KINERJA BIDANG BINA MARGA PADA DINAS PUPR-PKPP PROVINSI RIAU DALAM PERBAIKAN JALAN PROVINSI DI KABUPATEN ROKAN HULU
The road maintenance division at the PUPR-PKPP Office of Riau Province is a government agency that is authorized and responsible for repairing provincial roads throughout Riau Province, one of which is Rokan Hulu Regency. Rokan Hulu Regency has 504 km of provincial roads with a total road damage of 117.99 km. Road damage in Rokan Hulu Regency has experienced many complaints from the public, so that the community considers the Bina Marga Division at the PUPR-PKPP Office of Riau Province to ignore road damage in Rokan Hulu Regency. The purpose of this study was to determine the performance and obstacles of the Highways Sector in repairing provincial roads in Rokan Hulu Regency. The research method used is qualitative research with descriptive analysis. The data needed are primary and secondary data derived from observations, interviews, and documentation which are analyzed by researchers so as to obtain accurate and clear data. The results of this study indicate that the performance of the Bina Marga Sector in carrying out road repairs in Rokan Hulu Regency is good, but there are several obstacles in the implementation of the work, namely the lack of APBD funds to carry out repairs and natural factors that can hinder the implementation of the road repair progra
STRATEGI ASEAN MENGHADAPI PERSAINGAN KEKUATAN AMERIKA SERIKAT DAN CHINA DI KAWASAN INDO-PASIFIK
ASEAN is an international organization in Southeast Asia that holds up the principle non-interference and non-alignment, but this principle cannot be maintained in the face of the power competition that occurs between the United States and China in the Indo-Pacific Region. The ten ASEAN member countries have different national interests. Some ASEAN member countries support the United States while some others support China. Having different national interests causes ASEAN member countries to have different views on the power competition that occurs between the United States and China. ASEAN has an interest in safeguarding its region so that's it remains in a stable, safe, and prosperous condition. So that prevents the division of unity among these member countries, ASEAN must have a strategy to maintain regional stability. The theory used in this research is Clive Archer's theory of international organization and the theory of interdependence from Keohane and Joseph S. Nye. The research method used is qualitative, and the data collection technique used in this research is a literature study. The results of this study indicate that ASEAN uses the ASEAN Outlook on the Indo-Pacific (AOIP) strategy which was agreed upon by all member countries at the 34th ASEAN Summit in Bangkok. ANALISIS KINERJA PEGAWAI PADA DINAS PENANAMAN MODAL DAN PELAYANAN TERPADU SATU PINTU KOTA PEKANBARU (Studi dalam pelaksanaan pelayanan izin mendirikan bangunan)
Abstract (English)Good service cannot be separated from the role of service providers, namely government officials. The implementation of main duties and functions as government officials in providing good public services to the community is required to have adequate resources, the attitude of government officials which has an impact on the quality of services provided to the community who use services. The purpose of this study was to determine and analyze the performance of employees at the Pekanbaru City Investment and One Stop Integrated Service Service through a study on the implementation of building permit services with a focus on the performance of employees in realizing good service to the community. The research method used is qualitative and the data collection technique used in this research is descriptive qualitative. The results of this study indicate that the quality of employees is still not good, including there are some employees who are not in their place, while the community comes for their respective service needs, in other words, employees are not disciplined. There are inaccuracies in completing some tasks, as the researchers saw in field observations to obtain building permits and there is still a selective culture in its management.Abstrak (Indonesia)Pelayanan yang baik tidak lepas dari peran penyedia jasa yaitu aparatur pemerintah. Pelaksanaan tugas pokok dan fungsi sebagai aparatur pemerintah dalam memberikan pelayanan publik yang baik kepada masyarakat dituntut memiliki sumber daya yang memadai, sikap aparatur pemerintah yang berdampak pada kualitas pelayanan yang diberikan kepada masyarakat pengguna jasa. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis KInerja Pegawai Pada Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kota Pekanbaru melalui studi pelaksanaan pelayanan izin mendirikan bangunan dengan fokus kajian pada kinerja karyawan pegawai dalam mewujudkan pelayanan yang baik kepada masyarakat. Metode penelitian yang digunakan adalah kualitatif dan teknik pengumpulan data yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa kualitas pegawai masih kurang baik, diantaranya terdapat beberapa pegawai yang tidak pada tempatnya sedangkan masyarakat datang untuk kebutuhan pelayanannya masing-masing, dengan kata lain pegawai tidak disiplin. Terdapat ketidaktepatan dalam penyelesaian beberapa tugas, seperti yang peneliti lihat pada observasi lapangan untuk mendapatkan izin mendirikan bangunan dan masih adanya budaya selektif dalam pengelolaannya
