is addressed. A four-step hierarchical fuzzy multi-criteria decision-making approach is developed. In the first step, the proposed methodology is established by determining the sustainability performance indicators (a total of 16 sustainability indicators are considered), collecting the data and contacting experts from academia, U.S. government agencies and within the industry. In the second step, experts are contacted and the entire list is finalized; sustainability performance evaluation forms are delivered; and then expert judgment results are obtained and quantified, respectively. In the third step, the proposed Multi-criteria Intuitionistic Fuzzy Decision Making model is developed and sustainability performance scores are quantified by using the collected data, multi-criteria decision making model and sustainability indicator weights obtained from expert judgment phase. In the final step, the sustainability scores and rankings of the 27 metropoles, results analysis and discussions, and statistical highlights about the research findings are provided. Results indicated that the average sustainability performance score is found to be 0.524 over scale between 0 and 1. The metropole with the greatest sustainability performance score is found to be New York with 0.703 and the poorest performing city is identified as Cleveland with 0.394. The results of the statistical analysis indicate that the greatest significant correlations are obtained with carbon dioxide (CO2) emissions per person (-0.749 - significant negative correlation with sustainability performance score) and share of workers traveling by public transport (+0.753 - significant positive correlation with sustainability performance score). Therefore, the CO2 emissions and public transport are found to have the most significant impact on the sustainability scores
