Caring for refugees and displaced persons as an important direction of the Chernihiv City Duma work (based on the «Chernihiv Zemskaya Nedelya» newspaper, August–November 1915)
No full textМета статті спрямована на вивчення за матеріалами «Черниговской земской недели» значимого напряму в діяльності громадського управління Чернігова – турботи про переміщених осіб, яку здійснювало десяте міське попечительство упродовж серпня–листопада 1915 р. Методологія дослідження ґрунтується на принципах історизму та об’єктивності; методи корелюються з анонсованою метою, є загальнонауковими (аналіз, синтез, узагальнення) та спеціально-історичними (історико-системний, порівняльно-історичний). Наукова новизна зумовлена потребою усебічного вивчення досвіду піклування органами міського самоврядування Чернігова про біженців і переселенців у роки Першої світової війни.
Проаналізувавши наявну інформацію, можемо зробити такі висновки. Перша світова війна порушила усталений ритм діяльності інституцій громадського управління Чернігова. Новим викликом для них стала турбота про вимушено переміщених осіб, які невпинно прибували до міста, інтегруючись у його громаду, чи зупиняючись для перепочинку перед подальшою евакуацією на схід. Щоб полегшити їхнє становище, думці ухвалили рішення про створення 10-го міського попечительства, зобов’язавши його опікуватися мігрантами. Фінансове підґрунтя для його діяльності не обмежувалося лише відрахуваннями з муніципального бюджету, а й передбачало членські внески попечительства, службовців губернської земської управи, асигнування військового відомства й прибутки від проведення благодійних розважальних заходів.
Попечительство виконувало роль структури, завдяки якій міська дума Чернігова цілеспрямовано допомагала біженцям облаштуватися на новому місці на тривалий час або продовжити евакуацію вглиб країни. Забезпечували їх житлом, продовольством, одягом, предметами першої необхідності. Допомагали з працевлаштуванням, розшуком родичів, матеріально підтримували тих, хто вирішив мігрувати далі. На жаль, затяжний характер війни й зумовлена нею економічна криза гальмували ініціативи гласних громадського врядування, ставали на заваді повноцінній допомозі біженцям, утім, вона була для них порятунком у тяжких життєвих обставинах.The purpose of the publication, based on the «Chernihiv Zemskaya Nedelya» newspaper to study a significant area in the activity of the Chernihiv public administration as caring for displaced persons, which was carried out by the 10th city guardianship during August–November 1915. The research methodology is based on the principles of historicism and objectivity; the methods are correlated with the announced goal, are general scientific (analysis, synthesis, generalisation) and special historical (historicalsystemic, comparative-historical). The scientific novelty is due to the requirement for a comprehensive study of the caregiving experience for refugees and displaced people during the years of the First World War by the Chernihiv city self-government. After analyzing the available information, we can draw the following conclusions. The First World War disrupted the established rhythm of activities in the Chernihiv public administration institutions. Taking care of the forcibly displaced persons, who were constantly arriving in the city, integrating them into the community, or stopping to rest before further evacuation to the East, was a new challenge for the local authorities. In order to relieve that situation, the councilors decided to create the 10th city guardianship, which had been obligated to take care of migrants. The financial basis for its activity was not limited to deductions from the municipal budget, but also provided for membership fees of the trusteeship, employees of the provincial zemstvo administration, appropriations of the military department, and profits from the charity entertainment events. The trusteeship functioned as a structure through which the Chernihiv city council purposefully helped refugees to settle in a new place for a long time or until they continued to evacuate inland. They were provided with housing, food, clothing, and necessities. They also helped with employment, searching for relatives, financially supporting those who decided to migrate further. Unfortunately, the protracted nature of the war and the economic crisis caused by it slowed down the initiatives of public administration officials, standing in the way of full assistance to refugees, however, remained a saving factor for them in difficult life circumstances

Зазначено, що Академія має брати більш активну участь у формуванні освітньої політики держави.The report lists the main problems facing the scientific sphere in Ukraine today, including mass emigration of scientists, the disappearance of a number of critical scientific areas, the reduction of hours for teaching science and technology in school curricula, etc. The need to create scientific “incubators” that would serve as examples of effective attraction of foreign assistance and improvement of the situation with human resources was emphasized. It was noted that the Academy should take a more active part in shaping the state’s educational policy

