DEFISIENSI COLLABORATIVE GOVERNANCE DALAM PENANGANAN PANDEMI COVID-19 DI INDONESIA
AbstractThe Covid-19 pandemic is a shared problem so it must also be resolved collectively. In the context of crisis, the role of the government must remain dominant, but also by opening the door to collaborative governance. Therefore it is vital to understand the dynamics of the collaborative governance process in dealing with the Covid-19 pandemic which of course is full of challenges and obstacles in the midst of uncertainty. Researchers use the literature study method to track various conditions in an effort to resolve a pandemic that involves inter-sectoral efforts, but researchers find important points that must be corrected so that the handling of the pandemic does not experience deficiencies in collaborative governance. So far, real action is needed in improving the responsiveness of policies, quality of regulations, data management, monitoring systems and coordination among sectors. Keywords: collaborative governance; covid-19; pandemic AbstrakPandemi Covid-19 merupakan persoalan bersama sehingga juga harus diselesaikan secara bersama-sama pula. Dalam konteks krisis pun sebenarnya peran pemerintah harus tetap dominan akan tetapi juga dengan membuka pintu kolaborasi bersama dengan antar sektor (collaborative governance). Oleh karena itu penting untuk mengetahui dinamika proses collaborative governance dalam menangani pandemi Covid-19 yang tentu saja penuh dengan tantangan, kendala dan hambatan di tengah ketidakpastian. Peneliti menggunakan metode studi kepustakaan untuk melacak berbagai kondisi dalam usaha menyelesaikan pandemi yang melibatkan usaha antar sektor akan tetapi peneliti menemukan poin-poin penting yang harus diperbaiki agar penanganan pandemi tidak mengalami defisiensi dalam collaborative governance. Sejauh ini perlu tindakan nyata dalam memperbaiki responsivitas kebijakan, kualitas regulasi, manajemen data, sistem pengawasan dan koordinasi antar sektor. SINERGI STAKEHOLDER DALAM MENANGANI ANCAMAN PENYELUNDUPAN NARKOBA DI PROVINSI ACEH
Narcotics is a substance that is very dangerous when consumed by the body. One of the areas affected by the spread of narcotics is Aceh Province. Drug smuggling transactions are carried out by sea by transferring narcotics from one ship to another. The Aceh Provincial National Narcotics Agency (BNNP) has a duty to prevent, eradicate the abuse and illicit trafficking of narcotics. The results in this study are that the Aceh BNNP strategy in stopping drug smuggling with the experience of arresting the bandar is quite heavy because the perpetrators use sophisticated information technology. The act of smuggling drugs by sea is a collaboration between smugglers and fishermen. Enforcement and rehabilitation activities as well as prevention activities have been carried out through visual publics, social media, and others. The government has coordinated with neighboring countries considering that drug smuggling can already be called a proxy war. Drug trafficking by sea is a serious threat that must be dealt with seriously. BNN also synergizes with the Maritime Security Agency and Customs and Excise to jointly fortify Indonesian sea from drug attacks. Several agencies such as Tuha Peut, Tuha Lapan, and Panglima Laot were well embraced to assist the drug trafficking process in Aceh
IMPLEMENTASI KEBIJAKAN VAKSINASI COVID-19 DI KOTA SURABAYA
The purpose of this study is to describe implementation of COVID-19 vaccination policy, to find supporting and inhibitings factors or efforts to overcomes them in Surabaya city. Theoretical approach used is the George C. Edward III policy implementation approach. Thiss research use qualiitative methods with a descriptives approach. Data collection carried out through observatiion and interviews. Analysis data techniques in this reseacrh consisted of data collections, data condensations, data presentations, and drawing conclusions according to Miles-Huberman model. Results show that implementation of COVID-19 vaccination policy in the City of Surabaya in fact found a number of problems in implementation of the COVID-19 vaccination on Surabaya, including realization vaccines to targets far from the target set, the reluctance of potential vaccine recipients to inform the cause of their absence to health facility officers, less the active target group of potential vaccine recipients to come according to the set schedule. Another cause that is no less important is the lack of synchronization of data on potential vaccine recipients obtained by health facilities as administrators, because some of the data entered are potential vaccine recipients who are survivors, some were even founds to have vaccinated elsewhere. So, socialization from the local government regarding implementation of COVID-19 vaccination policy in Surabaya City important and provides education. Therefore, researchers suggest that there be improvements and synchronization of data on potential vaccine recipients, so that vaccine recipients are well monitored and integrated
IMPLEMENTASI PROGRAM BUMDES MEKAR LESTARI DALAM MENINGKATKAN KESEJAHTERAAN MASYARAKAT
BUMDes adalah salah satu Lembaga yang didalamnya terdapat interaksi ekonomi antara masyarakat desa dan pemerintah desa, sehingga dalam hal ini hubungan baik antara pemerintah desa dan masyarakat desa akan tercipta. Dan dengan adanya BUMDes ini diharapkan bisa mendorong minat masyarakat agar bisa lebih kreatif dalam mengolah sesuatu yang bisa menghasilkan uang sehingga angka kemiskinan secara perlahan akan menurun dan mensejahterakan masyarakat yang tidak mampu. Tujuan penelitian ini adalah untuk mengetahui bagaimana implementasi Program Badan Usaha Milik Desa (BUMDes) Mekar Lestari dalam meningkatkan kesejahteraan masyarakat di Desa Tanjangawan Kecamatan Ujungpangkah Kabupaten Gresik dan untuk mengetahui apa sajakah faktor pendukung dan penghambat dari pengimplementasian program Badan Usaha Milik Desa (BUMDes) Mekar Lestari dalam meningkatkan kesejahteraan masyarakat di Desa Tanjangawan Kabupaten Gresik. Penelitian ini menggunakan metode penelitian kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukan bahwa implementasi program BUMDes Mekar Lestari Desa Tanjangawan belum optimal dikarenakan kurangnya kesadaran masyarakat untuk berpartisipasi dengan BUMDes sehingga berdampak pada rendahnya partisipasi masyarakat.
