Is measuring the knowledge creation of universities possible?:a review of university rankings
University ranking indexes are considered very useful benchmarking tools in comparing the performance of universities around the world. Being placed in these prestigious indexes provides a strong advertisement for a university and helps them to attract high-quality students and academicians all over the world. However, there are some important deficiencies of university ranking indexes such as taking into account the whole university as a single unit without differentiating according to different fields of study or research, being limited to some well-known universities, and not considering institutional characteristics such as size or age. This study aims to explore the leading global university rankings to determine the similarities and differences in terms of their ranking criteria, main indicators, modeling choices, and the effects of these on the rankings. Designating the Times Higher Education World Rankings as the base ranking, a comprehensive comparison of the positions of the top universities of the base index with the matched positions of the same universities under other leading indexes including ARWU, QS, Leiden, and URAP is given. Correlations highlight the significant differences among some indexes even in measuring the same criterion such as teaching or research
Travel Demand Management (TDM) case study for social behavioral change towards sustainable urban transportation in Istanbul
In order to realize sustainable cities, it is vital to achieve and maintain social behavioral change for shifting our modes of mobility from inefficient, wasteful and motorized means to cleaner, greener, healthier and more economic means such as walking, cycling and public transportation in addition to smart use of land, intelligent transportation systems, and clean and green vehicles. This study is based on a critical review of literature in order to establish a framework of social behavioral change policies, particularly developed and tested for urban mobility and traffic congestion. First, various mega cities were compared on different sustainability indicators to better understand the case of Istanbul. Then, selected policy potentials, namely Travel Demand Management (TDM), were evaluated for Istanbul following a set of personal interview surveys aiming to reveal travel patterns of residents, their perceptions and attitudes on current transport system performance, and their opinions for possible TDM interventions in the future. We proposed a multiplicative model to process data from these surveys as inputs, which would then be used to determine travel demand. A simulation model was constructed using PTV-VISSIM tool and validated with current traffic congestion metrics obtained from field measurements in a selected district of Istanbul. Based on this validated simulation model, projections of traffic conditions in the future under different TDM scenarios were predicted with the help of determined TDM potentials obtained from the survey results. As a result of this study, it was revealed that the traffic congestion levels in Istanbul tend to become worse year by year under existing conditions, but it was also found that the TDM policies offer significant potential for reducing congestion, hence its consequent hazards, via increased use of sustainable mobility modes without the need for new infrastructure investments

Feasibility of detecting ADHD patients' attention levels by classifying their EEG signals
Attention Deficit Hyperactivity Disorder (ADHD) is one of the most spread mental disorders characterized by the lack of attention and focus. One way to measure focus is through Electroencephalogram (EEG) signals that can be read using the new wireless EEG reading devices often used by Brain-computer Interface (BCI) researchers. In parallel, serious games have been recently providing opportunities for the rehabilitation of various cognitive and emotional deficiencies. In this paper, we put the two things together, and we investigate the integration of an EEG-controlled serious game that trains and strengthens patients’ attention ability while using machine learning to detect their attention level. Our preliminary experiments with healthy individuals show an accuracy of up to 96% in classifying the EEG data to detect the correct attention state during gameplay. This promising result serves as motivation to test our models with actual ADHD patients in the future
A novel technique for duty cycle correction for reference clocks in frequency synthesizers
Frequency Multipliers to be used with Frequency Synthesizers require duty cycle of nearly 50% and low phase noise contribution to the overall system phase noise for proper operation. In this paper, we first analyze the impact of the imperfect duty cycle clocks on the overall synthesizer system performance, then propose a mixed signal solution based on the fact that the average DC value of a signal is proportional to its duty cycle. The solution uses a feedback loop for coarse and fine duty cycle correction resolution. Proposed duty cycle correction circuit can correct input duty cycle variations from 40% to 60% for a 40 MHz input frequency with 50%±0.3% accuracy. Furthermore, in order to estimate the output clock phase noise, a simulation method with supply white noise model is proposed. The circuit is implemented in 65 nm UMC CMOS process. Operating from 1.2-V supply, the circuit only dissipates 0.26 mA