KAJIAN EFEKTIVITAS PEMANFAATAN INSENTIF PAJAK OLEH USAHA MIKRO, KECIL DAN MENENGAH (UMKM) DI MASA PANDEMI COVID-19
The COVID-19 pandemic has had a high impact on the business and economy sector in Indonesia. To respond to this, the government has issued various policies, especially for MSMEs. Tax incentives for MSMEs issued by the government can be utilized by taxpayers until June 2021. This research aims to see the effectiveness of the use of tax incentives by mapping the factors that affect MSME taxpayer compliance and the determinants of MSME business success during the crisis due to the pandemic. This study uses a literature study approach with a descriptive qualitative method. The effectiveness of the use of tax incentives during this pandemic can show the level of compliance of MSME taxpayers and affect the sustainability of MSME businesses. Taxpayer compliance with the use of incentives is seen from the socialization of taxation, tax rates, understanding of taxation, and the perception of tax convenience provided by the government in the context of handling the impact of the pandemic, which shows that the response of MSMEs is very good in the first quarter of 2021. It is also seen from the perspective of MSME business continuity. The financial impact caused by this pandemic has caused MSMEs to be unable to carry out their tax obligations so that these tax incentives can provide relief and convenience for them MSME actors to carry out their tax obligations
CORPORATE GOVERNANCE AND RISK MANAGEMENT: A Study of Board Structure in Indonesian and Singapore Companies
This study aims to determine the effect of the board structure on business risk management. One indicator that can show the implementation of risk management is risk disclosure by the company. This study uses a quantitative approach with the research population being companies in Indonesia and Singapore included in the ASEAN Stars 2015 – 2018. Furthermore, this study uses a regression analysis technique to examine the effect of the board structure on corporate risk management. The results of this study indicate that although the structure of the board of companies included in ASEAN STARS in Indonesia and Singapore has differences, the results of the analysis of the two are not much different. This study shows that an independent board of commissioners and the frequency of meetings have a significant effect on the company's risk management. Otherwise, the composition of the female board of commissioners is proven not to affect the risk management. Overall, the results also show an increase in corporate governance activities and an increase in risk management activities. The results of this study can be used as input for potential investors to evaluate quantitative information, and other qualitative information such as the role of the board of commissioners and risk disclosure can be useful in decision making
PERSPEKTIF MASYARAKAT DALAM MENGHADAPI TRANSFORMASI PELAYANAN PUBLIK NEW NORMAL DI KOTA MADIUN
Studies on the transformation of public services, especially in the era New Normal, not only focus on digitalization efforts but also relate to culture and crises that require social restrictions and solutions to local approaches are not comprehensive in analyzing qualitatively and from two government perspectives, namely Department of Occupation and Civil Registry (Dispendukcapil) of Madiun City and Society. This article aims to describe and analyze people's perspectives on transforming public services carried out by the Madiun Municipal Dispendukcapil. This research was conducted by observing Madiun City people who take care of the Madiun City Dispendukcapil and studying literature. The results showed that the community was still not adaptive to the service transformation carried out, but this was because the dissemination of information from the Dispendukcapil was not widespread, so that people still came to the service office, besides that the limited ability of the digital platform by the community was also an obstacle. The government's strategy that must be carried out in improving services in the era new normal is to consider the risks of ASN in serving, especially the provision of ASN with complete personal protective equipment. It requires collaborative leadership where all sectors must be carried out as well as unlimited creativity and responsiveness
PEMBERDAYAAN MASYARAKAT MELALUI KELOMPOK PUSAT PELATIHAN PERTANIAN DAN PEDESAAN SWADAYA (P4S) “MERI REJEKI” DESA REJOSOPINGGIR