On the propagation of torsional waves in layered composite materials with initial stresses under the layers’slippage
No full textВ рамках лінеаризованої теорії пружності дано постановку та метод розв’язку задач про поширення хвиль кручення в шаруватих попередньо напружених композитних матеріалах при проковзуванні шарів. Розглянуто поширення хвиль кручення в радіальному напрямку вздовж шарів композиту. Для симетричних і антисиметричних хвиль кручення отримано дисперсійні рівняння та їх довгохвильові наближення, які розв’язано аналітично. Встановлено, що між шарами композитного матеріалу у випадку проковзування не відбувається взаємодії. Також виявлено залежність швидкості розповсюдження симетричних і антисиметричних хвиль кручення в кожному із шарів від механічних параметрів матеріалу шару, його товщини та значень початкових напружень.The study of torsional waves plays an important role in various fields of science and technology, providing innovative approaches to solving complex problems and improving existing technologies. In particular, torsional waves are widely used in materials science, especially in the study and diagnosis of material properties. Within the framework of the linearised theory of elasticity for bodies with initial stresses, the formulation and method of solving problems on propagation of torsional waves in layered composite compressible prestressed materials at slipping of layers are considered. The paper deals with the propagation of torsional waves in the radial direction along layers in composite compressible materials with initial stresses. The problem is reduced to the construction of solutions of the equation with respect to the amplitude function under the conditions of continuity at the interfaces and periodicity conditions, according to the Floquet theory. Dispersion equations and their long-wave approximations are obtained for symmetric and antisymmetric torsional waves. The dispersion equations are solved analytically. In the case of slip, there is no interaction between the composite material layers. The propagation velocities of symmetric and antisymmetric torsional waves in each layer depend on the mechanical parameters of the layer material, layer thickness and initial stresses. In the long-wave approximation, the propagation velocities of symmetric and antisymmetric torsional waves for each layer are equal to the propagation velocities of transverse waves in a homogeneous material with initial stresses in the first and second layers, respectively

Перша знахідка прижиттєво пошкоджених трилобітів у силурійських відкладах України
No full textThis article presents the first documented case of malformed trilobite exoskeletons from the Silurian of Ukraine. Fossils of animals with injuries and pathologies are of significant palaeobiological value, as they provide essential insights into the evolution of predator-prey interactions, trophic networks, animal behavior, and genetic anomalies. The material under study consists of two pygidia of Bumastus restevensis from the Rykhta Formation (Ludlow, Upper Silurian) in Khmelnytskyi Oblast (western Ukraine, the Volyn-Podillia Monocline). A comparative analysis of these malformed exoskeletons with similar specimens from other global localities reveals that they are unique, with no direct analogues. The injuries observed are interpreted as “predation scars,” indicative of unsuccessful predatory attacks. The distinctive morphology of these malformations suggests that they were most likely inflicted by cephalopods, arthropods, such as phyllocarid crustaceans and/or aquatic chelicerates, or fishes.Досліджено перший задокументований випадок прижиттєво пошкоджених екзоскелетів трилобітів із силурійських відкладів України. Скам’янілості тварин з пошкодженнями та патологіями мають значну палеобіологічну цінність, оскільки дають змогу зрозуміти еволюцію взаємодій хижака і жертви, трофічних мереж, поведінки тварин та генетичних аномалій. Досліджений матеріал складається з двох пігідіїв Bumastus restevensis з рихтівської світи (лудлов, верхній силур) Хмельницької області (Волино-Подільська монокліналь). Порівняльний аналіз цих екзоскелетів з аналогічними зразками з інших місцезнаходжень світу показує, що вони є унікальними і не мають прямих аналогів. Виявлені пошкодження інтерпретуються як «шрами хижацтва», що свідчать про невдалі напади хижаків. Характерна морфологія цих ушкоджень дає підставу припустити, що вони, найімовірніше, були завдані головоногими молюсками, членистоногими, такими як філокариди та/або водні хеліцерові, або рибами.I extend my sincere thanks to Drs Volodymyr Grytsenko and Halyna Anfimova (National Museum of Natural History of the NAS of Ukraine, Kyiv) for the opportunity to examine the trilobite specimens collected by the late Dr. Leonid Konstantynenko.
