    An examination of Islamist discourse in the face of western challenge:the case of İsmet Özel

    Tezin basılısı İstanbul Şehir Üniversitesi Kütüphanesi'ndedir.This thesis examines İsmet Özel’s Islamist discourse on the Western challenge in the context of Islamic movement by using the textual analysis method. To this end, I analyze his three major books, including Üç Mesele (1978), Cuma Mektupları I, II, III, IV, V (1988-1992) and Tahrir Vazifeleri (1994). The main argument of the thesis is that the fundamental tension shaping Özel’s thinking as an Islamist intellectual emerges out of the distinction between the “political West” and the “philosophical West.” I examine his political project in Cuma Mektupları and his existentialist perspective in Tahrir Vazifeleri. Secondly, this study analyzes the transformation of his ideas from Üç Mesele (1978) to Cuma Mektupları (1988-1992) and Tahrir Vazifeleri (1994).     This essay examines Marxist Turkish left’s engagement with the Kurdish question in Turkey. It aims to portray, on the basis of some first-hand material, the theoretical inclinations and political attitudes of the main legal and illegal Marxist parties and organizations concerning the Kurdish question. It basically argues that the Turkish Marxists’ stressful engagement with the Kurdish question can be viewed in four periods corresponding to four conditions: encounter, union, separation, and divorce

    Tezin basılısı İstanbul Şehir Üniversitesi Kütüphanesi'ndedir.Accelerated and increasingly complex patterns of international migration are correlated with emergence of various types of transnational families and ever rising number of bi-national couples. Once a typical emigration country, Turkey has recently been established as a transit and receiving society, where numerous Europeans settled due to emotional ties with Turkish citizens. This thesis studies mixed European-Turkish families residing in Istanbul, as an “active and complex socio-cultural hybrid space” (Rodríguez García, 2006, 426). The self-definition is for each family open, fluid, and in a continual process of (re)construction. Although the creation of a new family always involves “imagining”, mixed couples necessarily answer more abstract questions than mono-cultural: a) Who are we as a family and where do we stand vis-à-vis our respective societies? b) Who are our children going to be? c) How we will raise them? Consequently, the thesis is divided into three main parts corresponding to the stated questions. First, I examine a) the social characteristics of the research participants, b) the reactions of family and friends to their relationship, and c) the adaptation strategies of non-Turkish partners to Turkish society. Second, I explore how these couples, as mothers and fathers, negotiate and pass specific aspects of their heritages to their children. Third, within the mixed families, mothers and fathers have at their disposal two distinctive sociocultural repertoires in regard to cultural transmission and parenting models, as they were raised and socialized in distinctive settings. Hence, I examine the non-Turkish participants’ perceptions of a role of extended family, a concept of a good mother and child-rearing practices. The most significant point of this thesis is shaped by the fact that these texts were written after 2000. Consequently, in which point of view these texts were written or what could be intended construct the baseline of the study. Throughout the thesis, I will investigate the development or main problems of literature produced by Turkey centered Kurdish writers and later these writers‘ approach to the Catastrophe. These two chapters will help us to better understand the contents of Kurdish texts narrating 1915 incidents (the Catastrophe) and Armenians.     Armenian literary studies in Turkey and new prospects

    Despite the silence which dominated the whole century, in the past few years, Turkish literary circles bore witness to a burgeoning interest in the Armenian literature produced in the Ottoman Empire and modern Turkey. A group of Turkish academics and some intellectuals outside of the academia rediscovered the important role Armenian culture played in the Ottoman Empire. They were fascinated by the vast literary heritage, which was almost totally unknown to Turkish public. Armenian became a prefer- able academic language for young scholars and at the same time, some researchers began working on Turkish texts in the Armenian alphabet. In this process, first of all, the number of translations from Armenian increased and the Turkish audience became acquainted with Ottoman Armenian writers such as Hagop Baronyan, Krikor Zohrab, and Zabel Yesayan. Secondly, contemporary writers and poets who wrote in Armenian or both in Armenian and Turkish, such as Megerdich Margosyan, Zaven Biberyan, and Zahrad became popular.1 Thirdly, various books and articles by researchers and literary critics such as Marc Nichanian, Kevork Bardakjian, and Boghos Levon Zekiyan were translated into Turkish as a parallel pro- cess to the increasing number of literary works

