    Martha Nussbaum und Aristoteles

    This paper gives a detailed analysis of Nussbaum's "capabilities approach" and her claim that it is a genuinely Aristotelian contemporary political philosophy. The paper comprehensively examines how Nussbaum bases her approach on human nature and questions her assertion that Aristotle's account of human nature and her approach are not metaphysical. It analyses the normative dimension of her "capabilities approach" and shows how she adopts and modifies Aristotle's doctrine of distributive justice in an egalitarian way. With reference to contemporary literature on Aristotle's Politics, the paper criticizes that Nussbaum assimilates his political philosophy into modern values and notions, laying out several reasons supporting the thesis that Nussbaum's "capabilities approach" should not be regarded as an Aristotelian approach

    Optimal ship navigation and algorithms for stochactic obstacle scenes

    This thesis is comprised of two different but related sections. In the first section, we consider the optimal ship navigation problem wherein the goal is to find the shortest path between two given coordinates in the presence of obstacles subject to safety distance and turn-radius constraints. These obstacles can be debris, rock formations, small islands, ice blocks, other ships, or even an entire coastline. We present a graph-theoretic solution on an appropriately-weighted directed graph representation of the navigation area obtained via 8-adjacency integer lattice discretization and utilization of the A∗ algorithm. We explicitly account for the following three conditions as part of the turn-radius constraints: (1) the ship’s left and right turn radii are different, (2) ship’s speed reduces while turning, and (3) the ship needs to navigate a certain minimum number of lattice edges along a straight line before making any turns. The last constraint ensures that the navigation area can be discretized at any desired resolution. We illustrate our methodology on an ice navigation example involving a 100,000 DWT merchant ship and present a proof- of-concept by simulating the ship’s path in a full-mission ship handling simulator at Istanbul Technical University. In the second section, we consider the stochastic obstacle scene problem wherein an agent needs to traverse a spatial arrangement of possible-obstacles, and the status of the obstacles may be disambiguated en route at a cost. The goal is to find an algorithm that decides what and where to disambiguate en route so that the expected length of the traversal is minimized. We present a polynomial-time method for a graph-theoretical version of the problem when the associated graph is restricted to parallel avenues with fixed policies within the avenues. We show how previously proposed algorithms for the continuous space version can be adapted to a discrete setting. We propose a gener- alized framework encompassing these algorithms that uses penalty functions to guide the navigation in realtime. Within this framework, we introduce a new algorithm that provides near-optimal results within very short execution times.     Exploring the power of supervised learning methods for company name disambiguation in microblog posts

Ambiguous references to entities may occur due to varia- tions of how an entity is referenced (BT, British Telecom) or inherent ambiguities of the names used for entities (Orange Telecom vs. fruit orange), and misspellings (Best Buy vs. BestBuy). Ambiguities in company names however come with a price, when it comes to nding information about the company on the Web. Recently, tracking social media for brand management has become a very important part of the process in marketing, public relations, and product marketing. Therefore, resolving references to real world objects has become an important part of social media analytics systems. In this thesis, we study dierent machine learning algorithms for entity disambiguation in micro-blogging posts.     Understanding a sixteen-century Ottoman scholar bureaucrat : Ali B. Bali (1527-1584) and his biographical dictionary Al-’Iqd Al-manzum fi Dhikr Afazil Al-Rum

    Tezin basılısı İstanbul Şehir Üniversitesi Kütüphanesi'ndedir.This thesis examines al-ʻIqd al-Manzum fi Dhikr Afazil al-Rum, one of the continuations of Ahmed Taşköprizade’s (d. 1561) renowned biographical dictionary al-Shaqaʾiq al-Nuʿmaniyya fi ʿUlama al-Dawla al-ʿUthmaniyya, in order to understand the mind of its author Ali b. Bali (d. 1584). This study presents an authorial context for al-ʻIqd al-Manzum by constructing Ali b. Bali’s biography. Then, it provides a textual context by examining al-ʻIqd al-Manzum as a biographical dictionary in relation with the general trend of biography writing in the sixteenth-century Ottoman world. Ali was well aware that he had two groups of readers, first, the Ottoman scholars in the core lands of the empire (in the lands of Rum), and second, the scholars outside of the core lands, who were speaking Arabic as their mother tongue. Ali tried to show his command of Arabic before his peers as well as to prove the scholarly competence of Rumi scholars before other groups of scholars within the empire. Last two chapters focus on two themes, respectively Ali’s perception of decline in the Ottoman scholarly life and his ideas about Sufism. Ali’s bitter experience in scholarly career path had an influence on his perspective of his age and contemporaries. Saldr tespiti amaçl kullanlan önemli yaplardan biri olan tuzak sistemlerin günümüzde birçok protokol için uygulamalar bulunmaktadr.     Dubaization of Istanbul:insights from the knowledgebased urban development journey of an emerging local economy

    Knowledge-based urban development (KBUD) has become a popular pursuit for cities, especially from the developing countries, to fast track the catching up process with their counterparts in developed nations. Nevertheless, for these cities the KBUD progress is daunting and full of challenges. The authors aim to shed light on the major KBUD challenges of emerging local economies by undertaking an in-depth empirical investigation in one such city. They scrutinize the prospects and constraints of Istanbul in her KBUD journey through comparative performance and policy context analyses. The findings reveal invaluable insights, not only for Istanbul to reshape the policy context and align development with contemporary KBUD better, but also for other emerging local economies to learn from these experiences

    Social behavioral change for sustainable urban transportation under TDM concept : a case study of Istanbul

    Increasing population in urban areas necessitates increasing levels of mix and modes of transportation, roads, land use, which all lead to pollution and waste of all sorts. Usu- ally longer, wider and larger urban and interurban roads for motorized vehicles lead to further increases in number of cars with fewer, usually single, people in them, forming an unavoidable basis of an unsustainable society and mobility. In order to achieve sus- tainable cities and economies, in addition to smart use of land, intelligent transportation systems, clean and green vehicles, it is vital to achieve social behavioral change for shift- ing our modes of mobility from motorized means to cleaner, greener, healthier and more economic means such as walking, cycling, and public transportation. Economic, environ- mental, and social concerns about growth of traffic and congestion have caused several mega cities in the world and academics towards the investigations and introduction of different policies and measures in urban areas. Among many policy options, Travel De- mand Management (TDM) policies mainly aim to promote the sustainable modes and to increase an effective use of existing infrastructure by voluntarily controlling the de- mand. With such circumstances, the objectives of this study are as follows: (1) to review existing academic, industrial, governmental and non-governmental literature to examine and understand various sustainable society, sustainable development, sustainable mobil- ity concepts, mechanisms and policies developed and tested in other parts of the world; (2) to establish a framework of social behavioral change policies particularly developed and tested for urban mobility and traffic; (3) to compare various mega-cities on different indicators to better understand the case of Istanbul; (4) to evaluate potentials of TDM policies in Istanbul as well as to find out traffic congestion perception of the residents by conducting face-to-face surveys; (5) to determine current conditions of traffic congestion in Istanbul for the projections of traffic conditions in the coming years of 2018 and 2023, with the help of determined potentials from the survey results under different scenarios by using a micro simulation program PTV VISSIM.