DINAMIKA KOALISI PARTAI POLITIK DALAM PILKADA KABUPATEN PADANG LAWAS UTARA TAHUN 2018
Penelitian ini membahas mengenai dinamika koalisi partai politik pengusung calon tunggal dalam proses pencalonan bupati dan wakil bupati pada pilkada Kabupaten Padang Lawas Utara tahun 2018. Dengan menggunakan teori koalisi Arend Lijphart akan di elaborasi bagaimana dinamika pembentukan koalisi partai politik dalam mendukung pasangan calon tunggal. Adapun Lijphart mengkategorikan koalisi kedalam 2 bentuk yakni : policy blind coalition dan policy based coalition. Dengan menggunakan metode kualitatif melalui pendekatan studi kasus, penelitian ini dimulai dari penjelasan partai politik pengusung calon, dinamika yang terjadi antar partai politik, kemudian dilakukan analisis bentuk koalisi yang dibangun oleh partai didukung realita politik untuk menguatkan hasil analisis penulis. Temuan dari studi ini menunjukkan bahwa koalisi partai politik pengusung calon tunggal pada pilkada Kabupaten Padang Lawas Utara tahun 2018 condong pada bentuk koalisi policy blind coalition yakni koalisi yang mengutamakan untuk memaksimalisasi kekuasaan daripada mempertimbangkan kesamaan ideologi dan platform partai. Koalisi yang terbentuk cenderung pragmatis, elitis dan berorientasi office seeking. Penentuan kandidat cenderung mempertimbangkan popularitas, pengaruh elit pusat dan elit lokal serta kepemilikan modal besar sehingga mampu menghimpun seluruh partai politik dalam satu blok koalisi.
STUDY LITERATURE REVIEW ADVOKASI KEBIJAKAN KESEHATAN MENTAL
Mental health is a condition that affects a person's thinking, feeling, and protecting yourself so you can succeed in your daily life. However, the amount of stigma and ignorance of the rights of mental health sufferers makes support groups want to carry out policy advocacy. The author conducted a study literature review on mental health policy advocacy that has been done by previous researchers to find out various programs or ways to advocate for mental health management. This SLR shows that advocacy efforts can be carried out by distributing content on social media, communicative discussions, and health literacy tools. Increasing mental health support for policy advocacy will make the government wiser towards mental health policies and also facilitate health services for people with mental disorders
DILEMA PEMANFAATAN RUMAH SUSUN SEDERHANA SEWA UJUNA PASCAGEMPA DI KOTA PALU SULAWESI TENGAH
After the earthquake, tsunami, and liquefaction on 28 September 2018, the condition of the five-story building was damaged, but it is still inhabited by dozens of families. This paper seeks to explore the attitude of the Palu City Government-Regional People's Representative Council (DPRD), residents, and parties outside the government and outside the residents regarding the use of these flats after the earthquake. The research was conducted qualitatively. Primary data were collected from direct observation and interviews and sources of mass media coverage also complement the secondary data needs. Borrowing Robert K Merton's structural functionalism theory, this research finds a condition if after a disaster, residents strengthen their institutions by building consensus or mutual agreement. Meanwhile, the City Government of Palu, although stated that they prohibited them from returning to the apartment, they have not been able to provide a more feasible housing solution after the earthquake. Ironically, members of the DPRD, as partners of the mayor in the government in Palu City, do not yet know about this condition
INOVASI PELAYANAN PUBLIK MELALUI APLIKASI “E-DUKCAPIL” PEMBUATAN KARTU KELUARGA PADA DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KABUPATEN KARAWANG
This study aims to analyze public service innovations through the application "E-dukcapil" in making family cards at the Department of Population and Civil Registration, Karawang Regency. The research conducted is qualitative research, in this research is descriptive in nature, namely to describe the reality of the events under study. The focus of this research is using the innovation attribute theory by Rogers, namely: (1) relative advantage, (2) suitability, (3) complexity, (4) possibility of experimentation, (5) ease of observation. Through observation data collection techniques, in-depth interviews and documentation. With the number of informants as many as 3 people. The results showed that the innovation of family card services through the "E-dukcapil" application was not entirely ideal. This is because the application has only been implemented for 3 months, and problems such as server disruptions are still common. Lack of public understanding of the use of information technology and the lack of human resources of the implementing apparatus, namely the number of Civil Servants (PNS) in the Department of Population and Civil Registration of Karawang Regency, which is only equivalent to 40 people
DAMPAK BADAN USAHA MILIK DESA (BUMDES) TERHADAP KESEJAHTERAAN MASYARAKAT DI DESA TUTUR
Badan Usaha Milik Desa thereafter called BUMDes is an alternative to improve the rural economy. Unfortunately, however, the position of BUMDes had not been governed completely in existing legislation. Another more complex problem is that in choosing an appropriate enterprise for establishing BUMDes. This study aims to describe the impact of BUMDES on the welfare of rural communities. HUBUGAN ANTARA KEBERFUNGSIAN KELUARGA DENGAN KEPUASAN HIDUP (LIFE SATISFACTION) PADA ANAK
This study aims to find out the relationship between family functioning variables and life satisfaction in children. The sample of this study was students who attended SD X and SD Y and were 10 to 12 years old. The analysis used a correlation product moment from Spearman. The result of statistical analysis found significant relationship between family functioning variables and life satisfaction variables in children, with correlations r = 0.252 and p = 0.009 (p<0.05).