Community Empowerment in Rejosopinggir Village, Tembelang District, Jombang Regency by the Meri Rejeki Self-Supporter Farmer’s Agriculture and Rural Training Center (FAR-TC) group is currently in the spotlight. This self-help group was the representative of East Java Province in the National Agribusiness competition. The existence of the Meri Rejeki FAR-TC group was motivated by the strong desire of the Rejosopinggir village community, especially breeders, to improve the economy. The Meri Rejeki FAR-TC is expected to be able to directly play an active role in development through human resource development in the form of training and apprenticeship for farmers and breeders and the community in Rejosopinggir Village. The purpose of this study was to determine how the community empowerment process carried out by the Meri Rejeki FAR-TC group to the community of Rejosopinggir village. Community empowerment carried out by the Meri Rejeki FAR-TC is measured using the empowerment model according to D. Geroy (1998: 57-65), where there are 3 empowerment model strategies, including: 1) coaching or mentoring, 2) modeling, and 3) career. This research uses qualitative research methods, descriptive. The results of this study indicate that the Meri Rejeki FAR-TC group has succeeded in empowering the community, especially the residents of Rejosopinggir Village, Tembelang District, Jombang Regency
THE EFFECTIVENESS OF SCHOOLOGY ON TECHNOLOGY SKILLS: E-LEARNING INTEGRATION IN EDUCATION
Schoology is an e-learning platform that offers several exciting features that can be optimized by educators and students in tandem with parents. This can be one of the media in optimizing strong communication between the three. Schoology is also able to be one of the pathways to improving the skills in utilizing the technology of students who have also become one of the demands of the 4.0 revolution. Schoology is able to be used by educators in particular types of education and in certain subjects. This study aims to identify the effectiveness of Schoology on the technology skills of students in higher education ranking. The research results have shown that Schoology poses an effect on improving technology skills in aspects of text formatting and searching the web
IMPLEMENTASI MODEL CUSTOMER RELATIONSHIP MANAGEMENT UNTUK FUNGSI LAYANAN UMUM PADA ERA TATANAN BARU
Customer Relationship Management or CRM is a new approach to managing relationships between organizations and customers. In the era of the new order, especially during the current Covid-19 pandemic, digitizing public service functions carried out by the General Bureau of LIPI will play an important role in supporting the smooth running of the organization's operations. Customer satisfaction is highly dependent on the service process provided by executing service functions. In order for public service functions to run properly, it is necessary to carry out analysis in exploiting customer data in order to create increased value for the organization and customers by using Value Chain model analysis. Furthermore, to describe the implementation of CRM in public service functions, the implementation of the model applied is to use Payne's five-process model. This model describes the five core processes in CRM, namely the strategy development process, the value creation process, the multichannel integration process, the performance appraisal process and the information management process. The strategy for implementing this model is used so that the results obtained can run as expected. That way, customer satisfaction will be a top priority in implementing CRM in the general service function at LIPI.
STRATEGI OPTIMALISASI PENERIMAAN RETRIBUSI PARKIR TEPI JALAN UMUM DI KOTA DUMAI
Retribusi parkir pinggir jalan merupakan salah satu jenis PAD yang memiliki potensi tinggi di Kota Dumai. Namun pendapatan dari retribusi parkir badan jalan di Kota Dumai masih rendah karena belum ada strategi yang tepat untuk mengoptimalkannya. Oleh karena itu, tujuan dari penelitian ini adalah merumuskan strategi dalam rangka mengoptimalkan pendapatan parkir badan jalan di Kota Dumai. Penelitian ini menggunakan wawancara, angket, observasi dan studi dokumen sebagai teknik pengumpulan data. Kemudian data yang diperoleh diolah dengan menghitung IFAS-IFAS, kuadran SWOT Cartesian, matriks IE dan analisis SWOT. Hasil dari penelitian ini adalah rumusan strategi optimalisasi pendapatan retribusi parkir badan jalan di Kota Dumai sebagai berikut: 1) menerapkan sistem Electronic Parking Terminal (TPE) sebagai sistem pengganti yang lebih efektif. 2) Membentuk tim pengawas dengan melakukan koordinasi seperti Satpol PP, Polri dan sebagainya. 3) Memasang Closed Circuit Television (CCTV) di setiap lokasi parkir umum pinggir jalan agar dapat digunakan di kemudian hari. 4) Membuka layanan pengaduan tertulis atau online untuk menerima masukan dan pengaduan dari masyarakat atau pengguna jasa parkir pinggir jalan umum. 5) Mengusulkan tambahan anggaran operasional agar perluasan lahan parkir umum di pinggir jalan di Kota Dumai dapat dilakukan
