    Analysis of homogeneous glioblastoma samples with high-resolution genomic technologies

    Intra-tumor genomic heterogeneity is a common feature in human cancers. Normally, there are two copies of each gene in a cell and all cells of an organism carries the same DNA sequence despite some exceptions. With mutations and copy number changes in cancer , this well-defined structure is impaired and transformed into a chaotic structure. Cause of these transformations and their role in tumor development and maintenance is an important problem of oncology. Recent technological improvements allow generation of high-resolution genomic data which can be utilized to address this problem. Obtaining high-resolution homogeneous samples that are obtained from a single cancer is critical to study intra-tumor genomic heterogeneity. Both experimental and financial limitations create difficulties in obtaining detailed data sets that includes such samples. Gioblastoma multiforme is the most common and most aggressive brain tumor with a median survival of fifteen months post diagnosis. In this manuscript, analysis results of a data set that includes high-resolution homogeneous and heterogeneous samples from a glioblastoma patient will be presented

    Does Islamic banking offer a natural hedge for business cycles? Evidence from a dual banking system

    We examine the lending patterns in the Turkish Islamic banking over business cycles. We find that, similar to conventional banks, Islamic banks in Turkey exhibit procyclical lending pattern. We also find that Islamic bank lending does not show significant difference from conventional bank lending. The results conflict with some of the findings that indicate Islamic banks as natural stabilizers in the banking systems. We emphasize that regulatory amendments of the last decade that are effective on Islamic banks could induce these banks to lend procyclically. To test the validity of this conjecture, we empirically examine how the state of competition in the Turkish banking system affects bank lending across business cycles by disentangling the effects separately for Islamic and conventional banks. The results suggest that the degree of competition spur bank lending procyclicality at the same magnitude, confirming the convergence between Islamic and conventional banks in their lending patterns. We also discuss several other issues in Islamic banking which may lead to the procyclicality of lending

    Reputation based trust in human-agent teamwork without explicit coordination

    Interacting with strangers and agents through computer networks has become a routine aspect of our daily lives. In such environments, reputation plays a critical role in determining our future interactions and satisfaction derived from them. This paper empirically investigates the effects of agent reputation on human trust in and behavior towards "peer" level agent teammates over repeated interactions. We developed a team coordination game, the Game of Trust, in which a human player and an agent player repeatedly cooperate to complete team tasks without prior assignment of sub-tasks. Before the game begins, the agent player is introduced with either positive or negative reputation to the human player. The effects of agent reputation are evaluated by performing an extensive set of controlled experiments with participants recruited from Amazon Mechanical Turk, a crowdsourcing marketplace. We collect both teamwork performance data as well as surveys to gauge participants' trust in their agent teammates. The empirical results show that positive (negative) agent reputation led to greater (lower) human trust in agent teammates. Moreover, the interplay between the game expertise and expectation from agent teammate significantly affected the influence of reputation. These findings enhance our understanding of changes in human trust with respect to agent reputation towards achieving successful human-agent teamwork

    In cases where the execution of the search warrant is carried out illegally, the issue of whether to make judgments based on evidence obtained in the execution of the search warrant is still a major problem in practice. In this study, the decision of the Constitutional Court dated November 19, 2014, application number 2013/6183, was examined. The decision was applied by Ya5ar Yilmaz to the court individually. The development of material facts, views of authorities, and determined legal issues have been covered in our review of the judgment. We explain these legal issues and propose solutions to them based on legal evaluation

    In this work, the design of a natural gas pipeline inspection robot that generates energy from gas flow, performs onboard image processing and handles propulsion through bio-metal fiber (BMF) driven arms is presented. For an in-pipe inspection of an explosive gas filled pipe to be performed properly in real operational conditions, the robot should be free of external cable to prevent gas leakage from the pipe, exproof to prevent any spark that can lead to a fire or explosion, and adaptive to highly varying pipe diameters and tight curvatures on L and T joints. Novel solutions that address the mentioned requirements are proposed for systems of propulsion, energy source, data acquisition and communication. Design of robot that combines all these solutions is explained in detail

    Air-cured fiber-cement composite mixtures with different types of cellulose fibers

    This present study was carried out to check the feasibility of different cellulose fibers obtained from cropped virgin cellulose, blenched eucalyptus, and araucaria pulps through different new environmentally friendly curing processes for fiber-cement production. The aim is to introduce the different sources of cellulose fibers with lower cost to produce the "fiber-cement without autoclave" (FCWA). The slurries used in the experiments contain approximately 8% wt. of cellulose. The influence of the waste marble powder addition to the cement mixture was also studied. The physical and mechanical properties of the products which were prepared with this method under different curing conditions were investigated. The mechanical properties of eucalyptus cellulose appear to offer the best combination, especially after longer air-cure cycles. The results showed that the production of FCW A is very economical by using waste marble powders. And moreover, two new types of cellulose fibers (eucalyptus and araucaria celluloses; EuC and ArC, resp.), which provide a better density and packing in the fiber-cement leading to better modulus of rupture (MOR) and modulus of elasticity (MOE) values as virgin cellulose (ViC), are very usable for production of the fiber-cement in industrial scale