    Classification of word levels with usage frequency, expert opinions and machine learning

This paper and the accompanying data provide a methodology for making educational standard-aligned language-level predictions for all English words. The methodology involves expert opinions on language levels and extending these opinions to other words using machine learning and data from a large corpus. Common European Framework for Languages (CEFR) level predictions for about 50 000 words, which can be readily used in educational applications, are also provided. For applications where the cost of misclassification varies, machine learning model parameters and algorithm selection must be adjusted. A large number of expert opinions taken from a survey with 30 practicing language teachers that can be used for this adjustment are also released. The overall methodology can be applied to low-resource languages, where CEFR-level classifications may not exist, by adding a comparable survey and corpus. The data are released with a Creative Commons Attribution license to enable free mixing, sharing and even use in commercial applications

    Capacity planning in non-uniform depth anchorages

    Commercial vessels utilize anchorages on a regular basis for various reasons such as waiting for loading/unloading, supply, and bad weather conditions. Recent increase in demand for anchorage areas has mandated a review of current anchorage planning strategies. In particular, current state-of-the-art anchorage planning algorithms assume that the anchorage areas are of uniform depth, which is quite unrealistic in general. In this study, we introduce an algorithmic modification to current anchorage planning methods that takes into account non-uniformity of anchorages. By exploiting the depth non-uniformity, our algorithm significantly improves the number of vessels that can be accommodated in an anchorage and it can easily be incorporated into existing anchorage capacity planning decision support systems

    A new partial key exposure attack on multi-power RSA

    An important attack on multi-power RSA (N = prq) was introduced by Sarkar in 2014, by extending the small private exponent attack of Boneh and Durfee on classical RSA. In particular, he showed that N can be factored efficiently for r = 2 with private exponent d satisfying d < N0.395. In this paper, we generalize this work by introducing a new partial key exposure attack for finding small roots of polynomials using Coppersmith’s algorithm and Gro¨bner basis computation. Our attack works for all multi-power RSA exponents e (resp. d) when the exponent d (resp. e) has full size bit length. The attack requires prior knowledge of least significant bits (LSBs), and has the property that the required known part of LSB becomes smaller in the size of e. For practical validation of our attack, we demonstrate several computer algebra experiments

Mağdur, kendisi için bir tehlike yarattığında ve bunun sonucunda hukuka aykırı bir netice meydana geldiğinde failin ceza sorumluluğu etkilenir mi ve nasıl etkilenir? Dolayısıyla bu çalışmanın asıl hedefi, mağdurun kendisi için bir tehlike yarattığı durumlarda, bu tehlikenin yaratılmasına yardım ederek, destekleyerek, teşvik ederek katılan üçüncü kişinin ceza sorumluluğunun incelenmesidir. Ceza hukuku literatüründe ve mahkemelerde uzunca bir süredir tartışmalı bir konu olan mağdurun kendisi için bir tehlike yaratması, literatürde çoğunlukla objektif isnadiyet teorisi başlığı altında ele alındığından, bu çalışma dab u incelemeyi, objektif isnadiyet teorisi çerçevesinde yapmaktadır. Bu çalışmada basamaklı bir inceleme metodu izlenmiş; ilk olarak nedensellik konusu, özellikle şart teorisi incelenmiştir. şart teorisine, bu derece geniş bir yer ayrılmasının sebebi, şart teorisi ve objektif isnadiyet teorisi arasındaki ilişkidir. Objektif isnadiyet teorisi, şart teorisiyle nedenselliğe ilişkin ulaşılan sonuçların hukuki bir değerlendirmeye tabi tutulmasıdır.