    This thesis begins with the character of political philosophy - classically, the quest for the good life - in the thought of twentieth-century political philosopher Leo Strauss. In this context, the relation of convention-nature and nature-philosophy will be handled. Since the thesis pertains to the modern era, the focus of the thesis will be the point that political philosophy has come as the result of modern challenges and the dilemmas it has confronted. The intellectual process resulting in the crisis of modernity will be examined using Strauss’ approach, and the political teachings of Niccolo Machiavelli, Thomas Hobbes, John Locke, Jean Jacques Rousseau, Friedrich Nietzsche, and Martin Heidegger will be discussed.     Between risks and opportunities Social policies in contemporary Turkey

    This book scrutinizes the last 15 years of exceptional growth in the Turkish economy, and presents a model for sustainable ongoing growth that has particular implications for other key emerging economies. The growth of the Turkish economy in the 2000's was based on two integrated fundamental factors: fixing deteriorating dynamics and implementing further reforms to stimulate economic activity. This basic formula led to pleasing rates of economic growth, fuelled particularly by domestic private investments along with revived consumption and exports. Driven by political stability established by single party governments in the post-2002 period, an improved economic outlook helped Turkey enjoy record levels of foreign investment, adding momentum to its growth story. The Turkish experience in the post-crisis period implies that in order to achieve a fast and - more importantly - sustainable onward growth, the economy needs a new generation of structural reforms that simultaneously heal fragility and vitalize economic activity. The papers in this book offer professional assessments and assistance - especially for policymakers, and present a new direction upon which the Turkish economy - and emerging markets - can progress successfully for a further 15 year

    Profiling energy efficiency tendency:a case for Turkish households

    There is no need to discuss the importance of energy and energy policies in the global agenda. Countries whose electricity demand rises steadily, and depends heavily on fossil fuels and imports, should consider energy efficiency in any aspects. As one of examples such a country, this study investigates the behaviors and attitudes of Turkish households regarding energy efficiency. An online survey of 526 Turkish households in 2014 gathered data on current habits including peak hour use, energy labeling, standby use, willingness for behavioral change, and policy options they would like to see implemented to improve energy efficiency. The results indicate the awareness level of energy efficiency among Turkish households is quite low, and should be promoted by demand side programs. Two-step cluster analysis is used to construct clusters to group households with respect to their policy preferences. Four different clusters are identified and characteristics of these clusters suggest the importance of having unique intervention strategies for successful behavioral change and for the attainment of energy efficiency

    Bu çalışmanın amacı Çocuk ve Gençlik Ceza İnfaz Kurumlarında bulunan çocukların eğitimlerine devam edip etmediklerini belirlemek, uygulamadakimesleki eğitimlerin ve ıslah faaliyetlerinin yeterliliğini sorgulamaktır. Mesleki eğitimler ile ıslah faaliyetlerinin çeşitliliği ceza adalet sisteminin modernleşmesinin bir getirisidir. Ceza infaz kurumlarında çocuklara yönelik çeşitli kurslar verilmekte olup, yerel yönetimler ve sivil toplum kuruluşları ile çalışmalar yapılmaktadır. Bu aktivitelerin çocuklar üzerinde olumlu etkileri ölçülmeye çalışılmıştır. Ceza infaz kurumları çocukların bir daha suç işlememeleri için üzerinde düşünülüp çocuğun iyileştirilmesi amacı ile çocuğa yoğun bir program sunulması gereken kurumlarının başında gelmektedir. Çalışma bölümler halinde hazırlanmıştır. Çalışmanın kuramsal bölümünde tanımlara, tarihsel süreçlere ve ulusal ve uluslararası alanda çocuk ceza mevzuatına değinilmiştir. Kimi ülkelerdeki çocuk ceza infaz kurumlarının eğitime bakış açıları ele alınmıştır. Son bölümde de Maltepe Çocuk ve Gençlik Kapalı Ceza İnfaz Kurumu’nda bir anket çalışması yapılmış, çalışmada çocukların eğitim, ıslah ve iyileştirme faaliyetlerine ve cezaevi eğitim ve psiko-sosyal destek personellerine ilişkin görüşlerine yer verilmiştir.
